REPUBLIC OF TURKEY GOVERNMENT

BASIC UNDERSTANDING BETWEEN

The Government of the Republic of Turkey ("Government"), which is understood as "Parties" and the United Nations World GUN Programme ("DGP") , the Basic statement was signed on July 10, 2003.

Basic information about the relationship between the Parties, and especially the DGP's Turkey It defines its status in the Republic;

DGP only left the government with its operations against Iraq. It is desirable to remain active in the Republic of Turkey.

The parties are in the process of Arrived in reconciliation:

1. The Government and the DGP-signed Basic Agreement will cover the current and current conditions, as well as to ensure that it is valid.

2. The Basic Expression is based on the Basic section of Article XIV, which stipulate that the text of the text may be reconcilable by the text of the Parties.
