The object application this circular apply to the medical establishment has the function of blood donor selection, blood, blood component received, prepared blood products, storing and preserving blood and blood products distribution (hereinafter referred to as blood institution) according to the regulations of the Ministry of health; Steering Committee on voluntary blood donation levels; the bodies, the unit, the organization participated in advocacy, lobbying, organizing volunteer blood donation and blood donor.
