CIRCULAR regulations on prevention of diseases for aquatic animals feed _ _ _ _ _ _ _ _ _ _ _ _ the base law of 2003;

Pursuant to Decree No. 199/2013/NĐ-CP on 26/11/2013 of the Government functions, tasks, powers and organizational structure of the Ministry of agriculture and rural development;
At the suggestion of the Director of the Department of animal health, the Minister of agriculture and rural development, issued circulars and regulations on prevention of diseases for aquatic animals feed.
Chapter I GENERAL PROVISIONS article 1. Scope, application object 1. This circular the provisions on prevention of disease to aquatic animals (hereinafter referred to as the fisheries).
2. This circular apply to organizations and individuals in the country, with activities related to the manufacturing, trafficking, transporting, processing, processing of aquatic products on the territory of Vietnam.

Article 3. The principle of prevention and disease report of fisheries 1. Prevention is the key, based on environmental monitoring, disease surveillance in conjunction with the information, propaganda on the disease prevention.

Chapter II PREVENTION article 5. The content of the plan for disease prevention fisheries 1. Environmental monitoring: indicators Shuili, hydration, frequency, number of samples and sample location for analysis.

Article 7. Disease surveillance of fisheries 1. Animal health, in cooperation with the relevant units in the building, the Minister of agriculture and rural development, approval and implementation of programs for disease monitoring of fisheries on a national scope.
2. Article 8. Information, advocacy, training on prevention of fisheries information, advocacy, training on prevention of aquatic disease must ensure the following: 1. 2. aquaculture facility Owners are responsible for:

b) compliance with correct technical process of preparing the base feed, water quality and aquatic health care;
c) using food, Biologicals, drugs, chemicals in the list are allowed to circulate in Vietnam. For homemade food, fresh food to ensure animal health, safety, environmental protection and disease;
d) design of aquaculture systems ensure sanitation, sterilization easy and effective disease control;

4. Home base of trade, shipping and aquaculture is responsible for: a) using the media, contains tools, methods, appropriate transport;
b) aquatic seed transport must have a quarantine certificate by the professional bodies of aquatic animal health authorities;
c) retention system, transportation, fishery products must ensure veterinary hygiene, disinfection before and after use; sewage, waste must be disposed of satisfactorily before the waste discharge.
Chapter III FIGHT DISEASE article 10. Declare the disease 1. 3. b) veterinary Stations dispatched officers to the base feed has affected fisheries, the affected facilities to guide the handling of the outbreak, sample tests, verify the origin of disease and epidemic situation report in accordance with article 3 and article 4 of this circular;
c) veterinary Bureau make investigating according to the principles and content of the provisions in clause 1 and clause 2 of this Thing; the test sample according to the provisions of article 12 and the epidemic situation report in accordance with article 3 and article 4 of this circular;
