The Senate and the House of Representatives of the Eastern Republic of Uruguay, meeting in General Assembly,


Article 1 °.
Create a Work Bag that will protect the staff of the "Ya." journal, closed within the framework of the Pronite Security Measures on February 16, 1971.

Article 2 °.
The Work Exchange will operate in Program 13.02, Labor and Employment Service, Ministry of Labor and Social Security. For the purposes of advice and comptroller, a three-member Commission shall act; a delegate from the Ministry of Labour and Social Security, who shall chair the Commission; a delegate from the Union of Graphic Arts and a representative of the Association of Newspapers of Uruguay.

Article 3 °.
The Work Exchange shall cover the staff referred to in Article 1, or the closing date of the closure of the work of the closed journal, as well as the sales staff, issue and production, which has worked exclusively for the company and which is duly certified by the company.
The persons concerned must appear before the Labour and Employment Service within 30 days of the promulgation of this law, for the purposes of its protection, with the proof and certifications.

Article 4 °.
Newspaper companies that need to extend the tables of their staff whose category is included in Article 1, shall preferably call the staff covered by the Labour Exchange created by this law. The workers called are obliged to attend, ceasing the protection. In the event that they do not participate, unless duly justified, they will be excluded from the amparo and the Labour Exchange from their refusal to work in the required journalistic enterprise.

For the purposes of a new dismissal or suspension, the worker may again benefit from the work of the Labour Exchange, where it occurs within the maximum period of one year as set out in Article 6 (o).

Article 5 °.
The press companies may object to accepting the entry into the cadres of their staff, of those workers who supply them to the Labour Exchange, and must express duly substantiated reasons and To be at what the Manpower Service resolves, once heard by the Advisory Commission set up in Article 2 °.

Article 6 °.
While remaining on the Work Exchange and for a maximum period of one year, as of the date of the closure of the journal, the beneficiaries of this law will receive, as a vacancy insurance, 70 or/or (seventy per cent) of the salary or salary of the activity, to which the corresponding social contributions shall be made.
Article 7 °.
The benefits established by this law do not exempt the company "Already" from the obligation of payment to its staff of the debits that it has contracted until the day of its closure.

Article 8 °.
The expenses that accrues to the Work Exchange, as well as the subsidy that is paid to the beneficiaries, will be met by General Rentas.

Article 9 °.
The benefit set out in Article 6.o of this law is incompatible with the perception of all other unemployment insurance.

Article 10.
The Labor and Employment Service will resolve all issues relating to the inclusion or exclusion of beneficiaries, and may be challenged by administrative action before the Power Executive, in accordance with Article 317 of the Constitution of the Republic.
