The CIRCULAR issued to national technical regulation on safety-level petroleum gas stations _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to Decree No. 95/2012/ND-CP on November 12, 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of industry and Trade Law standards and base technical regulation No. 69/2006/QH11 on July 21, 2006;
Pursuant to the law of product quality, commodity number 05/2007/QH12 on November 21, 2007;
Pursuant to Decree No. 127/2007/ND-CP on 1st August 2007 detailing the Government's implementation of some articles of the law on technical regulation and standards;
Pursuant to Decree No. 132/2008/ND-CP on December 31, 2008 detailing the Government's implementation of some articles of the law on product quality, the goods;
Pursuant to Decree No. 107/2009/ND-CP on November 26, 2009 by the Government on petroleum gas business;
Pursuant to Decree No. 13/2010/ND-CP dated Feb. 11, 2011 by the Government on oil and gas work safely on land;
Proposal of the Director of safety engineering and industrial environment;
Minister of industry and Commerce issued a circular issued national technical regulation on safety-level petroleum gas stations.
Article 1. Attached to this circular to the national technical regulation on safety-level petroleum gas stations.

Article 2. Effective enforcement of this circular effect on enforcement 14 February 2013.
Article 3. Transitional provisions 1. Gas supply stations for liquefied petroleum (LPG supply stations) were constructed before the day this circular effect, if it does not meet the requirements of the national technical regulation on safety-level petroleum gas stations attached to this circular must then apply the enhanced safety measures prescribed in article 11 circular No. 41/2009/TT-BCT on December 16, 2011 of Industry rules on security management in the field of liquefied petroleum gas.
2. After the time limit of one year from the date of this circular effect, owners of LPG supply stations do not meet the provisions of the Standard Rules attached to this circular to report people's Committee of the central cities, where installation of LPG supply stations to review the decision.
Article 4. The people's committees of provinces and cities under central, heads of agencies, organizations and individuals concerned is responsible for the implementation of this circular.
