ArtAculoA 1Aº. -A national level of programs that have as the object activities supporting the promotion of health and education in the child and adolescence in the A-Mbito of the public education.
ArtAculoA 2Aº. -A Crate as a legal person for non-state public law the Center for Technical and Social Inclusion (CITS) for the support of health and education of children and adolescents. The Center will communicate directly with the Executive Branch, through the Presidency of the Republic.
ArtAculoA 3Aº. -A The Center will have a Board of Directors integrated by:

ArtAculoA 4Aº. -A The Center will have a National Program for School Health Promotion; a Program of Education and Prevention for Ocular Health; and a Program for Educational Connectivity Informa ¡ tica BA ¡ sica para el Learning en LAnea, without prejudice to other programs that for reasons of public interest the Executive Branch assign. The educational programs for oral and ocular health will be directed initially to the most vulnerable population, continuing the sustained growth of the planned initiatives and their implementation at national level, in function of the plans. to approve the Ministry of Health and in line with the guiding principles of the National Integrated Health System. The Program for Educational Connectivity of Information Technology for Learning in LAnea (CEIBAL Plan) will constitute a socio-educational project aimed at promoting digital inclusion, for greater and better access to education and education. culture.
ArtAculoA 5Aº. -A Members of the Board of Directors of the Center will be appointed by the Executive Branch, by the Government period. They will be re-elected and will be held in the exercise of their posts until they are appointed who must replace them; they will be honorary, except for the president who may be rented. ArtAculoA 6Aº. -A The representation of the Center will be exercised by the President of the Board of Directors or by whom the President designates.
ArtAculoA 7Aº. -A The Administration of the Center will be in charge of an Executive Secretary, of the rented, and will be designated by the Board of Directors.
ArtAculoA 8Aº. -A Board of Directors will be assisted, in the performance of their duties, by an Honorary Advisory Council composed of: the President of the Board of Directors, the Directors General of the Advice of Primary Education, Vocational Education, Middle School Education and Higher Education; the Director of Education of the Ministry of Education and Culture; a Director of the National Research Agency and Innovation; a Director of the Agency for the Development of the Government of Gestido Electronic, of the Information and Knowledge Society; the Director General of Health of the Ministry of Health PAºblica; a representative of the National Telecommunications Administration; a representative of the Technical Laboratory of the Uruguay and a representative of the Ministry of Social Development.

ArtAculoA 9Aº. -A Are committed and attributions of the Center:
| A) | Promote, coordinate, and develop plans and programs to support educational, preventive, and care policies for children and adolescents in public education. |
| B) | Promote, Coordinate, and develop plans and programs for the educational use of the TICS (Information Technology and Telecommunications). |
| C) | Coordinate with the corresponding public services, official or private entities, welfare, social, union, cultural, sports and cooperatives, the actions aimed at the fulfillment of their committed. |
| D) | Contribute to the exercise of the right to education and social inclusion through actions that allow equal access to knowledge and healthy development of the childhood and adolescence. |
| E) | Develop educational, preventive and care programs for all the population that was directly related to the beneficiaries reached by the activities of the Center, according to the design that is adopted, in the framework of the current regulations, in coordination with the Ministry of Public Health and the Administration of the State Health Services. |
| F) | Stimulating, in coordination with the corresponding university services and with the institutions represented in the Center that is created, the plans of investigation, promoting the initiatives that tend to meet the intended purposes. |
| G) | Fostering through the exchange with national and international organizations and centers specialized in the topics of their business, training of the technical body and continuous information. |
| H) | Cooperate, support, and participate, in the terms defined in each case, in similar plans and programs that are developed abroad. |
| I) | Schedule annually your activity plan, make investments, and apply resources, informing the Executive |
ArtAculoA 10. -A Board of Directors will have the following tasks:
| A) | Set the scope of the plans that will be developed by the Center. |
| B) | Approving the quote, memory, and annual balance sheet. |
| C) | Designate or remove staff from the Center, based on the Executive Secretary's founded proposal. |
| D) | Develop the regulations required for the overall operation of the Center. |
| E) | Promote Services or programs in the Center's areas of competence. |
| F) | Delegate the privileges that you estimate Convenient in the Executive Secretary. |
| G) | Refer to the Advisory Board Honorary on those subjects which are the direct competence of the institutions or bodies that integrate, according to the legal order that regulates them |
ArtAculo 11. -A Executive Secretary will have the following tasks:

artAculoA 12. -A Honorary Advisory Council will have the following tasks:

| C) | Advising the Board of Directors on the design and instrumentation of public policies linked to the tasks of the Center. |

