Pursuant to Decree No. 116/2008/ND-CP on November 14, 2008 Government's functions, tasks, powers and organizational structure of the Ministry of planning and investment;
Considering the recommendation of the Minister of planning and investment, the DECISION: article 1. The position and function 1. The Research Institute of the central economic management is the Organization of the scientific career of national level directly under the Ministry of planning and investment, made the research function and the suggestions on the mechanisms of economic management policy, grow the business environment; supplying public services in areas of scientific research, training, fostering the economic and management consulting activities undertaken under the provisions of the law.
2. The Research Institute of the central economic management have legal personality, the seal, the private accounts and based in Hanoi; Active funding due to State budget level.
Article 2. Duties and powers of the Economic Management Institute of the Central implementation of duties, the following powers: 1. To research and propose competent bodies consider the decision: a draft) roadmap, planning to build, modify the mechanisms, policies and macro-economic management mechanism policy, macro-economic management in each period of the plan;
b) project of the renovation policy, economic management, development of the business environment and economic management issues related to the other.
2. Summarizing the practices of economic management in the country, the international experience; the pilot applied the mechanism, policy, new economic governance model.
3. study the reasoning and methodology of economic management sciences and scientific development economical management in Vietnam.
4. Research, join comments on the mechanism, economic management policy by the Agency, other organization.
5. about information system construction of economic management and provide to the Agency, organization, individual provisions of the law.
6. implementation of the provision of public services: a) to implement the program, the subject of scientific research on the management of economic, environmental, and business development fields of science the other relevant provisions of the law;
b) training and training, fostering economic management under the provisions of the law;

Article 5. The effect and enforcement responsibilities 1. This decision has effect as from November 15, 2009.
Repeal of decision No. 233/2003/QD-TTg dated 13 November 2003 from the Prime Minister's functions, tasks, powers and organizational structure of the Research Institute of the central economic management.
2. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the central cities, and the Minister of research of the central economic management is responsible for the implementation of this decision.
