PRIME MINISTER Pursuant to the Law on Government Organization December 25, 2001;
Pursuant to the Law on Environmental Protection November 29, 2005;
Pursuant to Resolution No. 27 / NQ-CP of June 12, 2009 of the Government on a number of urgent measures in the management of state resources and the environment;
Proposal of the Minister of Industry and Trade, DECIDES
:
Article 1. To approve the "Strategy for Cleaner Production in Industry 2020" (hereinafter referred to as the Strategy) with the following major contents:
I. VIEWPOINT
1. Implementation of the "Strategic National Environmental Protection until 2010 and orientations towards 2020", "Strategic orientation of sustainable development in Vietnam" and development-oriented industries.
2. State incentives and technical assistance to apply cleaner production on a voluntary basis and promote internal strength of industrial production facilities to implement environmental objectives and economic benefits. 3
. Cleaner production in industry is done on the basis of enhancing the State management of environmental protection and awareness of the industrial production base by bringing about benefits from the application of cleaner production.
II.
1 GOAL. The overall objective of Cleaner Production
been widely applied in the industrial production base in order to enhance efficient use of natural resources, raw materials, fuel and materials; reduce emissions and limit the level of pollution; protect and improve environmental quality, human health and ensure sustainable development.
2. Specific objectives:
a) The period from now to 2015:
- 50% of industrial production establishments aware of the benefits of the application of cleaner production in industry;
- 25% of industrial production establishments apply cleaner production; the industrial production establishments apply cleaner production savings from 5-8% of energy consumption, raw materials, fuel and materials per unit of product;
- 70% of the Department of Industry and Trade has specialized staff capable of guiding the application of cleaner production for industrial production facilities.
B) The period from 2016 to 2020:
- 90% of industrial production establishments aware of the benefits of the application of cleaner production in industry;
- 50% of industrial production establishments apply cleaner production; the industrial production establishments apply cleaner production savings from 8-13% of energy consumption, raw materials, fuel and materials per unit of product; 90% of medium and large enterprises with specialized parts cleaner production;
- 90% of the Department of Industry and Trade has specialized staff capable of guiding the application of cleaner production for industrial production facilities.
III. MISSION
1. Propagation and education to raise awareness of cleaner production in industry for all levels, sectors, localities, industrial production facilities and residential communities.
2. Perfecting the system of mechanisms, policies and laws to promote cleaner production in industry:
a) To review, amend, supplement, issued under the authority or the competent authority to issue mechanisms, policies and laws to promote cleaner production in industry;
B) Integration of cleaner production strategy, planning and development of the industry; strategy, planning economic development - social; programs, environmental protection plans of the ministries, branches and localities. 3
. Capacity building for management agencies, consulting organizations and industrial production base in adopting cleaner production:
a) Capacity building for the State management agency on the cleaner production in industry contributes effectively implement the provisions of the law on environmental protection;

B) To formulate and develop a team of cleaner production for the consulting organization and technical staff of cleaner production for industrial production facilities;
C) Supporting the development of the pilot, replicated the model applied cleaner production in industry for the industrial production base.
4. Develop a network of support organizations cleaner production in industry.
IV. SOLUTION IMPLEMENTATION
1. Media solutions, Awareness:
a) Strengthen communication and education to raise awareness of cleaner production in industry for all levels and sectors and the industrial production base ;
B) Developing and dissemination of databases and electronic information on the application of cleaner production in industry;
C) promote the dissemination and replication of successful models applied cleaner production in industry.
2. Solution for the organization, management, mechanisms and policies:
a) Promote the review, amend, supplement and perfect mechanisms, policies and laws to promote cleaner production in industry;
B) To integrate the content into cleaner production strategies, planning the development of the industry; strategy, planning economic development - social; programs, environmental protection plans of the ministries, branches and localities;
C) build a network of certification application of cleaner production in industry for the production of industrial establishments under the voluntary principle;
D) To develop a network of organizations to support cleaner production in industry at the Industry and Trade Ministry and the provinces and cities directly under the Central Government has many industrial manufacturing base. 3
. Solutions on technical support, training resources and international cooperation:
a) Promote the development and dissemination of technical guidelines on cleaner production in industry; support of the application of cleaner production in the industrial production base;
B) Strengthening the links between research institutes, universities and industrial production facilities in research, transfer and application of technology for cleaner production in industry;
C) promote training, retraining and capacity building for management staff, experts and consultants working in the field of cleaner production in industry;
D) Enlist the resources of organizations and individuals abroad to promote the application of cleaner production in industry.
4. Solutions and financial investment.
A) Funding to implement the content and tasks of the Strategy is to mobilize capital from various sources: the state budget, aid, grants, investment institutions and individuals at home and abroad and other legal sources;
B) To approve the scheme in principle 5 in the Appendix to this decision in order to implement effectively the objectives, content and tasks of the Strategy. The ministries and agencies responsible for construction of the project, the competent authority for approval. Funds for implementation of the scheme are guaranteed state budget;
C) State support through state credit for projects of cleaner production in industry; encourage organizations and individuals at home and abroad to invest in research activities, transfer and application of environmentally friendly technologies for production of industrial cleaner;
D) The investment projects applying cleaner production of the production facilities have been awarded financial incentives. Executive Board Strategy implementation shall have advisory support mechanisms and incentives in detail, to the Prime Minister for approval.
V. IMPLEMENTATION

1. Ministry of Industry and Trade, in collaboration with the Ministry of Natural Resources and Environment, the ministries, branches and localities in organizing the implementation of effective, timely content and tasks of the Strategy, and annually Prime Minister's report implementation results.
Minister of Industry and Trade established by the Executive Board as Chief Minister to implement the Strategy. Composition and operation regulations of the Executive Board and the Bureau of the Minister of Industry and Trade decided.
2. The Ministry of Planning and Investment, Ministry of Finance, arrange and guide the use of funds from the state budget every year for 5 years and the implementation of the project components of the Strategy. 3
. Ministry of Natural Resources and Environment, the Ministry of Finance and other ministries and branches and People's Committees of provinces and centrally-run cities according to their functions, duties and jurisdiction of their state has the responsibility to coordinate Ministry of Industry and Trade to organize content efficiently, related tasks in the strategy; annually submit a report on the results of the Ministry of Trade for sum, the Prime Minister.
Article 2. This Decision takes effect from the date of signing.
Article 3. The Minister of Industry and Trade, the ministers, heads of ministerial-level agencies, heads of government agencies, Chairman of People's Committees of provinces and centrally-run cities and organizations individuals concerned are responsible for implementation of this Decision. /.
