MINISTRY OF EDUCATION AND CULTURE

CREATES NATIONAL INSTITUTE FOR
PRESERVATION OF THE ENVIRONMENT

DECREE:

Article 1 °.
Create the Institute for Environmental Preservation, which will work within the jurisdiction of the Ministry of Education and Culture.

Article 2 °.
The National Institute shall be composed of a Central Council and concurrent committees to meet the objectives set out in this Law.

Article 3 °.
The Board of Directors of the Institute is an advisory and honorary body, as an organ of technical opinion, to be expressed on its own initiative or at the request of the State Powers.

Article 4 °.
The object of the Institute created by this law is to care for all that refers to the conservation of the human environment, the preservation of natural resources and the promotion of increase of the same.

Article 5 °.
The Central Council shall consist of twelve members, whose term of office shall be 5 years, expiring with that of the national authorities, and may be re-elected. The following representatives shall be integrated:

A delegate from the Ministry of Education and Culture, who will chair it;

A delegate from the Ministry of Livestock and Agriculture;
A delegate from the Ministry of Industry and Commerce;
A delegate from the Ministry of Public Works;
A delegate from the Ministry of Transport, Communications and Tourism;
Un Representative of the University of the Republic;
A delegate of the representative body of the Intendencias
Municipal;
A delegate of the Chamber of Industries;
A delegate of the agricultural entities;
A delegate of the Institute of Biological Sciences;
A delegate from the Institute of Hygiene; and
A delegate from the Oceanographic and Fisheries Service
(SOYP).

Article 6 °.
The committees and services that the Institute will instruct, will be composed of experts, among others, the following specific tasks:

A) Maintenance and increased soil fertility as a result of agricultural practices.

B) Maintenance of biological balance and biosphere care, taking into account the consequences of the use of biocides on nature.

C) Care for natural resources, forests, streams and water reservoirs, etc.

D) The results that urban programs and the construction of engineering works can have on the natural environment, understanding, among other aspects its beauty.


E) Consequences that on the medium can have as polluting elements the wastes of industrial and consumption processes, the detritus of cities, emanations of combustion, and of the various forms of technological development.

F) Protection from ionising radiation.

Article 7 °.
They are the faculties of the Institute:

1 ° To give its own rules and to set up committees and side services.
2. To promote all forms of research and study on the consequences of technological development on the environment.

4 °To disseminate the results of your studies and research, in addition to a teaching purpose, producing reports and an annual review that will elevate the Executive Branch.

5 °Evacar the queries you are asked to do.
6 °Propose projects or modifications of laws and regulations, related to the subject matter.
7 °Propose or execute general or specific programs, taking into account their objectives
8. Advising the Public Bodies, at their request or on their own initiative, on the consequences that the application of standards may have on the Institute's own object.

10.Sustaining correspondence with similar international bodies.
11.Advising on international conventions which the State subscribes to.
12.Concurating to International Conferences and Assemblies assist representatives that the State designates.

Article 8 °.
The Executive Branch will regulate this law.
