The DECISION to approve the development strategy of hydro-meteorology sector until 2020 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Mining Ordinance base and protect the hydro meteorological works on 10 December 1994 of the Standing Committee of the National Assembly;
Pursuant resolution No. 27/NQ-CP on November 12, 2009 by the Government on a number of urgent solution in the State management of resources and the environment;
Considering the recommendation of the Minister of natural resources and the environment, Decisions 1. Approval of the strategy to develop hydrology meteorological sector to 2020 (hereafter referred to as the strategy) with the following principal contents: i. POINT 1. Hydro-meteorological sector has important position in social-economic development, strengthen national defense, security, especially in the prevention, disaster mitigation and avoidance. Investment for Hydro-meteorology sector need a step ahead to provide timely, accurate information and scientific arguments about meteorology hydrology for sustainable development of the country in the context of increasingly severe natural disasters and increase due to climate change.
2. Hydro-meteorological sector development towards sync modernization; take the investment for science, technology and human resources training to do primarily to develop solutions on the basis of inheriting and maximize existing resources; fully exploited for scientific achievements, domestic technology, and selective applications of the scientific achievements of advanced technology in the world.
3. The service of hydro-meteorology sector in the direction the State is responsible for providing information, hydro-meteorological data meet the requirements of the public service, to prevent disasters, to protect life and property for the whole society; at the same time, encourage socialization, commercialization of the hydro-meteorological activities and enhance the use of hydro-meteorological information in manufacturing, business services, service aims to bring economic and social efficiency.
II. Goals 1. 2. + Improved hydro-meteorological prediction for 10 days, 1 month, the season for areas in the country.

+ Hydro meteorology and forecasting extremely short (6-12 hours), especially quantitative precipitation forecasts; warning of flash floods, cyclones, risk factor, tap the Dragon;
+ Hydro-Meteorological Service of the economic and social sectors.

c. develop and modernize technology of hydro-meteorological forecasting development and application of the model of hydro-meteorological prediction for Vietnam; research the construction of the new model and method of extraction, use of numerical forecasting products.
-Strengthen international cooperation to provide stability data, analysis and forecasts of the global model from the major forecasting centers around the world.
-Development of the system of processing and data analysis, integration and assimilation of other data sources in order to enhance the ability to analyze and hydro-meteorological forecasting.
-Construction of hydrologic forecasting model for the watersheds associated with information processing systems, data from automatic measuring stations and other sources (models weather forecast, radar and satellite information).
-Hydrologic forecasting for the mouth of the River, flood forecasting, forecasting operational service reservoirs, predictions for the industry and key areas.
-Hydro-meteorological forecasting on the basis of combined forecasting model marine factors and weather forecasts.
-Predictions of the kind of disaster derived hydrology on the basis of the application of these methods and technologies; setting up a test of the flood warning system and flash floods.

V. IMPLEMENTATION 1.
