DECISION:

What? 1. The approval of the Project category "Sustainable Forest Management and Biodiversity aims to reduce CO2 emissions" by the German Government with the following main content:

1. The Project host agency: Ministry of Agriculture and Rural Development

2. The objectives of the Project: Increase biodiversity in forest ecosystems and the integrity of the landscape ecosystems in the mountainous region of North Vietnam, and also contribute to regional adaptation to climate change and support the livelihood of the country ' s biosphere. The locals.

3. Address made in the provinces: Yen Bám, Lai Châu, Lao Cai, Hà Giang, and Beijiang.

4. The main activities and results of the Project:

-Part 1: The protection of biodiversity.

+ The basic investigation of biodiversity as a basis for improved management operations, monitoring of the intensive forest protection;

+ Analyzing the forest boundary of the use of forest resources and the delivery of forest resources produced to the local population as the basis for protection and management of efficiency;

+ Support for the Bathroom Conservation Area;

+ Increased the participation of people in conservation work, improving biodiversity for five protected areas, planning to use the land of 250 villages, improving the livelihood for the 250 villages.

-Part 2: Promots biodiversity by sustainable forest management.

+ Improving the management of 500 hectares of pine forest using selective mining techniques, enriching 500 hectares of pine forests by additional planting measures;

+ Support for sustainable management of 1,000 hectares of pine forests and forest management suitable at 5,000 hectares of colloidal forest.

-Part 3: Sustainable forest management aims to prevent biodiversity loss;

+ Planning for the use of a village with the participation of people for 80 villages in 23 communes;

+ Delivery of 12,000 hectares of natural forest is the production forest for the rural/self-governing community;

+ Defines the apparent boundary mold on the field as the basis for efficient management and protection.

+ Building and implement the rules of protection and development of forests, plans for forest management and protection funds and forest development of the village/table;

+ Building mechanisms, profit sharing agreements.

5. Time of execution: 7 years (2014-2020).

6. Total budget implementation of Project: 26.07 million Euro, including:

-The German Government ' s contribution is 20.5 million euros, in which:

+ 15 million euros from the source of interest in ODA;

+ 5.5 million Euro from an unreimbursable aid ODA.

-Vietnam ' s contribution: 5.57 million euros (equivalent to 154.6 billion), in which the Ministry of Agriculture and Rural Development contributed 34.5 billion copper, the People's Committee of the provinces: Yen Bám, Lai Châu, Laos Cai, Hà Giang, and North Korea contributed 120.1 billion.

7. Source and financial mechanisms in the country:

-For ODA: a 100% level from the budget.

-Cash-in-cash-capital by the Ministry of Agriculture and Rural Development and the Provincial People ' s Commission: Yen Bái, Lai Châu, Laos Cai, Hà Giang and North Kongjiang self-arranged under the regulation of the state budget law.

The Ministry of Agriculture and Rural Development in collaboration with the agencies, the local concerned, corrects the document, approx and organizes the Project in accordance with the existing regulations.
