Decree on enhancing micronutrients into food _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ based on Government Organization Law June 19, 2015;
Pursuant to the law on food safety, June 17, 2010;
According to the recommendation of the Minister of health, the Government issued Decree on enhancing micronutrients into food.
Chapter I GENERAL PROVISIONS article 1. Scope of this Decree stipulates the required micronutrients enhance on food, food required micronutrients and strengthening the responsibilities of agencies, organizations, individuals in enhancing micronutrients into food.
Article 2. Application object 1. This Decree shall apply to the institutions and individuals (hereinafter referred to as the base) manufacture, import, trading the micronutrients; food enhances micro-nutrients in the water and the agencies, organizations and individuals concerned.
2. This Decree shall not apply to food export establishments enhance micronutrients and salt production line of work personal crafts.
Article 3. Explanation of terms In this Decree, the terms below are interpreted as follows: 1. Micronutrients are vitamins, minerals or other substances necessary for growth, development and maintenance of life for the human body.

Article 4. The purpose of enhancing micronutrients into food required The strengthening of some micronutrients to foods is regulated in article 5 and article 6 of this decree aims to: 1. Enhance the iodized salt specified in art. 1 article 6 of this Decree to prevention of goiter dumb, and disorders caused by iodine deficiency.
2. Strengthening of iron into the wheat specified in point b of paragraph 1 article 6 of this Decree to prevention of iron deficiency anemia and overcoming the consequences of iron deficiency anemia causes such as slow growth, malnutrition, reduce intellectual development.
3. Enhance zinc on wheat specified in point b of paragraph 1 article 6 of this Decree to improve growth, improve human stature; Prevention of some metabolic disorders, differentiation of cells, bacterial infections, bone development disorder, impaired sexual function.
4. Enhance vitamin A on vegetable oils specified in point c of paragraph 1 article 6 of this Decree to prevention of dry eyes, blindness and remedying the consequences as stunted, malnutrition caused by lack of vitamin A causes and contributing to strengthening the body resistance.
Chapter II MICRO-NUTRIENTS and FOOD REQUIRED MICRONUTRIENTS ENHANCE the article 5. Micronutrients required strengthening to foods 1. Micronutrients required strengthening to food including iodine, iron, zinc and vitamin a. 2. Micro-nutrients to the provisions in Clause 1 of this article must meet national technical standards or must conform to the provisions of the legislation on food safety.
Article 6. Mandatory food enhancing micronutrients 1. The following food required strengthening the respective micronutrients: a) Salt used to eat directly, used in food processing are iodized increased;
b) wheat used in food processing must be enhanced iron and zinc;
c) vegetable oils that contain one of the ingredient soybean oil, palm oil, canola and peanut oil to enhance the vitamin A, except the vegetable oil used in food processing by industrial methods.
2. enhanced food micro-nutrients prescribed in paragraph 1 of this article must meet national technical standards or must conform to the provisions of the legislation on food safety.
Chapter III LIABILITY of the REQUIRED MICRONUTRIENTS in FORTIFIED FOOD PRODUCTS article 7. The responsibilities of the Ministry 1. The responsibility of the Ministry of health a) food safety management in the process of manufacturing, trading, import of micronutrients;

2. The responsibility of the Ministry of industry and trade a) food safety management in the process of manufacturing, trading, import of wheat flour, vegetable oils enhance the micro-nutrients in the scope of management;
b) organizations confirming the advertising content for wheat flour, vegetable oils enhance the micro-nutrients in the scope of management; the certification basis of qualified food safety for manufacturing business, wheat flour, vegetable oils enhance the micro-nutrients;
c) inspection, checking the implementation of the provisions of the law with respect to the production and trading of wheat flour, vegetable oils enhance the micro-nutrients.
3. The responsibility of the Ministry of agriculture and rural development a) food safety management in the process of manufacturing, trading, import of salt enhances micro-nutrients;
b) organizations confirming the advertising content for enhanced micro-nutrients in the scope of management; the certification basis of qualified food safety for manufacturing, trading the micronutrients enhance the salt;
c) inspection, checking the implementation of the provisions of the law against the production, trade, import of salt enhances micro-nutrients.
Article 8. The responsibility of the provincial people's Committee, the city in Central 1. The people's Committee of the central cities, made food safety management for manufacturing, food business enhancing micronutrients on local scope and according to the hierarchy.
2. The Department of health is responsible before the people's Committee, the central cities in the organization receiving a proper disclosure rules or confirm the appropriate regulations publication of food safety for the food enhance the micro-nutrients are produced in the area.
3. The Department of agriculture and rural development, industrial and commercial Departments responsible to the provincial people's Committee, the central cities in the Organization of the work of ad content for food food micronutrient enhancement, organization facility certification eligible food safety for manufacturing food business, strengthen the micro-nutrients are produced in the following hierarchy of specialized managers.
4. Inspection, testing and manufacturing facilities, food business strengthening of local micro-nutrients according to the hierarchy of the professional manager.
5. Organization of information, education, communication about the effect of food enhances micro-nutrients and harmful effects of micronutrient deficiency for the local people.
Article 9. The responsibility of the production base, trading the micronutrients and fortified food micronutrients 1. Organization of production, sales, import food and micronutrients micronutrients enhance the follow provisions of this Decree and the regulations other related laws.

Chapter IV the TERMS OF IMPLEMENTATION of article 10. Effect 1. The Decree has effect as from 15 March 2016.

b) food enhances micro-nutrients specified in points b and c of paragraph 1 article 6 of this Decree required apply after 2 (two) years from the date of the Decree has effect.
3. Decree No. 163/2005/ND-CP on December 29, 2005 by the Government on the production and supply of iodized salt for people eating expired according to the roadmap defined in art. 2 of this Thing.
4. Repeal of regulations on the management of food safety for the food enhances micro-nutrients specified in point e clause 2 article 20 of Decree 38/2012/ND-CP dated 25 April 2012 of the Government detailing a number of articles of the law on food safety according to the roadmap stipulates in paragraph 2 of this Article.

Article 11. Responsibility 1. The Minister of health has the responsibility to guide and organize the implementation of this Decree.

2. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the Committee; the agencies, organizations, individuals responsible for the implementation of this Decree.
