b) Province not in point a of this paragraph from 1,400,000 people.
2. Natural area: a mountainous region, Province) from 8,000 km2;

Article 6. The town's standards 1. Population size from 100,000 people or more.
2. Natural area from 200 km2.
3. administrative units: a) administrative units subordinated to have from 10 units or more;
b) number incidence on the total administrative unit from 50% or more.
4. Was recognized as municipality type III or type IV; or projected area founded the town was reaching the classification criteria of the municipality type III or type IV.
5. The structure and level of social-economic development reached stipulated in annex 1 attached to this resolution.
Article 7. The County's standard 1. Population size from 150,000 people or more.
2. Natural area from 35 km2.
3. The number of administrative units (ward) have from 12 units or more.
4. The structure and level of social-economic development reached stipulated in annex 1 attached to this resolution.
5. The system of urban infrastructure reached stipulated in annex 2 attached to resolution No. 1210/2016/UBTVQH13 on classification of municipalities.
Article 8. Standards of Ward 1. Population size: a) Ward in the county from 15,000 people;
b) Ward in the city in the city, in the central cities from 7,000 persons;
c) Ward in the town from 5,000 people or more.
2. Natural area from 5.5 km2.
3. The structure and level of social-economic development reached stipulated in annex 1 attached to this resolution.
4. The system of urban infrastructure reached stipulated in annex 2 attached to resolution No. 1210/2016/UBTVQH13 on classification of municipalities.
Article 9. The town's standards 1. Population size from 8,000 people.
2. Natural area from 14 km2.
3. Was recognized as municipality type IV or type V; or projected area established the commune was the sort of criteria attained municipality type IV or type V. 4. The structure and level of social-economic development reached the provisions in Appendix 2 attached to this resolution.
Article 10. The determination of the standard of population size population size criteria specified in clause 1 of the article from article 1 to article 9 is determined according to Appendix 2 attached to this resolution.
Item 3: STANDARDIZATION OF ADMINISTRATIVE UNITS in the ISLAND article 11. Standards of the administrative unit in the islands of standard administrative unit in the islands include population size, natural area, the number of administrative units, the structure and level of socio-economic development must reach from 20% over standard of the respective administrative unit specified in section 1 and section 2 of chapter I of this resolution and reach from 50% come up to the standard level of infrastructure development and architecture, urban landscapes of the type of the corresponding municipality is defined in resolution No. 1210/2016/UBTVQH13 on classification of municipalities, except in cases specified in point a of paragraph 2 article 31 of this resolution.
Chapter II ADMINISTRATIVE UNIT CLASSIFICATION category 1: standard CLASSIFICATION and CALCULATION of the POINTS CLASSIFICATION of the RURAL ADMINISTRATIVE UNIT article 12. Standard classification and calculation of the points classification of the administrative divisions of the province of 1. Population size: a) the province from 500,000 people back down count 10 points; over 500,000 people will add 30,000 people add 0.5 points, but must not exceed 30 points;
b) mountains, the high level of 75% applies to the provisions in point a of this paragraph.
2. Natural area from 1,000 km2 or less counts 10 points; over 1,000 km2 of the additional 200 km2 were added 0.5 points, but must not exceed 30 points.
3. The number of administrative units: a) Has from 10 district-level administrative unit down counts 2 points; on the 10 district-level administrative units the more administrative unit 1st add 0.5 points, but must not exceed 6 points;

Article 13. Standard classification and calculation of the points classification of the administrative divisions of District 1. Population size: a) the district from 40,000 people come down to count 10 points; over 40,000 people will add 3,000 people to add 0.5 points, but must not exceed 30 points;

3. The number of administrative units: a) Has from 10 district-level administrative units directly under count 2 points; on the 10 district-level administrative units the more administrative unit 1st add 0.5 points, but must not exceed 6 points;
b) proportion of the county on the total number of administrative units at district level from 30% down count 1 point; over 40% of the additional 5% added 0.5 points, but for no more than 4 points.

Standard classification and calculation of the points classification of the administrative unit in the Islands 1. Standard population, natural area, the number of administrative units, the level of social-economic development adopt the level of 30% of the respective administrative unit specified in section 1 and section 2 of chapter II of this resolution.

Item 4: framing point, AUTHORITY and PROCEDURES for CLASSIFIED ADMINISTRATION Article 22. Special Administrative Unit of the city of Hanoi, Ho Chi Minh City is a special type of administrative unit as defined in paragraph 3 of article 3 of the law on the Organization of local government.
Article 23. The frame of administrative unit classification points 1. Points classification of administrative units is the total score achieved by the standard of population size, natural area, the number of administrative units, the level of socio-economic development and the specific elements of the administrative unit. The total maximum score of the criteria is 100 points.
2. provincial-level administrative units, districts, communes are classified I when the total score achieved from 75 points back up.
3. the administrative unit, district level, level II classed Township when the total score achieved from 50 points to 75 points.
