On the Public Service Program of Hostels in the Property of Territorial Communities for 2012-2015

The Verkhovna Rada of Ukraine:
1. Cost A nationwide target program of dormitories in the ownership of territorial communities for 2012-2015 (Next-Program).
2. The Cabinet of Ministers of Ukraine:
In preparation of a draft Law of Ukraine "On Amendments to the Law of Ukraine" On the State Budget of Ukraine for 2012, " and projects of laws of Ukraine on the State budget of Ukraine for the appropriate year to anticipate funds for the financing of measures to be foreseen & Application;
Within three months of the entry into force of the Act, the Act will bring its legal and legal acts into compliance with the Act.
3. Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city administrations, local government bodies:
For three months on the right of entry into force of the Act to develop and approve according to the tasks of the Regional and local dormitories transfer programmes to the ownership of territorial communities;
During the development and approval of local budgets projects, it is necessary to provide funds for regional and local programmes (measures).
4. This Act will take effect from the day, the following day by the day of its publication.

PUBLIC TARGET PROGRAM
LIST OF HOSTELS IN THE PROPERTY OF TERRITORIAL COMMUNITIES
FOR 2012-2015
According to The Law of Ukraine "On ensuring the realization of housing rights of dormitories" Citizens who live in state-form dormitories and which extend the action of the designated Act can privatize the occupied dwellings following the hostel to the ownership of territorial communities.
The purpose of the Programme is to transfer dormitories to the ownership of territorial communities to ensure the realization of the housing rights of dormitories.
Paths and ways to solve problems
To solve the problem, it is necessary to transfer dormitories to the ownership of territorial communities by:
Approval of the schedule of compulsory hostel transfer (the transfer schedule is approved by the Council of Ministers of the Autonomous Republic of Crimea, Cloud, Kiev and Sevastopol city state administrations) with the installation of the transmission lines;
to establish volumes and construction of funding for measures provided by the Programme, by state and local budgets, other sources provided by the law (under the representation of the central authority of the executive branch, which provides for the formation and implementation of Public policy in the areas of housing policy and housing, according to the approved by the Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city government administrations of regional programmes. -The definition of specific funding sums).
Forecast volumes and sources of funding for the Programme are given in application 1 .
Tasks and activities of the Program are given in Appendix 2 .
The objective list of dormitories of state property, subject to transfers to the ownership of territorial communities, is approved by the central executive body providing the formation and implementation of public policies in the areas of housing. policies and housing units each year during the distribution of funds between regions within budget appointments for the appropriate year.
Expected Results, Application Performance
As a result of the execution of the Program, the ownership of the territorial communities will be transferred to 1,058 dormitories with a total area of 2457,882 thousand. sq. The rate of social tensions in a society that exists for many years will be reduced.
In particular, ownership of territorial communities is expected to transfer:
The effectiveness of the implementation of the Programme is determined by the results of the annual monitoring, subject to the strict implementation of the construction and funding of the measures, the number of dormitories transferred to the territorial property communities, the number of citizens who have acquired ownership of residential premises in such dormitories.
Application funding volumes and sources
Funding for the Programme is carried out by the funds of state and local budgets and other sources stipulated by the law.
The total amount of funding stipulated by the regional hostess transfer programs in the property of territorial communities is 1,224,400,1 thousand. The state budget is UAH 612,200.05. Local budgets-612 200.05 thousand. I'm sorry
The volume of outstanding achievements of the Programme is clarified during the completion of the draft State Budget of Ukraine for the appropriate year.
The distribution of funds between regions is carried out in accordance with the approved Cabinet of Ministers of Ukraine the order of funds used to execute the Programme.
