The CIRCULAR regulates use of the free open source software in the institution _ _ _ _ _ _ _ _ _ _ _ based on information technology law of 29 June 2006;
Pursuant to Decree No. 32/2008/ND-CP dated 19 March, 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;
Pursuant to Decree No. 64/2007/ND-CP on 10 April 2007 the Venezuela application of information technology in the activities of State bodies;
Pursuant to decision No. 698/QD-TTg on June 1, 2009 by the Prime Minister on the approval of the master plan of development of human resources in information technology to 2015 and orientation to 2020;
The base directive no. 07/2008/CT-BTTTT on December 30, 2008 by the Minister of communications and information regarding use of the free open source software in the Agency's activities, organization of the State;
The Ministry of education and training provisions on use of open-source free software in educational institutions as follows: chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This circular regulates use of open-source free software in educational institutions.
2. This regulation applies to educational institutions including universities, academies, universities, colleges, professional schools, educational establishments, nursery school, continuing education center, community learning centres, language centre-information (hereinafter collectively referred to as the institutions) and the educational administration.
