Điều 3. Pursuant to this resolution, the people's Committee of Hanoi is responsible for: 1. the implementation of planning, land use planning, reviewing the planning of the industry, the field of land use in the city for the unification with the planning, land use plan has been approved by the Government; the construction and implementation of planning, land use plans are closely unified from city level to level the town to meet the requirements of socio-economic development, ensuring defense, security in the city; There are specific solutions to mobilize capital and other resources in response to the implementation of the capital master plan projects, the land use plan of the city.
2. Define the boundaries and public land to plant rice need strict protection; regulate the allocation of resources, ensure the interests between the condition developed industry, municipalities, service areas hold many rice plantation.
3. Proactive land according to plan and the plan, in which the need to recover the land next to the construction of infrastructures, the vicinity to create funding for development, created the land fund investment in infrastructure works and social engineering. 4. 5. 6. Strengthen advocacy work the law of the land to the people to master the rules of law, proper land use purpose, saving, effective, protection of the environment and sustainable development.
7. promote administrative reform in the governance of the land. Strengthen inspection, checking the management of land use, according to the master plan aims to prevent the breach in time and handle violations of zoning, land use plans; handle the cases took over the land, land rental, but not put to use, use the wrong purposes.
8. Strict control of the use of the Land Fund planning industrial area (including the land to build industrial zones and clusters) and urban land guaranteeing effective extraction, resource saving; the recovery and transfer of agricultural land use purpose to land in industrial zone, urban land are done properly planning, plan accordingly and closely associated with measures to ensure social security and environmental protection, sustainable development.
9. Periodically, the city people's Committee has reported the results of planning, land use plan to the General Assembly reports.
Article 4. Chairman of people's Committee of Hanoi, the heads of the ministries concerned is responsible for the implementation of this resolution.
