Article 1. Attached to this circular to the national technical regulation on the environment: QCVN61-MT: 2016/BTNMT-national technical regulation of solid waste incinerator.
Article 2. This circular has effect from January 1, 2016.

NATIONAL TECHNICAL REGULATION on SOLID WASTE INCINERATOR National Technical Regulation on Domestic Solid Waste Incinerator 1. GENERAL PROVISIONS 1.1. Scope this Regulation stipulates the technical requirements for solid waste incinerator and the maximum allowed value of the pollution parameters in solid waste incinerator emissions.
1.2. this Regulation applies object apply to the institutions and individuals who produce, import, business (distribution), solid waste incinerator using living on the territory of the Socialist Republic of Vietnam; the State administration of environment and the organizations and individuals involved.
1.3. Explain the term In this regulation, the terms below are interpreted as follows: 1.3.1. Solid waste (also known as household waste, the following abbreviated as CTRSH) is the solid waste arising in the day-to-day activities of the people.
1.3.2. Incinerator CTRSH is CTRSH processing equipment system by the method of burning attached waste gas treatment system.
1.3.3. The burn (or combustion) is the area the use of heat to burn the CTRSH, include: a) The primary burning is the burning of CTRSH conversion into gas and be solid (ash, slag, dust);
b) secondary combustion Zone is the burning of the composition of the gas stream exiting the primary combustion.
1.3.4. The fire is moving gas flow time from point to point, out of the secondary combustion in temperature conditions specified in table 1 of this regulation.
1.3.5. The exhaust is a mixture of physical components of emissions into the environment the air from incinerators CTRSH.
1.3.6. Ash slag is solid left after burning incinerator in CTRSH CTRSH.
1.3.7. CTRSH burner capacity is capable of handling of the CTRSH incinerator, is calculated by the maximum volume of CTRSH burning CTRSH burning furnaces that are in an hour (kg/h).
1.3.8. emission standard cubic meter (Nm3) is the exhaust gas temperature cubic 25 oC and absolute pressure 760 mm of mercury.
2. TECHNICAL PROVISIONS 2.1. Basic technical requirements for solid waste incinerator 2.1.1. CTRSH burning furnaces must have active processes according to the principle of burning multiple levels, ensure there is a primary and secondary combustion zone. The volume of the combustion zone, and save time by burning CTRSH burning furnace is determined according to the instructions in the appendix to this regulation.
2.1.2. Take measures to limit the emissions escape CTRSH inlets through the environment.
2.1.3. of the CTRSH incinerator chimney must ensure the following: a) chimney height are calculated ensuring environmental quality requirements ambient air when released into the environment, but not lower than 20 (twenty) m from the ground. 2.1.4. In the course of normal operation, the basic specifications of CTRSH burning furnaces must meet specified in table 1 of this regulation.

(2) particular circumstances (such as combustion pyrolysis anaerobic), the primary combustion zone can operate at a lower temperature than 400 (four hundred) oC operating conditions with satisfactory testing in section 2.2 of this regulation and are approved by the competent authorities confirming ensure environmental protection requirements for the CTRSH disposal facility.

2.1.5. don't mix outside air to dilute emissions from the region's secondary burning out to position 2 (two) level m above the exhaust gas sampling Point.

b) handle dust;
c) handle the toxic components in the exhaust.

2.1.7. CTRSH burner case got the distance from the load of waste to the farthest point of the primary combustion is greater than 2 (two) m to install mechanical equipment for the loading, mixing CTRSH island in the primary combustion (unless a particular technology does not require mixing gas such as Islands) and mechanical systems to get the ash slag.
2.1.8. Incinerator CTRSH must be shut off valve (by-pass) to discharge the exhaust pipe smoke directly without going through the exhaust treatment systems when there is a problem with the exhaust treatment systems. 2.2. the maximum permitted value of the pollution parameters in solid waste incinerator emissions activities during normal operation, the maximum permitted value of the pollution in the CTRSH incinerator emissions are calculated according to the following formula: Cmax = C x Kv which:-Cmax is the maximum value allowed by the pollution;
-C is the concentration of the pollution parameters that are specified in table 2 of this regulation;
-Kv is the coefficient of the region, the area is specified in table 3 of this regulation.

3. RULES of OPERATION and MONITORING 3.1. Operate the incinerator 3.1.1 solid waste. -Step 2: boot and hot drying all the burn;
-Step 3: official CTRSH loaded into the CTRSH incinerator.
b) end process CTRSH incinerator operations must be performed according to the following sequence:-step 1: stop the loading of CTRSH;
-Step 2: stop emissions processing system when the primary combustion temperature falls below 200 (two hundred) oC.
3.1.2. CTRSH must be controlled before it is loaded into the CTRSH burner to not interfere with the normal operation of the incinerator CTRSH; do not put in the incinerator CTRSH: explosive risk of waste; corrosive wastes; chemicals and chemical packaging plant protection; waste containing mercury, lead, cadmium exceeding the threshold of hazardous waste.
3.1.3. technical measures Have to take ash slag off the primary combustion in a process conducive to ensuring continuous operation CTRSH burner, do not interrupt.
3.1.4. To set the log burning stove operating CTRSH, which specify the amount, time and the name of the operation, the temperature in the installation position of temperature measuring devices.
3.2. Monitoring solid waste incinerator 3.2.1 activities. CTRSH burning furnace fitting measurement to show the temperature in the combustion zone. For furnaces having a capacity greater than or equal to the drum/h to insert the measuring equipment, exhaust gas stream temperature display immediately after cooling parts.
3.2.2. The periodic environmental monitoring for CTRSH burner must be performed according to the current regulations and requirements of the environmental management agency.
4. DETERMINE METHODS 4.1. Method of sampling and determining the value of parameters is done according to the standard in table 4 below.

4.2. analytical methods accepted guidelines in the national and international standards, others have an accuracy equivalent to or higher than the standards cited in section 4.1.
5. IMPLEMENTATION 5.1. CTRSH incinerator has officially operated this regulation before the date of effect is temporarily exempt specified in section 2.2 in time 6 (six), and the other provisions in this regulation with time 3 (three) years from the date this regulation is in effect.
5.2. In time yet have separate standards, new CTRSH burning furnaces with more advanced technologies (e.g. plasma burning furnaces) are exempt from the application of certain provisions (except Item 2.2) in this regulation should be reviewed, approved during the evaluation technology, approval of reports and environmental impact assessment was confirmed secured environment protection requirements with respect to processing establishments CTRSH management according to the provisions of the law.
5.3. State administration of environment is responsible for guiding, inspecting, monitoring the implementation of this regulation.
5.4. in case of the provisions cited in this regulation amend, supplement or replace shall apply under the new rules.
