Chapter I

GENERAL REGULATION

What? 1. The tuning range and subject apply

This text provides doctoral degree training under the Project "Training instructor with PhD qualifications for universities, period 2010-2020" approved at Decision No. 911/QĐ-TTg on 17 June 2010 by the Prime Minister (later). This is called the 911 Project, which includes: training doctoral degree in foreign countries; training of doctoral degrees in the country; training of doctoral degrees in coordination; training, foreign language and knowledge, research skills (after this is called training). 2. This text applies to universities, academia, universities, colleges, institutes of scientific research that are allowed to train doctoral degrees (later collectively as the basis of higher education), organizations and individuals involved.

What? 2. Student Enrollment

2. Training method:

a) overseas training: Research for birth (NCS) is sent to train full-time training at training facilities abroad;

b) Training in the country: NCS is trained primarily in the country, including time to practice abroad.

c) Training in coordination mode: NCS is partially trained in the country and part time abroad with the coordination of training between domestic doctoral training and doctoral training facilities abroad.

What? 4. Responsibility, rights and obligations of student research

1. The responsibility of the student study:

a) Complete the registered training program;

b) Perform the missions of the NCS under the regulation of the domestic or foreign training facility where the NCS pursues;

c) Make the right commitment to the school of NCS going to school;

d) For NCS training full-time overseas, the NCS training in the coordination method is in the time of overseas training and the NCS training in the country is in the time of its internship abroad: must comply with the regulations on the student circulation in the Regulation. 2. The Rights of Student Studies:

3. The obligation of the study of birth:

2. Set up a plan report and the number of instructors who have trained in each discipline, each training method, accompanied by the name of a domestic or foreign doctoral training facility where the faculty members are expected to register, the number of instructors for training. 3. Schools that have the need to recruit regulatory objects at paragraph 2 Article 2 of this Regulation to serve as a lecturer after being trained in charge:

a) Sign a contract to recruit these subjects as a lecturer after graduation; send these subjects to train under the 911 Project;

b) There is a guarantee for the NCS to implement the obligations specified at paragraph 3 Article 4 of this Regulation.

4. Cost 50% of the tuition of the pre-doctoral training to the faculty members of the school, the transfer of higher education facilities assigned to the task of training the postdoctoral student (later called the pre-doctoral training facility) where the faculty went to school.

5. Create a condition for the lecturer to be trained in the doctoral degree under the 911 Project; rereception (for the specified object at paragraph 1 Article 2 of this Regulation) or recruitment as a lecturer (for the specified object at paragraph 2 Article 2 of the Regulation) This) and the job layout for these subjects for the duration of no more than six months after these objects have completed post-graduate procedures stipulated at the point of E 1 Article 4 of this Regulation. Chapter II

TRAINING FOR DOCTORAL DEGREE IN FOREIGN COUNTRIES

What? 9. Foreign training facility

1. When the applicant has a certificate of a doctoral degree training facility abroad and reaches a level of level of level C1 or degree 5/6 or up to the Common European Framework for Foreign Languages, the Director of the Bureau of NTVN is responsible for the decision to send a lecturer. Chapter III

TRAINING FOR DOCTORAL DEGREES IN THE COUNTRY

What? 14. Draft conditions

2. Predraft conditions for the specified object at paragraph 2 Article 2 of this Regulation:

a) On the text: meet one of the following cases

d) Other draft conditions under the regulation at the existing PhD Process Training Regulation.

3. The draft subjects stipulated at Article 2 of this Regulation must have a commitment to perform responsibility and obligations between the NCS, the parent, mother or the applicant of the applicant (for the regulatory object at a 2 Article 2 point of Regulation) and the candidate school. 2. Form of training: focus (NCS spends all the time learning and study of the course at the training facility, not to tell time to go on an overseas internship).

The object stated at 1 Article 2 of this Regulation may follow the non-centralized form if the school is recommended by the university. In this case, the NCS must have at least 1.5 years of continuous focus learning at the training facility.

What? 16. Conditions and projects register for the mission of training doctoral degree in the country under the 911 Project

1. Conditions to be tasked with training of doctoral qualifications in the country under the 911 Project:

a) As the basis of doctoral degree training in the country, there is a training experience of at least five years with a steady training scale;

b) With the team of scientists and facilities, the library ensures that the NCS training in the country meets the requirements of the existing PhD Process Training Regulation and the request of the 911 Project;

c) There is a proposal to register for a mission to train the doctoral degree in the country under a 911-built 911 scheme under Article 2 of this.

