Decision base 899/QĐ-TTg on 10/6/2013 by the Prime Minister approved the project to restructure the agricultural sector in the direction of enhancing increased value and sustainable development;
At the request of the Director General of Forestry,
1. Common Goal
Sustainable forestry development both economically, socially and environmental; step-by-step growth in the direction of growth in quality, efficiency, competitive capacity.
2. Specific Goals
-Enhancing the value of increased product and environmental services; increase the average annual production value of 4-4.5%;
-Each step in response to wood demand, forestry for domestic consumption and export;
-Contribute to the job creation, poverty eradication, poverty reduction, livelihood improvement, ecological environment protection for sustainable development.
1. The structure of the forests
-The forestry land area comes in 2020 about 16.2-16.5 million ha, of which: forest produces 8.132 million hectares, the hedge forests of 5.842 million hectares and forests of 2.271 million hectares.
-Hedge forests: the layout of 5.842 million hectares is mainly of the weak level, including 5.6 million hectares of primary defense forest, 0.18 million hectares of wavy defense forest, overwhelm, 0.15 million hectares of windshield, flying sand, 70 thousand hectares of environmental protection for cities. Large, industrial areas and border areas of the border, the island.
-The forest of use: consolidation of the existing forest system of 2.14 million hectares in the direction of high quality elevation, biodiversity value, ensuring the quality of the forest quality. For the ecosystem not yet or less, the development of a few new districts in the mountains of the North, Northern China, the Highlands, and Wetlands in the North and South plains, with an area of about 60 thousand hectares.
-Forest of production: arranged by 8.132 million hectares, the forested area of production was the forest planted in the period to about 3.84 million hectares, including 2.4 million hectares of existing crops, 1.0 million new crops and 0.35 million hectares of poor natural forest reclamation, which rules Planning and construction of large woodlands is concentrated in an area of about 1.2 million hectares to provide raw materials for the processing industry.
2. Raise the growth value of the industry
a) Change of aggregable approach by the journey chain of the product from raw materials to exploitation, processing, and consumption of products, in which the forestry (domestic and export) market and mechanism, the policy holds important roles in the format. The main structure of crops to grow forests in the production of forest products.
b) Development, enhance forest quality
+ Enhancing natural forest reserves is the forest producing 25% compared to the present, reaching an average of 4-5 m. 3 /ha; Advanced quality of natural forest quality to reach the proportion of wood products by 75% of the standing timber reserves. Raising 0.7 million hectares of restoration forest; the plate is raised 0.75 million hectares; it makes up to 1.1 million hectares of forest; the renovation of 0.35 million hectares of poor forest.
+ As of 2015, the qualified area put in the extraction of about 50 thousand hectares, about 117 thousand hectares in 2020 and about 215 thousand hectares in 2030, with a 30 m per capita extraction. 3 /ha.
+ Enhancing forest productivity to a 15 m average 3 /ha/year, by 2020, the crop area produces about 3.84 million hectares, each year mining and replanting 0.25 million hectares, with an average capacity of about 150 m. 3 /ha for large wood forest, a 12-year average cycle; 70 m 3 /ha for small wood forest, a seven-year average cycle.
+ Advanced the quality of the forest to produce wood output by 80% of the reserves, of which 40% of the wood is large and 60% small wood.
+ Bringing the rate of new forestry crops to be recognized in production to 60-70% by 2020, ensuring sufficient supply of quality, contributing to crop productivity increased by 10% in 2015 and an increase of 20% by 2020 compared to 2011.
c) Industrial development of wood processing
-The manufacturing industry and trade of wood products is considered to be the dynamic development dynamics of Vietnam ' s forestry economy, building the lumber processing industry into manufacturing with advanced technology, modern, synchrony (from manufacturing, supply of raw materials to manufacturing). and product consumption), which is highly competitive; increase the export tranche and meet the need for domestic consumption; there is full participation of the economic components.
-Regulating wood and forestry products in addition to wood, especially export products in the direction of an increase in the value of the forestry value used in water, development harmonically producing foreign furniture, furniture, maximum restrictions The export of raw products (including wood).
-Region-based product planning, the sub-region attached to the raw forest cultivation process to ensure common investment efficiency.
-Market product structure in water: 45% wood, artificial wood 55% (MDF fiber, 26%, 26% bar).
-Artificial production: 2.3 million meters. 3 product in 2015, 03 million m 3 product in 2020, and 3.9 million m 3 product by 2030.
-Production of furniture: $2.8 million in domestic furniture 3 product in 2020 and 4.0 million m 3 product/year by 2030; export lumber to 5.0 million m. 3 product in 2020 and 7.0 million m 3 product by 2030.
-Enhancing the use of raw wood in the country, reducing the proportion of timber raw materials used for wood processing industry. By 2015, the production of raw material in the country had the capacity to supply the processing industry of 10.5 million m 3 , responding to about 50% of demand; in 2020, reaching 14.5 million m 3 , responding to about 62% of demand; by 2030, reaching 24.5 million m 3 That ' s about 75 percent of the demand.
-Industrial enterprise business scale:
+ Tramping, reinforcing and upgrading of small and medium-scale wood processing facilities, while developing large scale wood processing facilities.
+ Planning, the rational layout of factories in the regions, which prioritits building factories in the mountains to have enough raw materials to create jobs, income for the people, contribute to the promotion of industrialization, modernized rural modernisation; the scale of the processing plant. 60,000-100,000 meters. 3 product/year for MDF, 20,000 m 3 product/year for skateboard, 10,000 m 3 Product/year on wood processing.
-Business village development: upgrading a number of apprentied villages, the vocational street processing civil woodwork in the Northeast and Central to businesses, cooperations, construction of the industrial cluster in rural areas, mainly manufacturing civil woodblocks serving the market. school in the country, in association with the large timber industry business in the region.