ArtAculo 13. -A Center revenue sources are:
| A) | Assignments |
| B) | Civil and natural fruits of the goods that you are belong. |

| E) | Assets that are assigned to you by law. |
| F) | Any other income you receive, to any title, to the programs you run |
ArtAculoA 14. -A Facultation to the Executive Power to incorporate the benefits set by the artAculoA 462 from the Law No 16.226,29 October 1991, in the wording given by ArcuculoA 579 of the Law No. 16,736, of 5 January 1996, to the taxpayers of the Tax on the Income of Economic Activities and the Tax on Heritage, for donations made to the Center, for the purpose of compliance of their tasks.
ArtAculo 15. -A The Center will be exonerated of all kinds of national tribute, except for special contributions to social security.
ArtAculoA 16. -A Center, within one hundred and twenty days of its constitution, should approve its rules of procedure and the manual of procedures for the regulation of the official's statute, the procedure administrative and financial management procedure.
ArtAculoA 17. -A decade, the external and internal wireless network of the so-called CEIBAL Plan, as well as the existing servers in the schools and public licks of the country, are owned by the State, committed to the Center for its maintenance and adaptation in accordance with the purposes attributed to the tasks of this law and the legal norms assigned to it in the framework of the said Plan.
The Executive Branch will be required to transfer to the Center such assets, as any other asset that at the entry into force of this law will be found in the framework of the CEIBAL Plan, to which effect it will be agreed with the Technical Laboratory of the Uruguay (LATU) the process that will follow and the stages of it. This transfer includes goods, activities, services, and programs that are being executed by the LATU.
ArtAculoA 18. -A Against the resolutions of the Center will proceed to the resource of reposition that should be brought within the twenty days after the notification of the act to the person concerned.
Once the appeal has been filed, the Board of Directors will have thirty days available to instruct and resolve, and will be configured to be denied for the sole circumstance of not being resolved within that period.
Denied the use of reposition, the appellant may be brought to the court only for reasons of legality, the request for annulment of the contested act before the Tribunal of Appeals in the Civil of Turno, to the date on which the act was dictated. The application of this claim must be made within the period of twenty days of the document refusals. The request for cancellation may be filed by the holder of a subjective right or of a direct, personal and legitimate interest, violated or injured by the contested act.
The Court will fail in only one instance.
ArtAculoA 19. -A staff currently affected to the National Program for Health Promotion of School Bucal that operates in the office of the Presidency of the Republic, to the Program of Education and Prevention for The Ocular Health and the CEIBAL Plan, which at the date of the promulgation of this law will be linked to these programs, whatever the nature of the vAnculo that supports it, it will be the function of the Center, provided that I mediate the respective consent. In addition, the bodies of origin of such staff shall continue to pay the remuneration and special contributions to the social security of the staff and the officials shall also maintain their functional rights as if they are in the the body of origin, until the organisational structure of the Centre is approved. The goods used for such programs will be part of the heritage of the institution that is created, according to the regulation that is dictated.
ArtAculoA 20. -Until the necessary resources are available to assist the operation of the Center, the expenses will be executed in charge of the items currently assigned to the National Program for the Promotion of School Health of the Presidency of the Republic, to the School Program of Education for the Health of the National Administration of Public Education and to the Program for the Educational Connectivity of Information Technology Learning in LAnea, with the same destination that they were assigned to.
For these purposes, once the Center has been created, the agencies will have to quantify the corresponding credits within a period of sixty days for the purpose of the Executive Branch making the transfer to the IncisA 24 " Miscellaneous executor 005.
ArtAculoA 21. -Until authorities are appointed, the bodies currently responsible for the programs that go on to integrate the Center to continue the policies and actions in progress, giving an account to the Power Executive.
ArtAculoA 22. -A the Uruguay Technical Laboratory will integrate the Board of Directors provided for in the article 3Aº of this law until the end of the year. The second of the article 17.
ArtAculoA 23. -A During the period when the charges created by the Law No. 18,437of 12 December 2008, are not conformed and are part of the Honorary Advisory Board provided for in Article 8Aº of this Law, and are hereby replaced by the Director General of the Council of Education.
ArtAculoA 24. -A This law will govern until the 1Ath of March 2011.
