Features of procurement for public funds of postal communications, postage stamps and labeled envelopes.

Article 1. Term Definition

1. In this Act, the terms are used in the meaning defined in the laws of Ukraine "Public Procurement". and "On the Post Office". .

Article 2. Procedure for procurement of postal communications, postage stamps and labeled envelopes

1. The purchase of postal communications, postage stamps and labeled envelopes is carried out by applying the procurement procedure to one participant in accordance with Article 39 Law of Ukraine "On State Procurement" .

2. The speaker for one working day from the day of the decision to apply the procurement procedure to one participant provides publication in the official official print edition of public procurement and placement on the web portal. The empowered authority on procurement of information about the application of procurement procedures per participant.

3. The general line required to determine the winner of the procurement procedure at one participant should not exceed three working days from the publication day in the State official printed publication on public procurement of information about applying the specified procedure.

4. The speaker is concatenated by the proposal for the results of the procurement procedure of one participant in the day of the winner's determination. The message of the acception of the proposal is necessarily free of charge in the public official print edition of public procurement.

5. The speaker has the right to negotiate a procurement service agreement, postage stamps and labeled envelopes for the results of the procurement procedure of one participant no earlier than five days from the publication day in the state. The official print edition of the state procurement reports on the report of the proposal for the results of the procurement procedure of one participant.

Article 3. Agreement on the procurement of postal communications, postage stamps and labeled envelopes

1. Treaty on the procurement of postal services, postage stamps and labeled envelopes is concluded in writing according to the provisions of Civilian and Master Codes of Ukraine with regard to the features defined by the laws of Ukraine "Public Procurement". and "On the Post Office". .

2. The essential conditions of the Agreement for the Procurement of Postal Services, postage stamps and labeled envelopes are:

Arrangement (naming, nomenclature, assortment, denomination);

the number of postage stamps, labeled envelopes and mail services and quality requirements;

Order of payment;

the amount defined in the contract;

Lines and place of delivery of postage stamps, labeled envelopes and postal service provision;

The rights and obligations of parties

Conditions regarding the possibility of reducing the amount of procurement, depending on the real volume of funding;

Article 4. Final Position

1. This Act will take effect from the day, the following day by the day of its publication.
