II. The APPLICABLE OBJECT of this circular apply to: 1. The person who has the obligation to declare in accordance with paragraph 1 Article 44 of law, fighting corruption and article 6 Decree No. 37/2007/ND-CP;

2. The Agency, organization, unit where the person who has the obligation to declare the work; the Agency, the competent organization verification requirements; agencies, organizations, competent unit verified decision, agency, organization, unit conducting verification and the Agency, organization, unit, individual workers concerned.

III. FIRST DECLARATION, In ADDITIONAL DECLARATION 1. The first declaration is the person who has the obligation to implement the Declaration annual declaration for the first time or the Declaration serves the appointment (including appointment to the position of leadership, management and appointed to the overall volume of public servants is subject to Declaration) that has not declared any provisions of Law , anti-corruption, Decree No. 37/2007/ND-CP and this circular. For those who have the obligation to declare under the list stipulated in clause 11 article 6 Decree 37/2007/ND-CP that has not made the Declaration in December 2007 because haven't got a list of the Ministers, heads of ministerial agencies, heads of government agencies, Congressional Office , Chairman of the President Office, Chief of the Central Party, the Chairman of the Board of the Central Party, the head of the central organ of the Organization must be organized socio-political declaration shortly after the list was issued by the Prime Minister and this is the first declaration except the case has declared the election serving deputies, deputies to the people's Council.

2. the supplementary declaration is the person who has the obligation to implement the Declaration annual declaration from the second onwards or Declaration serves the appointment that had previously made the first declaration as defined in point 1, the entry. The Declaration was made according to the model No. 1 attached to this circular.

The Declaration from the case after December 2007, including the annual declaration from 2008 onwards and appointed service declaration be considered supplementary declaration.

These cases were declared in the 2007 election, serve appointed then December 2007 still additional declaration form 1.

3. the first declaration made under the provisions of point 1 of this Item is original, is used as a base to compare, contrast with the additional statements. The original declaration replaces the declaration before Decree No. 37/2007/ND-CP effective.

IV. 3. The person who has the obligation to declare made the Declaration and submit the affidavit to the unit in charge of the work of the Organization, officers within ten days from the date of the Declaration Form.

4. within five days from the date of the affidavit, the unit in charge of the work of the Organization, officers must check the affidavit; If the Declaration is not yet properly defined, the form requires Declaration; Declaration period is five days from the date of receiving the request.

When receiving a declaration, the person receiving delivery of Paper to do the form attached to the Decree 37/2007/ND-CP DATED and signed receipt.

The Declaration and submit the affidavit can be slower the time if people are obliged to declare there is reason (illness, travel, ...)

5. The retention of a declaration made as follows: a) if the Declaration is not in an Management Committee level according to the regulations on personnel management divisions, the statements are saved in the same person's personnel records at the unit in charge of the work of the Organization, officers;

b) if the Declaration in an Management Committee level according to the regulations on personnel management divisions, the unit in charge of the work of the Organization, clone 3 a; submit the original for the Organization Committee of the same level; Save 01 copy in his unit; send 1 copy for the Commission to check the level of the same Committee managed by the authorized officer and send 1 copy for State inspection bodies at the same level (to serve the work of monitoring and verification, as needed).

6. All works must be completed at the latest on 31 December of the year of declaration.

This item.

Particularly for people who expected to be verified as officers, public servants, the township-level verification decision is the President of the people's Committee at district level.

3. 4. Explanation of the Declaration

In the case of the person is verified in an Management Committee level according to the regulations on personnel management, the agency conducting the verification is defined as follows: a) Ùy Central Inspection Board conducted to verify if the person is verified as officers in the Politburo, Secretariat management; where necessary they shall gather officials of participating government inspectors verify;

5.2. b) at the provincial level, the inspectors conducted to verify if the person is verified working in agencies, organizations, units in the city, centrally for the appointment, appoint, discipline in the authority the decision of the Chairman of the provincial people's Committee. c) at the district level, district inspectors conducted to verify if the person is verified the work at the Agency, organization, unit in the district, the County, towns and cities in the province, which aims to serve the appointment, appointment, disciplinary jurisdiction decision of the President of the people's Committee at district level. 2. Order disclosure and submission of a declaration made under the provisions of the Electoral Council.

II. VERIFICATION REQUIREMENTS, DECIDE To VERIFY ASSETS, Income 1. The Electoral Council, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Election Committee, the Standing Committee of the Fatherland Front Committee of the provincial Committee of the National Assembly out of text required to verify for the candidate Congressman, candidate in the election of Congress titles approval, when one of the following: 1.1. 2. Particularly for the election of deputies to the township-level people's councils as follows: 2.1.
