Decision base 1565 /QE-BNN-TCLN on 8 July 2013 by the Minister of Agriculture and Rural Development on the approval of the Project Forestry Restructuring Project;

Base Decision No. 919 /QE-BNN-TCLN on 5/5/2014 by the Minister of Agriculture and Rural Development on approving the Plan to Improve the Value of Wood Products through the Phase 2014-2020 period;

At the request of the Director General of Forestry,

What? 1. Approval of the 2014-2020 Phase Wood Production Management Method, which includes the following key content:

1. Joint goal: Close management of the production, export of export wood, maximal restriction of using wood materials from plantations to produce timber, in order to enhance the value of processed products from forest logging, raising income for people. Forest farmers contribute to poverty alleviation.

2. Specific Goals

-Phase 2014-2015: Using no more than 70% of wood production of raw materials mined from the forest to produce timber, increased value increases on 01m. 3 It was about 14% more than in 2013.

-2016-2020 period: use of no more than 40% of the wood production of raw materials mined from the forest to produce timber. The focus on developing products has a competitive advantage and high valuing values such as furniture, outdoor furniture, and art. Increase value added on 01m 3 The material was about 54% from 2013.

1. Common orientation

For the regions: Western North, Delta River Delta, Mekong Delta, and Southeastern Zone: do not develop a wooden production facility. Each step was to limit the production facilities in three regions: Eastern North, North China, and South China with an estimated 5.5 million metric tons between 2014-2015 and 3.5 million tons in the 2016-2020 period.

2. Specific orientation

2.1. 2015

-Northeast region: production of a maximum timber is about 2.6 million tons per year.

-The North China region: the production of the timber is about 1.1 million tons per year.

-South China Region: production of maximum timber is about 1.8 million tons per year.

2.2. By 2020

-Northeast region: production of a maximum timber is about 1.5 million tons per year.

-The North China region: production of timber in the maximum range of approximately 1.0 million tonnes/year.

-South China Region: production of maximum timber by 1.0 million tonnes per year.

1. Sort of, innovate enhancing the efficiency of wood-based production facilities

-To the regions: Northwest, the Red River Delta, the Central Highlands, the South East and the Mekong Delta: pause to approve the new construction project facility production facility. Encouraging the existing timber production facilities to have a post-export investment, if it is not done, then it has to be stopped.

-For the regions: Northeast China, North China and South China restrict new investment approval from the lumber manufacturing facility, only consider in the case of a post-timber manufacturing investment in the period from 2016-2020, but there must be an agreement by the Ministry of Agriculture. A rural development and a rural development.

The actual physical situation on the site, local, regulates the production of wood, processed products.

2. Development of wood products processing

-Encouraging and having policies to support lumber processing investors, to 2020: MDF fiber-based manufacturing facilities, skateboards and burn-based compression inputs with a production of about 2.5 million tons of product/year production and promotion of paper factories to reach the market. 750 thousand tons of flour per year, consuming about 6.5 million feet. 3 Small wood. Further development of the production facilities and other types of artificial games and supporting materials in wood processing.

-Construction and expansion of wood processing facilities in areas that are favorable to infrastructure. Attracting, encouraging investment in new construction facilities in the deep, remote area, many sources of forest wood.

3. On Market

-Sustaining stability of existing markets (US, China, Japan, the EU ...) and developing new markets such as Russia, the Middle East, ... It used to build a distribution network for the distribution of Vietnamese lumber products overseas. Organization of specialized fairs, the development of the domestic market.

-Deploying negotiations signing bilateral agreements and multilateral trade promotion, towards major markets. Support for market information is oriented for employers to adapt and restrict adverse impacts due to the trade barriers and protonation policies of export markets.

-Enhancing inspection, monitoring to create fair competition for published wood products in terms of quality, labeling, and domestic market stability.

4. On Policy

To the Government, the Prime Minister issued a number of policies:

-Tax Policy: Increased tax exports from 0% now up to 5-10%. The increased value tax pressure is 10% and the corporate income tax is 25% for the lumber manufacturing business.

-Credit Policy: Building credit policy towards forest owners whose commitment to grow large timber business forests or to retain the forest that has planted long-term care for the minimum timber business is 10 years with the mechanism: to the forest owners the forest. Borrowing capital to grow, taking care of the minimum by the growth of the forest, with preferable interest rates of no more than 5% per year, paying the original and interest 1 times after extraction. For individuals, the organization has grown woodland aged 5 or older, if retained for large timber business (more than 10 years) that supports extra protection ($200,000 /ha/year).

-Business support policy:

+ To encourage businesses to invest in forestry, rural development of the processing facilities using forest wood (by regulation) in the country to produce highly valued woodwork products in the country and export for the first five years when the product starts production. published, with the mechanism: complete the entire value tax increase, as long as the rent of the land when building the plant, which supports 50% of the cost of transporting raw materials;

+ Investment support, technological advances in engineering, new technology for the production of raw materials, serving in wood export processing.

5. On tech science

-Research focus, technology transfer, especially topics, product design projects, auxiliary materials.

-Build research centers, design the wood product code from the source of the state's technology science.

-Research and application of technical progress on wood degeneration aims to enhance the ability to use small-sized forest wood, producing high quality materials for the processing of valuable wood products.

The total capital is expected to implement the Variation of 7,500 million, in particular:

-The funding for management, implementation of the annual periodic examination and examination (period 2015 -2020) of timber processing facilities and timber products across the country: 1,000 million copper.

-The funding for policy building supports and encourages wood processing and deep wood products; management policies use the source of raw materials and enhance the value of the chain in forestry production; sustainable forest management policy and engineering science: 1,500 million.

-The priority projects on the evaluation of timber production and timber products and timber products across the country: 5,000 million copper.
