Considering the recommendation of the Minister of science and technology;
Decision: article 1. Amendments and supplements to some articles of the decision No 144/2006/QD-TTg dated 20 June 2006 from the Prime Minister's regulations apply a quality management system according to the ISO standards ISO 9001:2000 on activities of State administrative bodies, in particular the following: 1. General amendments: replace the ISO standards ISO 9001:2000 in decision No 144/2006/QD-TTg by the ISO standards ISO 9001:2008.

2. Modify Article 2 as follows: "article 2. Application object 1. This decision applies to the following State agencies: a), ministerial-level agencies, government agencies.

c) provincial people's Committee, the people's Committee and the specialized agencies; until 31 December 2013, to complete the construction and application of the quality management system according to the framework model by the Ministry of science and technology building and announced ".
4. Amend article 10 as follows: "article 10. The Mission of the Ministry, ministerial-level agencies, government agencies, provincial people Committee 1. b) presiding, in cooperation with the Ministry of science and technology in the construction of models of quality management system frame for each type of industry bodies along the close locally, the Ministers, heads of ministerial agencies, heads of government agencies announced (The case, ministerial-level agencies, government agencies have the authority system in the local vertical).
c) on the basis of the instructions of the Ministry of finance, provision of funding to implement this decision, the Ministers, heads of ministerial agencies, heads of government agencies for approval.
d) building plans and the Organization of training, awareness about the quality management system for leadership ministries, ministerial agencies, government agencies, Agency leaders, subdivisions.
DD) track, the urge, to check the progress of construction and application of the quality management system of agencies, subdivisions according to the approved plan.
e) reports the Agency and the Ministry of science and technology to handle according to the jurisdiction for the violation of the agencies, subdivisions, organization consultant, certified organizations, consultants, experts in the process of implementation.

5. Modify Article 11 as follows: "article 11. 7.