2. The registration scheme for the task of receiving a doctoral degree training in the country under the 911 Project is built to ensure the main content and requirements as follows:

a) Introduction to the facility of training, training experience;

b) Register for training; the number of annual admissions; training plans; training organization modus;

c) Draft conditions; tuition and deployment costs;

d) The conditions guarantee the quality of training to carry out the training program in the country including: team of scientific cadres; facilities; results of scientific research; international cooperation experience in doctoral training;

Plan to organize training: fit, guarantee support for the NCS to perform scientific research at experimental facilities, quality practice; travel abroad; attend conferences, international seminars; posting articles in prestigious scientific journals. of Vietnam and international;

e) The mission and responsibility of the faculty, the instructor, the NCS during the training that includes the support of the NCS attending the conference, the international workshop, the implementation of the experiment, the experiment, the survey, the international paper posting, and other scientific activities;

g) Commending in the organization of the NCS management, ensuring that the training process is effective and NCS graduate has a high quality present in one of the following cases:

-There are at least 03 scientific papers published in the country in the journal specialology to 1 point of the Council of State professors of regulation or in the leading journal, which has the prestige of each sector/field due to the prescribed field;

-There are at least 01 reports relating to a full-degree thesis topic at the national level scientific conference and at the international conference/conference.

-There are at least 01 scientific articles published outside of the country (ISI international magazine or prestigious magazine).

-If the training base's case has not met the conditions, the Ministry of Education and Training notified the case status text and recommended that the training base should continue to prepare the conditions.

c) In the 15-day period of work, since the date received the completed record of the training facility (for cases that have guaranteed the conditions under the informed regulations required to be completed), if the case is required by regulation, the Minister of State Education and Training decided to hand over the training of the doctoral degree in the country under the 911 Project for the training facility.

What? 18. Elector and training organization

Admissions.

Every year, the head of the training facility produces admissions, foreclosure records, admissions organization, and convening NCS in accordance with the provisions of the Process and Regulatory Process Training Regulation, the request stated in the Request for Student Training Mission. The domestic doctor of the training facility was approved by the Ministry of Education and Training.

2. Training Organization

a) The NCS training organization in the country performs under the regulation of the existing PhD Process Training Regulation; the NCS training under the 911 Project will be held in addition to the additional students, the students at the PhD level, PhD qualifications and general essays. with NCS of the training facility;

3. Send NCS to practice, study abroad:

a) The head of the training facility decision to send NCS to internship, research at the doctoral training facility abroad to perform a section of the thesis topic; participate and have reports at the conference, the scientific seminar on the issue concerning the thesis topic; in coordination with the public. faculty of the PhD training facility abroad for posting articles in the prestigious international journal;

b) Before going to practice abroad NCS must reach a Level 1 or degree 5/6 foreign language degree onwards according to the Common European Framework for Foreign Languages, except for the case of other required foreign training facilities;

c) The overseas training facility receiving NCS to the internship must be the training facilities, studying the problems associated with the NCS ' s thesis topic, which has the team of scientists, facilities, laboratories, conditions that carry out good research so that the NCS can be found. It is an attempt to improve the quality of the thesis; or to complete the scientific report presented at the international scientific conference, published in the prestigious foreign scientific journal.

d) After the end of the internship period abroad, the NCS must have an academic results report, study with the NCS training facility in the country. Report in Appendix I.

What? 19. Responsibility, the right of the faculty to participate in the PhD program, the instructor of domestic training studies under the 911 Project.

2. The training facility is responsible for granting and managing the funding during the NCS time to practice abroad.

3. The professional unit and doctoral training facility in the PhD program PhD in accordance with the 911 Project have the responsibility to be prescribed in the Process and Regulatory Process Training Training Regulation, the request stated in the Request for the Doctoral Degree Training Mission. in the country under the 911 scheme of the training facility that has been approved by the Ministry of Education and Training.

Chapter IV

PHD TRAINING IN COORDINATION MODE

What? 21. Draft conditions

The draft conditions for the training of the doctoral degree in accordance with the prescribed implementation method at Article 14 of this Regulation.

What? 22. Time and form of training

1. The training period from 3 to 4 years, under the agreement between the domestic training facility and the foreign training facility but the total time of overseas training is no more than 50% of the total course training time.

2. Training form: focus.

What? 23. Conditions and projects register for the task of training PhD qualifications in the coordinated method.

1. Conditions for training facilities to be tasked with training of doctoral degree in coordination modal:

a) As a doctoral degree training facility, there is a training experience of at least five years with the scale and results of stable training.

b) There is a team of scientists who meet the regulations of the existing PhD Process Training Regulation and enough foreign powers to participate in PhD training in the coordinated method.

c) There is a training program built by two parties and united, in accordance with the conditions of both parties;

d) There is a collaborative training partnership agreement with a foreign training facility that has been signed between the two sides ensuring the implementation of the underlying contents of the Prescribed Training Facility's mission in paragraph 2.

There is a physical basis, the library ensures to implement a PhD training program in a coordinated method of meeting the requirements of the foreign training facility;

e) The training facility in the country is only to co-ordinate doctoral degree training with a regulated foreign training facility at Article 9 of this Regulation;

g) There is a subscription to the task of registering a doctoral degree in accordance with the prescribed coordination method at paragraph 2 This.

2. The project to train doctoral degrees in a coordinated method is built in accordance with the following main content and requirements:

a) Introduction to the School of Foreign Partnership; the experience of conducting doctoral training.

b) The training industry, the training program, the training scale;

c) Subject, draft conditions;
