Article /1/

Replace the words of the Minister of State for Environment with that of the Minister for Local Administration and the Environment and replace the words of the Centre for Scientific and Environmental Research with that of the Centre for Environmental Studies, wherever it appears in Legislative Decree No. 16/1994.

Article /2

Amendment to article /4/a Legislative Decree No. 16/1994 To be as follows:

The Centre shall be administered by a Governing Council consisting of:

- Minister of Local Administration and Environment... Chairman

- Director General of the Centre... Member

- Director General of the Center for Scientific Studies and Research... Member

- Director General of the Atomic Energy Agency... Member

- Special director of the Ministry of Higher Education Member

- A competent director of the Ministry of Industry... Member

- A competent director of the Ministry of Irrigation... Member

- A competent director of the Ministry of Oil and Mineral Resources... Member

- Special director of the Ministry of Health... Member

- Special director of the Ministry of Agriculture and Agricultural Reform... Member

- With our assistant director... Two members.

- Director of Administration... Member and Rapporteur

Article 3

Add to the end of article 5 of Legislative Decree No. 4/16/1994:

- Proposal for the establishment of specialized sections of the Centre.

- To entrust research workers from outside the Centre to carry out research and studies and determine their compensation in accordance with the provisions of the laws and regulations in force.

Contract experts and determine their remuneration and compensation in accordance with the laws and regulations in force.

Admission of subsidies, donations, gifts and donations to the Centre and exemption from all taxes, financial, customs and municipal fees and various types after approval by the Prime Minister.

- Approval of scholarships, training and information provided by Arab and foreign institutions and States, as well as by regional, Arab and international organizations, for which grants and special missions of the Centre are carried out in accordance with the provisions of chapter VI of Legislative Decree No./70/1971/ and amendments thereto

- To determine the remuneration of the services provided by the Centre in coordination with the Minister of Finance.

- The Council meets every three months and whenever necessary at the invitation of its President.

Article 4

Amendment of article /8/ of Legislative Decree No. 16/1994 to the following form

1. The Centre shall consist of:

- Director-General

- Assistant Director General and designated by the Minister on the proposal of the Council

- The Scientific Research Authority shall determine the conditions for the employment of its functions in accordance with the Law on the Organization of Universities and its regulations and shall be designated by the Minister on the proposal of the Council.

- An intelligence apparatus setting out the terms of office of the internal rules and designated by the Minister at the suggestion of the Council

Administrative and financial machinery setting out the terms of office of the internal rules.

2. The numerical staffing shall be determined by decree.

Article 5

a. The members of the scientific research body shall be full-time and shall receive full-time compensation in accordance with the conditions and provisions of Act No. 87/10-1975 and its amendments.

b. The Director-General and his associate members of the Scientific Research Authority shall be considered full-time if they meet the necessary conditions.

Article 6

The staff of the Scientific Research Authority shall be separated upon completion of the age of 65 and may be extended as necessary for their services for one year until they reach the age of 70 by decision of the Prime Minister.

Article 7

In the absence of a provision in this Act, the Basic Law of State Workers applies to employees of the Centre

Article 8

This law is published in the Official Gazette.
