Decree No. 162/2006/ND-CP on the mode wage, costume mode for public servants of the State Auditor and the priority for the State Auditor _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the GOVERNMENT pursuant to the law on organization of the Government of 25 December 2001;
Pursuant resolution No. 1003/2006/NQ-UBTVQH11 March 3, 2006 the Standing Committee of the National Assembly's approval of payroll and Office allowances for officials and leaders of State audits; table of wages, allowances, costumes for officers, civil servants and State Auditor;
priority mode for State Auditor;
Considering the recommendation of the Minister of the Interior and the Minister of finance DECREE, chapter I GENERAL PROVISIONS article 1. Scope of this Decree regulates the mode wage, costume mode for officers, public servants and State Audit priority mode for State Auditor.
Article 2. The object of this Decree apply apply to public servants of the State Audit, including: 1. The titles of State Audit leader and professional titles, State auditors profession regulation in resolution No. 1003/2006/NQ-UBTVQH11 March 3, 2006 the Standing Committee of the National Assembly's approval of payroll and Office allowances for officers State Audit leader; table of wages, allowances, costumes for officers, civil servants and State Auditor; priority mode for State Auditor (hereafter abbreviated as resolution No. 1003/2006/NQ-UBTVQH11).
2. Public servants in addition to the provisions in clause 1 of this article in the State Audit.
 
Chapter II SPECIFIC PROVISIONS of article 3. Salary mode for officers, public officials, the State Auditing officials 1. The general minimum wage applies to public servants in the State Audit made under current rules of the Government.
2. Public servants are appointed to State Auditor turnover, salaries according to State Auditor turnover respectively; When only the audit missions to do other work as determined by the competent authority must then transfer the quota prescribed folded.
Standards of each State Auditor turnover made under the provisions of resolution No. 1013/2006/NQ-UBTVQH11 March 3, 2006 the Standing Committee of the National Assembly's rules on the duties, powers and specific standards of each State Auditor turnover.
3. Payroll, the regime of salary and other modes are related to wages for public servants of the State Audit: a) the State Auditor General, the Deputy Auditor General, public servants serving leader service, rooms and public officials (State Audit type A1 , type A2 and A3 types) made showing salary and stipend positions according to the payroll and allowances table leadership attached to resolution No. 1003/2006/NQ-UBTVQH11;
b) regime of incentives under the profession for State Auditors consists of 3 levels: 15%, 20%, 25% according to the attached resolution No. 1003/2006/NQ-UBTVQH11 calculated on the salary we enjoy plus leadership stipend and allowance beyond seniority (if any);
The title of Deputy Auditor General of the State are entitled to followed incentive allowance level is 15%;
c) in addition to the mode specified in point a, point b paragraph 3 of this article, public servants in the State Audit applied the provisions of Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces.
Article 4. Costume mode for officials and civil servants of the State Audit 1. Costume mode for officials and civil servants of the State Audit made under regulations attached to resolution No. 1003/2006/NQ-UBTVQH11.
2. Funding to perform the officer's dress mode, the State Auditing officials deployed in the estimation of the annual State budget of State Audit under the provisions of the law on the State budget.
Article 5. Priority mode for State auditors annually, based on the conclusions of the State Audit, audit State is 2% of the actual amount of money lodged in the State budget out of the State budget Agency has the task of collecting the State budget took to invest in infrastructure and rewarded for audit activities.
Chapter III the TERMS of the IMPLEMENTATION of article 6. Responsible for guiding the implementation and implementation 1. The Ministry of Interior, in coordination with the Ministry of Finance shall guide the implementation of salary mode for officers, public officials, the State Auditing officials specified in article 3 of this Decree.
2. The Ministry of finance, in cooperation with the State Audit guidance for uniform regime officers, public servants and State Audit priority mode for State auditors specified in article 4 and article 5 of this Decree.
3. The Auditor General State specific regulations about the costumes in the industry the State Auditor; the construction plan, the allocation, management and use of funds for priority regimes with State auditors by resolution No. 1003/2006/NQ-UBTVQH11 and the current rules of the law of the National Assembly Standing Committee decision.
Article 7. Effective enforcement of this Decree has effect after 15 days from the date The report.
The provisions of this Decree shall be made from the date of resolution No. 1003/2006/NQ-UBTVQH11 of effect execution.
Article 8. Responsibility of Ministers, heads of ministerial agencies, heads of government agencies and State Auditor General is responsible for enforcement of this Decree.
