Pursuant to Decree No. 158/2005/ND-CP on December 27, 2005 by the Government on registration and management;
The Ministry of Justice and Ministry of Foreign Affairs President for guiding the implementation of some provisions of Decree No. 158/2005/ND-CP on December 27, 2005 by the Government on registration and management at the diplomatic missions, Consulate of Vietnam abroad as follows : i. GENERAL PROVISIONS 1. Scope and subject to a) this circular guides do 80 of Decree No. 158/2005/ND-CP on December 27, 2005 by the Government on registration and management (hereinafter the Decree 158/2005/ND-CP) in the diplomatic missions Consular agency of Vietnam abroad (hereinafter referred to as Vietnam representative body), including:-birth registration for children born abroad and Vietnam nationals under the provisions of the nationality law of Vietnam;

-Registration of the guardian between Vietnam citizens together to reside overseas, or between Vietnam citizens reside abroad with foreigners;
-Register the receipt of father, mother, son, between the recipient and the person who received the Vietnam citizens staying abroad;
-Registration of the change of Registrar, principal, redefine racial, gender identified, additional Registrar, Registrar adjustment for Vietnam citizens registered in Vietnam representative body or have registered at the competent agencies of foreign countries and took notes in shared households President in Vietnam representative body;

4. Upon registration, the Registrar of the diplomatic, consular officers must use the shared households and Registrar forms prescribed by the Department of Justice and the guidance in this circular.
IX. IMPLEMENTATION 1. This circular has effect from 1 March 2009.
2. During the implementation process, if there are problems or new things arise, Vietnam representative bodies have submitted documents to the Ministry of Foreign Affairs, to the Foreign Ministry to coordinate with the Ministry of justice promptly instructions./.
