On amendments to some laws of Ukraine on the improvement of the management of vocational education

Verkhovna Rada of Ukraine Orders:

I. Amend the laws of Ukraine to be amended:

1. In Article 32 "Local Government in Ukraine". (Information of the Verkhovna Rada of Ukraine, 1997, No. 24, p. 170):

in the "b" option:

Sub-item 2 (2) should be supplemented by the words "bringing employers to the provision of productive practice by students of vocational training institutions";

Sub-paragraph 5:

"(5) assisting graduates of general educational and vocational education institutions of the state or communal form of ownership of employment";

In sub-item 8, the words "vocational education" will be replaced by the words "vocational and technical educational institutions";

Paragraph 9, after the word "underage", would be supplemented by the word "students".

2. In Law of Ukraine "On vocational education" (Information of the Verkhovna Rada of Ukraine, 1998, No. 32, art. 215; 2003, No. 37, pp. 300; 2004, No. 8, pp. 67; 2008, No 27-28, st. 253; with changes made by the Law of Ukraine dated 22 June 2012 No. 5026 (VI):

1) in the part of the first article 9:

The third after the words "Organization of the implementation of public policy in the field of vocational education" should be supplemented by the words "developing strategies for the development of vocational education institutions";

Complement the paragraphs of the following content:

" The organization and holding of contests to replace the vacant posts of directors of professional and technical educational institutions of the state form of property and presentation for their results of the nomination for appointment in accordance with Article 24 of this Act;

Conducting the certification of directors of professional and technical educational institutions of state ownership in the order established by the central executive body, which ensures the formation of public policy in the field of education;

Representation of the Central Executive Body, providing the formation of public policy in education, proposals on the formation of networks of vocational training institutions;

Agreement on the structural unit of the legal entity, which should exercise activities in the field of vocational education;

Exercise of supervision of the staff of vocational training institutions of their obligations under the employment contract (contract);

Exercise within its authority to supervise the employment of graduates of vocational training institutions, prepared by public order;

Ensuring the storage of established documents of professional and technical educational institutions, decisions and protocols of meetings of their executive bodies;

Other powers in accordance with the law ";

2) Article 14 is supplemented by part of the second such content:

" During the reception or promotion of the qualifications of workers the professional and technical training is carried out by the input control of knowledge, skills and skills in the order defined by the central body of the executive branch. Public policy in the field of education, by agreement with the relevant central executive bodies ";

3) in Article 21:

after part of the second complement of the new part of this content:

" The provisions of the structural unit of the legal person who shall conduct activities in the field of vocational education are developed and approved by its founder, according to the Council of Ministers of the Autonomous Republic of Crimea, regional, "KIEV AND SEVASTOPOL CITY GOVERNMENT".

For this part, the third part is considered part of the fourth;

(4) In Article 24:

5) in Article 26:

The third part of the eighth article is as follows:

"State qualification examination (qualification examination) or protection of the diploma work, project or creative work that replaces them";

In part of the thirteenth word "Ministry of Labour and Social Policy of Ukraine", replace the words "the central body of the executive who provides the formation of public policy in the sphere of labour relations";

6) in Article 28:

Part of the first sentence "teaching time" should be supplemented by the words "teaching professional education";

Part three after the words "teaching" to supplement the words "teaching professional education";

(7) Part of the first article 31 is read:

" The state list of vocational training of qualified workers in vocational training institutions is a regulatory and legal act that defines:

subsection code (subsections), code and name of partition (group, class, subclass) by the National Classifier of Ukraine "Classification of the types of economic activity" or number of the group of general professions;

The name of the profession (professional name of work) under the National Classifier of Ukraine "Professional classification";

Membership of the working profession (charge, class, category, group) for primary vocational training in accordance with the grading level of the vocational and vocational training institution, as well as vocational technical training on production, in the service sector;

The ability to reprepare for a technologically related profession and to raise the qualifications in vocational training establishments on production, in the service sector ";

(8) Article 32:

In part one of the first words of "basic compulsory means of training" to exclude;

Part of the second exception;

Part of the fourth edition:

" State educational standards from specific professions are developed based on the state standard of vocational education and are approved by the central executive body, which ensures the formation of public policy in education, according to the agreement. with the central body of executive power, which ensures the formation of public policies in the sphere of labour relations, and other relevant central executive bodies ";

(9) In Article 36:

In the first sentence of part of the second word "programs of vocational education", replace the words "primary vocational training programs";

In part three of the word "course preparation", replace "vocational training, including";

(10) In article 41, the words "children who remain without the care of parents" will replace the words "children deprived of parental care";

(11) In the title and text of Article 43, the words "children who have remained without the care of their parents" in all differences are replaced by the words "children deprived of parental care" in the appropriate case;

12) in part of the first article 45 words "pedagogy from professional training" replaced by the words "educators of professional learning";

(13) in Article 49:

In part one of the first words "State professional and technical institutions", replace the words "professional and technical institutions of a state or communal property";

a part of the second teaching in such an editorial:

"Property rights are established by the founder of the professional and technical educational institution of the public or communal form of property or the institution of vocational and technical education on the right of operational management";

part of the fourth after the words "in the state" to supplement the words "or communal";

In part 5 of the word "public vocational training institutions", replace "professional and technical educational institutions of state or communal property";

Part of the seventh word "other (except state) forms" in the words "private form";

(14) In part of the second article 50, the words "professional and technical training of workers" are replaced by the words "vocational training of qualified workers (primary vocational training)";

15) in Article 51:

in part one:

Paragraph 2:

" professional training of qualified workers (primary vocational training) above public order, vocational training, retraining and raising of the workers ' qualifications in accordance with treaties laid down with legal and physical Persons ";

Paragraph 3, after the word "educational", add to the words "and others".

II. This Act will take effect from the day, the following day by the day of its publication.
