LAW OF UKRAINE

On the establishment of public assistance to the affected participants of the public protest and their family members

(Information of the Verkhovna Rada (OCE), 2014, No. 12, pp. 187)

This Act defines the order and payment of state aid to the affected participants and the members of the families of participants of the public protest that began in Ukraine on 21 November 2013.

Section I
GENERAL PROVISIONS

Article 1. The right of affected and members of their families to state aid

The victims of mass protests in Ukraine started on November 21, 2013, members of the victims of mass protests in Ukraine, which began on November 21, 2013, are entitled to the state government. Assistance in cases and conditions provided by this Act.

The purpose of the appointment and payment of public assistance to the affected participants of the public protest and the members of their families and the list of documents required to assign assistance under this Act is established by the Cabinet of Ministers of Ukraine.

Work on the purpose and payment of public assistance to the affected participants of public protest and members of their families organises the central body of the executive branch, which ensures the formation of public policies in the areas of labour relations, social protection of the population.

Article 2. The terms and terms used in this Act

In this Act, the terms and terms are used in this way:

The mass protests of public protest are the mass protests that began in Ukraine on 21 November 2013 and continue to last for the adoption of this Act;

participants in the mass protests of public protest-citizens of Ukraine, foreigners and persons without citizenship who are permanently residing in Ukraine, as well as persons recognized in Ukraine by refugees or persons who need additional protection that involved Mass protests of public protest;

members of the families of the participants of the mass-held public protest-persons who are married; live by one family, but are not married to each other; their children; persons who are under care or care; are relatives of a straight or indirect line Habitation on the terms of sharing.

Article 3. Public assistance to victims and members of their families

According to this Act, the following types of government assistance are affected by the affected participants of the peace protest and their families:

(1) Assistance in connection with the death of a family member who participated in the mass protests of public protest, provided that the death is directly related to participation in the mass protests of public protest;

(2) Assistance in relation to the severity of bodily harm to the participant of mass protests of public protest;

(3) Assistance in relation to the bodily harm of the average severity of the mass share of the public protest;

(4) Assistance in connection with the application of light bodily injuries, beatings, landings of the participant of mass actions of public protest;

(5) Assistance in connection with the destruction or damage of the property of the mass share of the public protest.

Local executive authorities, local government agencies, businesses, agencies, organizations and the union of citizens at the expense of their own funds can introduce additional assistance and install donations to public assistance to the participants. The massive actions of public protest and members of their families.

Article 4. State aid to affected and family members

To determine the size of the state aid to the affected and members of their families:

(1) Assistance in connection with the death of a family member who participated in the mass protests of public protest, provided that the death directly linked to the participation in the mass protests of public protest-one million UAH;

(2) Assistance in relation to the severity of bodily harm to the participant of the mass protests of the public protest-seven hundred thousand hryvnias;

(3) Assistance in relation to the bodily harm of the average severity of the mass public protest-$500 million;

(4) Assistance due to the application of light bodily injuries, beatings, morovals of a mass share of the public protest-two hundred thousand hryvnias;

(5) Assistance in connection with the destruction or damage of the mass share of the public protest, in the amount of costs required to restore the property or purchase property of a similar value.

Article 5. Sources of coverage costs to the public assistance of the affected participants and family members of the participants of the mass

Coverage of costs for payment of state aid to the affected participants of public protest and members of their families is carried out of the Reserve Fund of the State Budget of Ukraine for the appropriate year.

Chapter II
FINAL POSITIONS

1. This Act will take effect from the day of its publication.

2. The Cabinet of Ministers of Ukraine in a ten-day period from the day of publication of this Act:

(1) To approve the purpose and payment of public assistance to the affected participants of the public protest actions and members of their families and the list of documents required to be used to assist in the Act;

2) to ensure transparency of the list of affected participants of public protests involving representatives of public human rights organizations and doctors involved in assisting victims;

3) contribute to the Verkhovna Rada of Ukraine proposals for the introduction of legislative acts in compliance with the Act;

(4) To bring their legal and legal acts into compliance with the Act.
