Key Benefits:
ArtAculo 1Aº.-The promotion, development and technology of micro, small and medium-sized enterprises with the objective of promoting their geographical decentralization, the increase of the productivity of its resources and the generation of jobs throughout the territory of the Republic.
ArtAculo 2Aº.-The activities included in this law are those carried out in the craft, commercial, industrial, agroindustrial, technological and service fields. The financial intermediary companies of any kind are exempted from the same.
ArtAculo 3Aº.-The National Directorate of Craft, PequeA ± as, and Medium Enterprises (DINAPYME) created by the law 16.170of 28 December 1990, in addition to the tasks laid down by the artAculo 305 of the following:
| A) | Coordinate all activities that develop in the paAs in the promotion of micro, small and medium enterprise and of the crafts and advise the Executive Branch in all that concerns the development and promotion of the same; |
|
| B) | Promote the development of training and training activities for small and medium-sized entrepreneurs, with the objective of strengthening their organization and business management, as well as facilitating access to all kinds of information needed for the creation and development of enterprises; |
|
| c) | Requiring technical and economic assistance from national and international, public and private bodies, which is channel exclusively to the development of their tasks; |
|
| D) | Encourage the installation of agro-industries and do feasibility studies of agro-industrial complexes; |
|
| E) | Performing sectoral diagnics for the purposes of individualizing those sectors whose responses are more efficient and efficient, in order to proceed to their technology and modernize their business management; |
|
| F) | Fostering the installation of small and medium-sized enterprises within the paAs, whose effects can be: |
|
| 1) | Promote the creation of delegated commissions at the level departmental or regional. |
|
| 2) | Managing the industrial park installation in Specific areas of the national territory, intended for those purposes. |
|
| 3) | Manage to Central Government, Indendences Municipal and other public bodies the tax exemptions that may be applicable. |
|
| G) | LLevar a registry of micro, small and medium enterprises and artisans; |
|
| H) | Facilitating the performance of administrative limits that require the installation and operation of the companies, advising entrepreneurs and trying to simplify and adapt them to the real possibilities of these. | |
ArtAculo 4Aº.-Existirá ¡ una Comisión Honoraria para el Desarrollo de la ArtesanAa, Micro, PequeA ± a y Mediana Empresa que tendrá ¡ functions asesoras de la Direccionía Nacional y estará ¡ inconuión de la sifente form:
| A) | A representative of the Executive Branch, who will chair it; |
| B) | A representative of Municipal Trends, designated by the National Congress of Intenders; |
| C) | A representative of the Banco de la RA©pública Oriental del Uruguay; |
| D) | A representative of the National Development Corporation; |
| E) | A representative of the Board of Education-Professional Education-dependent National Education Administration Public; |
| F) | A representative of the micro, small and medium-sized entrepreneurs who will be appointed by the Executive Branch of the will propose the most representative organizations of aquites; |
| G) | A representative of the artisans who will be appointed by the Executive Branch of the Ternas who will propose to them the most organizations representative of aquillos. |
This Commission will function in the Ministry of Industry, Energaa and MinerAa, which will provide the technical and administrative personnel necessary for the performance of its tasks.
ArtAculo 5Aº.-Realized the sectoral diagnosis the Executive Branch will establish the definition of micro, small and medium enterprises, according to the socio-economic reality of the paAs and the national recommendations and international, taking into account, among other variables, the capital invested and the workforce employed.
ArtAculo 6Aº.-The Executive Branch will regulate this law.
