1. Add a point k to Article 12,023 Chapter B Part 12 of the Ministry of Public Safety Regulation the field of carrier aviation and mining as follows:

3. Add Article 14.169 to Chapter J Part 14 of the Ministry of aviation Safety Regulation the carrier field and the carrier extraction as follows:
" 14.169 REGULATIONS ON HIGH-LEVEL FIELD EMPLOYEE MANAGEMENT
1. The operator of the flying boat, the flight maintenance organization and the high-level carrier staff must carry out the following regulations:
a) The operator of the flying boat, the maintenance of the flying boat and the high-level aviation staff must have a labor contract or labor lease contract (later known as the labor contract) in accordance with the regulation of the law on labor and other regulations. I mean, here's the message.
b) The operator of the flying boat, the carrier maintenance organization is responsible for the provision of costs, the compensation costs of training, training, cost of accumulation of flight hours; cost of breaking the undertaking of post-training work when the unilateral termination of the contract. 2. End of Labor contract

c) The high-level performance officer at the end of the labor contract before the deadline is responsible for completing obligations under the training contract, labor contract, and related agreements.
d) The operator of the flying boat, the maintenance of the flying boat, is responsible for ending the labour contract as the parties have completed their obligations under the contract of training, labor contracts and related agreements.
3. High-level aviation employees are transferred to the operator of the carrier, the organization of the maintenance of the aircraft according to the rule of law when responding to the following requirements:
a) has terminated the labour contract and fully implemented the obligations (if any) for the operator of the carrier, the current carrier maintenance organization by regulation.
b) There is a labor contract with the carrier operator or the new flight maintenance organization. "
