The PRIME MINISTER'S DECISION About the management and use of vehicle front desk service state in the Foreign Ministry _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant to the law practice of saving, waste prevention on November 29, 2005;
Pursuant to Decree No. 14/1998/ND-CP of March 1998 by the Government on the management of State assets;
Pursuant to Decree No. 137/2006/ND-CP on November 14, 2006 by the Government on regulating the decentralized governance for State properties in administrative agencies, the public, the property was established ownership of the State;
Considering the recommendation of the Minister of finance, DECIDES: 1. General provisions 1. This decision stipulated standards, norms and modes of management, equipment, used cars serving the State in front of the Foreign Ministry.
2. Car front desk service state is formed from the State budget or funds derived from the State budget (including aid, gifts of organizations and individuals in and outside the country or be established ownership of the State under the provisions of the law).
3. The Foreign Ministry based on standards, norms and regulations in the decision to perform the equip, management, layout using the car for your purposes, saving, effective response to foreign staff of the party and State.
Article 2. Regulating the procurement, use and replacement car front desk service with State 1. The shops, car service equipment reception follow State bidding method according to the current rules. Article 3. Standard rules, norms and layout used cars serving the State reception 1. Group Airport serves the head, Deputy Head of State, President of the National Assembly, the Prime Minister, Secretary General of the United Nations, Ambassador of the foreign State (hereinafter referred to as Group 1); the number of vehicles equipped with is: 19.
2. 3. 5. 4. The Ministry of public security is responsible for:

b) in coordination with the Foreign Ministry and relevant agencies to ensure the safety of car front desk service with the State.
5. The Ministry of transport has responsibility for: a) in collaboration with the Ministry of public security, Ministry of Foreign Affairs technical quality for the reception State to base the review decided to replace cars as defined in article 2 paragraph 4 b of this decision.

Article 6. Terms of implementation 1. This decision has the effect after 15 days from the date The report. The previous provisions contrary to this regulation are repealed.
