Pursuant to decision No. 7/2006/QD-TTg dated October 12, 2006 by the Prime Minister approving the programme of socio-economic development of the town especially hard the minorities and mountain 2006-2010 (hereinafter referred to as the program phase II-135); contact: National Committee for planning and investment, finance, construction, agriculture and rural development of the Guide as follows: part I GENERAL PROVISIONS 1. Part II SPECIFIC PROVISIONS I. MECHANISM Of IMPLEMENTATION Of The Project.

135 program phase II has four missions, the Mission of the program is implemented by the projects and policies, in particular as follows:-the project on manufacturing development assistance and economic restructuring, enhancing the production level of the peoples (referred to as the development assistance projects in production);

-The development of essential infrastructure;

-Project training, fostering capacity building officer, villages and communities;

-Policy support services, improve and enhance people's lives, legal help to raise awareness of the law;

The following specific rules on the implementation of the project, the policy of 135 program phase II.

1. project development 1.1 production support. Object a) poor households according to the current regulations;

Groups of households must be established on a voluntary basis of poor households and households are not poor households have the same aspirations to develop a production operation. The number of households not in poverty in groups of no more than 20% of the total number of households of the village and by the Group decided on the basis of the opinion of the majority of poor households in the group.

1.2. investment support content based on the orientation of economic development, agriculture, forestry, fisheries and the needs of local people, the choice of appropriate content, practically oriented to the market, the sustainability of earnings and food security; not necessarily invest made all the content in the same geographical concentration of resources, to avoid spread.

1.2.3. support plant breeding, pets, supplies (applied with needy households):-livestock breeds, like fisheries; types of crop varieties, yield, quality, consistent with local conditions;

-Veterinary, plant protection drugs.

1.2.4. procurement equipment support machinery, production and processing tools, preservation of the product.

1.2.5. About capital structure: in 2008, the allocation of capital payment, the project supports the development of production made according to current rules; from 2009 the delineation of the capital structure the project made under the provisions of the Prime Minister.

3. training projects, fostering capacity building officer, villages and communities 3.1. The object to be trained, fostered: 3.1.1. 3.4. The timing, form of training and upgrading.

3.5. Training plans, fostering 3.5.1. 3.5.5. The funding of the project layout from the funds of the State budget. The use of the funds for training and upgrading of the project as follows:-printing of training materials done under current rules;

-To pay remuneration for faculty, foreign professionals (if any) at the rate specified in circular No. 51/2008/TT-BTC dated 16/6/2008 of the Ministry of finance guidelines, management and use of funds for training, fostering public officials;

-Support food, sleep, travel, stationery, drinks and other expenses for participants, representatives of training time according to circular No. 23/2007/TT-BTC dated 21/3/2007 of the Ministry of finance regulations, charges expenditure mode work Conference for the State bodies and public business units;

3. duties and powers of the investor and project management in case the investor established project management: 3.1. The duties and powers of the owner: 3.1.1. Held up, the level of investment approval decision report economy-construction engineering bidding µ v;

3.2. Tasks and powers of the management of the project;

3.2.4. Negotiations, signed the contract with the contractor under the authorization of the owner;

3.2.5. The task of monitoring the construction works when eligible capacity;

3.2.6. Trials, payment, settlement under contracts signed;

3.2.7. quality management, volume, tempo, the cost of construction, safety and sanitation of buildings;

3.2.8. Trials, Commission;

3.2.9. Establishing report implementation of capital investment annual report upon project completion put into exploitation, use;

3.2.10. project management are simultaneously managed multiple projects when the owner for permission.

4. The duties of the owner and the Organization of the project management in case the owner hired 4.1 project management consultancy. The responsibility of the client: 4.1.1. Selection and contracting of consulting organizations qualified project management competencies consistent with the project;
