For the rural service of doctors, dentists and pharmacists.

Based on the Constitution

As approved by the People's Assembly at its meeting held on the date of 23-3-1429 A.H., 30-3-2008, The following are issued:

Article 1

The countryside means everything that is outside the administrative boundaries of the cities, county centres and district centres designated by the Ministry of Local Administration and Environment.

Article 2

None of the Syrian doctors, dentists and pharmacists, and in their rule, may practise his profession within the administrative boundaries of the city centres and their district centers only after the occupation was actually licensed by the Ministry of Health in the countryside for a period of two years, after which it was licensed. Permanent by profession throughout the Syrian Arab Republic.

Article 3

Excluded from the provision of Article II of this Law ..
a. Effective functioning of the profession by doctors, dentists and pharmacists within their competence in the public, public and joint sectors, the Syrian Red Crescent, grassroots organizations, trade unions and federations for a period of two years.
b. Service of pharmacists working in the scientific offices and in the national medicine factor and in its provision for a term of two years and requires that the service referred to in paragraphs (a) (b) of this article be considered a service in the countryside obtaining provisional licence from the Ministry of Health.

Article 4

He's exempt from country service.
a. Everyone who got competence from doctors, dentists and pharmacists
b. Non-Syrian Arabs and foreigners who exercised occupation within the territory of the Syrian Arab Republic for a period of five years under the authorization of the Ministry of Health and other stakeholders prior to their acquisition of Syrian Arab nationality.

Article 5

The Minister of Health may authorize doctors and dentists who perform the service of science to practise their profession in their service centres temporarily outside of official time, provided that the Ministry of Defence allows them to do so and does not account for such service from the service of the countryside required of them under the provisions of this Act.

Article 6

a. It is necessary to end the rural service of medical professionals and those who wish to remain in the profession to obtain a permanent licence within a maximum of three months from the end of this service.
b. Without prejudice to the most severe penalties contained in laws and regulations in force, a fine of 15000 L is punishable. Fifteen thousand Syrian pounds, all those who violate the provisions of paragraph (a) of this article shall be paid to the public treasury of the State and the violation shall be referred to the disciplinary board of the competent union.

Article 7

Each of the profession runs contrary to the provisions of this law, which is closed by a decision of the Minister of Health, executed through the Public Prosecutor's Office. His tools are reserved for reserve, handed over to the Ministry of Health and referred to the Ministry of Health and punishable by a fine of 25,000 to 50,000 L.A. From 5000 thousand Syrian pounds to 50,000 Syrian pounds and not to be returned to the sources prior to the final court decision.

Article 8

The Minister of Health shall issue the necessary regulatory decisions to apply the provisions of this Act.

Article 9

The provisions of this Act apply to persons with medical professionals who are licensed to perform rural service under the provisions of Legislative Decree No. 15 of 1967.

Article 10

It shall terminate the work of Legislative Decree No. 15 of 1967 and its amendments and all provisions in contravention of this Law.

Article 11

This law is published in the Official Journal.
