Population of elementary students-code: 16,308 article 2. The title, the code whether the population officer prescribed in this circular are grounded to the Ministry of Health issued professional standards of the officer ranks of the population.

Article 4. The Ministers, heads of ministerial agencies, government agencies, the Chairman of people's Committee of the province, central cities is responsible for enforcing the provisions of this circular.
