After the reunification with the Ministry of education and training (at no. 719/BGDDT-TCCB, on 10/02/2009), Vietnam social insurance (at no. 308/BHXH-CST on 10/02/2009); The Ministry of public security and the Ministry of finance guidelines, policy regimes for the relative non-commissioned officers, soldiers are serving time in the people's public security as follows: section I: scope and OBJECT the article 1. The scope, subjects of application 1. Section II: SPECIFIC REGIME article 3. Medical insurance mode 1. Relatives of the soldiers, non-commissioned officer defined in clause 2, article 1, section I to this circular if not subject to compulsory SOCIAL INSURANCE and join the HEALTH INSURANCE card.

3. Section III: IMPLEMENTATION article 6. Article 7. Article 9. Social insurance in Vietnam is responsible for directing the HEALTH INSURANCE card in the unit in time for objects under the provisions of this circular.
Article 10. The expense of HEALTH INSURANCE regimes, subsidized regime unexpectedly difficult for the relatives of soldiers, non-commissioned officers are State budget guarantees and in the estimation of the annual State budget of the Ministry of public security.
