Pursuant to the law on environmental protection on November 29, 2005;
Pursuant to decision No. 256/2003/QD-TTg dated 8 December 2003 by the Prime Minister on the approval of the environmental protection strategy in the country by 2010 and towards 2020;
Consider the proposal of the President of the people's Committee of Hanoi, the opinion of the Committee of five people the on the Elite-the river bottom (HA Tay, HA Nam, Nam Dinh, Ninh Binh, Hoa Binh) and comments of the ministries concerned, DECIDE: article 1.
 
Approval of the "overall scheme of environmental protection Elite River-the river Bottom by 2020" (hereinafter referred to as the elite River project-day River) with the following principal contents: i. DIRECTION 1. To solve the problem of pollution and environmental protection Elite River-the river Bottom is the big problem, Department, interdisciplinary; is the duty of all six provinces and cities on the basin, requires the tight direction and support of the Government's investment, the ministries as well as the determination of the Party, Government and people of the entire basin.
2. environmental protection of the river-Bottom River Elite must stem from the overall perspective, synchronized and uniform throughout the basin are closely associated with the protection of water reserves and water quality of the river.
3. Take precautions, prevent pollution and environmental degradation, combined with the step by step process, overcoming effectively the hot spots of pollution on watersheds, through many forms and the proper solution, feasible.
4. Prioritize environmental protection project on the river Bottom in the river-the elite mainstream, mounted tight against the project, other related programs of the ministries and each locality on the basin.
5. the maximum mobilization of all the resources of the local on the basin combined with adequate support of the Central Government for environmental protection the basin; promote socialization, mobilization, attracting investment resources of enterprises, organizations, individuals and international funding for environmental protection purposes in the basin.
6. The production base on the basin new building forced to adopt clean technology, environmental-friendly and less polluting. With regard to the waste of the production facilities, industrial zones, export processing zones on the basin to be processed, ensuring that a new standard was discharged, the discharged to the environment.
 
II. GENERAL ORIENTATION And SPECIFIC OBJECTIVES 1. 2. c) prevents timely and handle violations such as: dump garbage, scrap disposal, encroachment of rivers to stabilise the flow line with natural law and the system of irrigation along the banks of the river. k) restrict the use of harmful chemicals, medicines and plant protection in agricultural production, replaced by the preventive measures except General pest, safe to avoid adverse effects on environmental quality of the land, the water environment of the river Bottom and health-the national morale of the people.
 
3. Specific objectives the period 2011-2015: a) finished processing all the basis of serious environmental polluters on the basin under decision No 64/2003/QD-TTg dated 22 April 2003 from the Prime Minister's and the causing serious pollution recently arisen;
b), against the recession of water resources, made plans to fix the level of pollution in some areas, heavy polluted river segments with viable solutions and match the resources of six provinces and cities on the basin, especially the paragraph flows through urban areas;
c) nature conservation and biological diversity, forest ecosystem. Complete the research phase of the evaluation, biodiversity resources, improve the planning system of protected areas for biodiversity, increase funding to manage the Park, expanding the reserve and administration divisions for each province, district in 2015;
d) issued the policy, the rules on savings and the rational use of water resources. Applied science & technology solutions, transforming the structure of plant breeding to save water resources, water use balance between upstream and downstream with the Middle;
DD) 60% of the urban area, 90% of the industrial zones, export processing zones on the basin wastewater treatment systems focus of environmental standards;
e) promote comprehensive socialization of environmental protection on the Elite-the river bottoms. Striving for the proportion of the socializing reached: 30% of the work of gathering, transportation, solid waste treatment on the basin; 5% of the water supply for the inhabitants of the municipality; 10% of the waste water treatment.
 
4. d) 100% solid waste collection activities with municipalities, industry and services; handle 100% of hazardous waste, the establishment and development of the recycling industry to reuse waste, strives for 30% of the waste collected was recycled;
DD) 100% of the urban population and 95% of the rural population use potable water;
e) complete database system resources-the environment of the basin, consistent with the management system of environmental monitoring station level and the local level under the overall planning of observation network of the national environment, ensuring the possibility of prediction, disaster prevention, flood and flood are effective;
g) Raising the rate of land covered by forests, especially the top source, the construction of the forestry-agriculture combined in the two banks of the River upstream to the economic development of the populations and plant trees to retain water, basic watershed forest restoration has degraded.
 
III. The MAIN TASKS 1. Minimize and control the level of environmental pollution increase the Elite-the river bottom:

IV. PRIORITY PROJECTS Of ENVIRONMENT PROTECTION The BASIN 1. -Investment projects in the solid waste treatment facilities in the province, the city on the basin under the approved plan.
 
Group 4: organizational capacity, environmental management on Elite-River basin bottom:-project to make interdisciplinary coordination, province in the operation of the extraction system works on the basin to reduce and control the pollution of river water river-the elite;
-The project of capacity building for environmental management, inspection, testing, monitoring and development of environmental protection activities to communities across the river-the elite;
-Construction planning observation network-environment, capacity investment system and environmental analysis on Elite River-the river Bottoms;
-Investment projects to build data center resources-Elite-River basin environment in the river Bottom.
 
Group 5: construction of water supply system in some urban and rural areas on the basin: investment projects to build water supply works.
2. Total cost to deploy, implement 12 projects a priority component of environmental protection on the basin of the river scheme would match-day River estimated at about 3,335 billion (Three thousand, three hundred and thirty-five billion), which was mobilized from other sources: the central budget, local budget Vietnam environmental protection fund, the investment of the enterprises operating in manufacturing, business and service across the basin, which is non-refundable aid, preferential credit loans and assistance, funding of organizations and individuals in and outside the country.

2. 3. 4. Strengthening and diversification of investment resources from the State budget, enterprises, communities, organizations and individuals in and outside the country; promoting socialization of environmental protection, the natural landscape around the river basin: a) ensure sufficient and increasing the level of annual capital budget of the Central and local spending for environmental career; strong social investment resources, replicate the model run, environmental sanitation and rural municipalities to effectively protect the environment the basin;
b) plus State budget resources to invest in construction of waste water treatment system of urban living, medical waste, sewage, hospitals before the eye focus for Hanoi and the provinces: Ha Tay, HA Nam;

5. 6. promote international cooperation multilateral and bilateral with other countries, international organizations, non-governmental organizations, institutions, other foreign individuals to capital, technology, experience, and attracting investment in the protection of the environment would match-day River basin.
 
VI. IMPLEMENTATION 1. 2.
