SECTION


Objectives Objectives and Definitions Article 1
The purpose of this Act; the Ministry of Transportation, public legal entity, the Directorate General of Civil Aviation of the special budget organization, functions, authority to regulate the principles and related responsibilities.

Article 2 Definitions For the purposes of this Act;

Organization, Duties and Authorities Organizational structure

General Manager Article 5 The Director General is the highest authority of the General Directorate;
A) General Directorate of legislation to international civil aviation rules and standards, government programs and compliance with the Council of Ministers manages the policies and strategies.

Flight Standards Department. - Flight Standards Department of the duties are as follows:

Air Navigation Department ARTICLE 10. - The duties of Air Navigation Department are as follows:
a) Civil and terminal control areas related to air traffic services airspace to make arrangements, to ensure coordination with the relevant civil and military institutions and organizations.
B) regular air traffic management services, safe, fast and economical way to do planning in coordination with relevant organizations for the implementation, and set rules to ensure implementation.

AP Department ARTICLE 11.- AP Department of the duties are as follows:
a) construction will be civil airports, helicopter landing and take-off areas, sea air facility and the site selection of all kinds of landing runway will be used in civil aviation of criteria to determine, to oversee its implementation.
B) the civil air space with the operation of helicopters landing and taking off areas and to determine the elements of sea and air facilities to develop and oversee its implementation.
C) to determine the basis for certification of aerodromes open to civil air traffic and to oversee its implementation.

E) to determine the guidelines for the use of civil air space for other purposes, and to inform the relevant bodies to ensure cooperation.

Aviation Security Department ARTICLE 12. - The duties of the Aviation Security Department are as follows:

ARTICLE 14. Strategy Development Department of the duties are as follows:
a) Directorate General in the framework of the annual programs with national development strategies and policies to set medium and long-term strategies and policies needed to create the objective do the work.
B) In matters within the jurisdiction of the General Directorate to develop performance and quality criteria and fulfill other duties assigned in this context.
C) General Directorate to prepare budgets based on strategic plans and annual targets; DG activities to monitor and evaluate compliance.
D) the development of services for the management of the General Directorate and performance-related information and data to collect, analyze, interpret and prepare annual reports.
E) the General Directorate of senior management and the effectiveness of the internal audit function to make the necessary preparations in order to improve efficiency.
F) in matters within the remit of the Directorate General to examine the external factors that affect service, in-house capacity to do research, to analyze the effectiveness of service and satisfaction and do general research.
G) to perform services related to information systems management.

CHAPTER SIX

CHAPTER SEVEN

Staff
status Article 25- General Directorate personnel are subject to the Civil Servants Law No. 657. CHAPTER TEN
Interim and Final Provisions
PROVISIONAL ARTICLE 1.
