Mining Ordinance base and protect the hydro meteorological works on 10 December 1994 of the Standing Committee of the National Assembly;
Pursuant resolution No. 27/NQ-CP on November 12, 2009 by the Government on a number of urgent solution in the State management of resources and the environment;
Considering the recommendation of the Minister of natural resources and the environment, Decisions 1. Approval of the strategy to develop hydrology meteorological sector to 2020 (hereafter referred to as the strategy) with the following principal contents: i. POINT 1. Hydro-meteorological sector has important position in social-economic development, strengthen national defense, security, especially in the prevention, disaster mitigation and avoidance. Investment for Hydro-meteorology sector need a step ahead to provide timely, accurate information and scientific arguments about meteorology hydrology for sustainable development of the country in the context of increasingly severe natural disasters and increase due to climate change.
2. Hydro-meteorological sector development towards sync modernization; take the investment for science, technology and human resources training to do primarily to develop solutions on the basis of inheriting and maximize existing resources; fully exploited for scientific achievements, domestic technology, and selective applications of the scientific achievements of advanced technology in the world.
3. The service of hydro-meteorology sector in the direction the State is responsible for providing information, hydro-meteorological data meet the requirements of the public service, to prevent disasters, to protect life and property for the whole society; at the same time, encourage socialization, commercialization of the hydro-meteorological activities and enhance the use of hydro-meteorological information in manufacturing, business services, service aims to bring economic and social efficiency.
II. Goals 1. General goals to 2020, hydro-meteorology sector Vietnam reached the level of advanced science and technology in Asia, have enough basic investigation capacity, hydro-meteorological forecasting, serves the requirements to prevent and mitigate the damage caused by natural disasters, socio-economic development sure, defense, security, mining, rational use of natural resources, protection of the environment in the period of promoting industrialization, modernization of the country.
2. Specific objectives a. the work of hydro-meteorological observation to 2015, developing networks of hydro-meteorological observation in sync station density increases of at least 50% over the current and 75% of the automation workstation in the network of hydro-meteorological monitoring in the Ministry of natural resources and the environment.
-By 2020, the network of hydrological observation stations density equivalent to developed countries and automation on 90% of the monitoring stations, while enhancing remote measurements systems, ensure ongoing tracking fluctuations in weather, climate, water resources, the full response data for hydro-meteorological forecasting under the advanced method and the other needs.
b. the work of communication and meteorological-hydrological modernization and automation of system information transmission hydro meteorological data, enhancing the speed and bandwidth expansion, meet the requirement of developing technology forecasting and data exchange within and outside the industry.
-Improve the quality and duration of the forecast: + ensures the daily weather forecast accuracy by 80-85%;
+ Increased the forecast storm, cold air up to 3 days with the horizontal accuracy of advanced levels for Asia;
+ Increase the duration of flood warning, forecasting for the major river systems in the north up to 2-3 days, in the middle of up to 2 days, South of up to 10 days with an accuracy of 80-85%;
+ Improved hydro-meteorological prediction for 10 days, 1 month, the season for areas in the country.
-Diversify the products forecast: + hydro-meteorological forecasting daily sea and 5-7 days;
+ Hydro meteorology and forecasting extremely short (6-12 hours), especially quantitative precipitation forecasts; warning of flash floods, cyclones, risk factor, tap the Dragon;
+ Hydro-Meteorological Service of the economic and social sectors.
c. the work of processing, storing meteorological hydrological data-until 2015, the automation of the entire work to collect, test, adjust, service hydrology meteorological data; digitized 75% hydro meteorological data on paper; marine meteorological data stored on electronic information systems.

c. develop and modernize technology of hydro-meteorological forecasting development and application of the model of hydro-meteorological prediction for Vietnam; research the construction of the new model and method of extraction, use of numerical forecasting products.
-Strengthen international cooperation to provide stability data, analysis and forecasts of the global model from the major forecasting centers around the world.
-Development of the system of processing and data analysis, integration and assimilation of other data sources in order to enhance the ability to analyze and hydro-meteorological forecasting.
-Construction of hydrologic forecasting model for the watersheds associated with information processing systems, data from automatic measuring stations and other sources (models weather forecast, radar and satellite information).
-Hydrologic forecasting for the mouth of the River, flood forecasting, forecasting operational service reservoirs, predictions for the industry and key areas.
-Hydro-meteorological forecasting on the basis of combined forecasting model marine factors and weather forecasts.
-Predictions of the kind of disaster derived hydrology on the basis of the application of these methods and technologies; setting up a test of the flood warning system and flash floods.

-Development of hydrologic observation network using private operating service reservoirs, water supply management, prevention of floods and drought.
-Developing network of hydrologic observation on the road axis, the Ministry aims to monitor and check the hydro meteorological conditions; enhanced predictions serve road traffic control and management on the matter, ensuring traffic safety.
-Developing network of hydro meteorological measurements at sea, set the measuring station on the ship and offshore rig sea transportation, oil and gas extraction and seafood resources.
-Strengthen the network of hydro-meteorological observation in large municipalities serve forecasts and handle the problems related to air pollution, attenuated ...-developed network of hydro-meteorological observation in the local professional, custom-built in each place to track capacity , prediction, disaster prevention and meet the economic and social requirements.
