Energy conservation law
President

Based on the provisions of the Constitution, and what was approved by the People's Assembly in its meeting held on 02/20/1430 AH corresponding to 15/2/2009 AD, issued the following:

Definitions and terms
Article 1


Definitions

The following words and expressions, wherever they appear in this law, what is shown next to each of them:

· Law: the law of conservation of energy

· Minister: The Minister of Electricity

· Position: National Centre for Energy Research updated by Law No. 8 of 2003

· Board of Directors: The Board of Management of the National Center for Energy Research

· General Manager: Director of the National Energy Research Center.

· Fossil fuels: oil or natural gas or coal or shale.

· Energy carriers: are all materials that contain potential energy being converted so they can be used in various areas of human activity, such as oil and its derivatives, natural and bio-gas, electric power, coal, wind, solar radiation, biomass.

· Energy Conservation: The procedures and measures taken to reduce the amount of energy used in the areas of production and consumption, all while maintaining the same level of performance.

· Renewable Energy: Sustainable energy is inexhaustible with consumption include solar energy, wind energy, biomass energy, geothermal energy, hydropower, tidal energy and wave energy.

· Rationalization of energy consumption: it is a set of behavioral measures and engineering measures that lead to the reduction of waste in energy consumption of various kinds.

· Improving energy efficiency: is a set of procedures and measures of engineering, scientific and technical, which lead to a reduction of the typical consumption of specific energy in the energy-consuming devices without affecting the quality of work and the use of performance.

· Energy audit: is the study of aspects of energy consumption in all forms and places of meat waste and irrational use them and develop appropriate technical solutions to improve efficiency and reduce waste to a minimum so that these solutions be economically viable.

· Link energy officer: is the factor that calls the concerned party who has sufficient experience in the field of energy conservation and raise the efficiency of its use.

· Code: expressed as a symbolic system, a technical instructions and procedures governing the subject of a scientific group to a particular application.

Part II

Objectives of the law
Article 2


Law aims to:

Shall support the economic and social development in the Syrian Arab Republic.

(B) extend the range of depletion of fossil fuel reserves available in the Syrian Arab Republic for the longest possible period.

(C) reducing the negative environmental impacts resulting from the use of various conventional energy carriers.

D contribute to meeting the requirements of sustainable development.

And it works to achieve the objectives above, according to the following:


1. Dissemination and application of energy conservation, which includes energy efficiency and conservation and raise efficiency in all areas of a lasting impact on energy production and consumption rates concepts.

2. Spread the use of renewable energies and different its applications.

Part III

Those applied by law
Article 3


This law applies to the following entities:

A- all sides produced and distributed and consumed energy of various kinds, including both governmental and private and shared.

(B) all local importers and manufacturers of consumer devices and power generation.

C unions, institutions and engineering offices, which is engaged in designing buildings, facilities and sites and equipment for energy-consuming public sector, private or shared.

D public and private educational institutions and scientific research centers, grassroots organizations, NGOs and religious bodies.
Article 4


Committed actors mentioned in Article 3 of the provisions of this law by applying the following procedures:

A- energy conservation by rationalizing consumption and raise efficiency in the short, medium and long term in accordance with the provisions of this law.

(B) to take advantage of renewable energy applications and increase the participation of these applications in all sectors.

(C) the adoption of energy conservation during the design, implementation and use in all areas stage concepts.

D orientation towards local manufacturing, import and marketing of equipment and materials for energy-consuming high-efficiency as well as tools and equipment renewable energies with high levels of technical applications.
Part IV


First chapter

Center tasks in law enforcement gallery
Article 5


Center tasks defines as follows:

A follow-up application of the provisions of this law and monitor how well they adhere to it.

(B) the development of policies and strategies in the field of energy conservation and to identify the needs of the diameter of the energy in the near and distant future.

(C) preparation of draft laws to Astsaddarha assets and projects the regulations and codes governing the procedures for energy conservation in all forms and the development of the uses of renewable energy applications in all sectors and in collaboration with universities and scientific research centers, ministries and institutions concerned, including the Organization for Standardization and the Syrian Arab Standards and Order of Syrian Engineers and filed for by the minister to the cabinet for approval in assets before putting them into effect.

G make the necessary laboratories to test and evaluate the performance and development of the systems used in the fields of energy conservation.

H preparing awareness and education programs in the field of energy conservation and published in the visual media and the print and audio-exhibitions and the preparation of training courses in the field of energy conservation to other stakeholders in addition to cooperation with the Ministry of Education to introduce the concepts of energy conservation in the school curriculum and guide associations civil and popular organizations and religious bodies to adopt these programs and activated after providing them with the information necessary to do so and data.

I implementation of projects in various fields of energy conservation to recover the amounts paid from the savings resulting from the implementation of these projects to the point of her relationship with a portion of the profit determined by the Board of Directors and the proposal of the director general of the center values.

J guiding the private sector and its role in energy conservation and stimulate the creation of private companies or shared with the concerned authorities in the country in accordance with the provisions of laws and regulations for energy services.

K. Work with stakeholders to include science and the concepts of energy conservation in the curriculum as well as the graduation licensed in this science from different grades and include axes rationalization of energy consumption and raise efficiency and use of renewable energies in the plans applied scientific research and the inclusion of renewable energy research projects scientific research plans.

L work with the private sector to take advantage of the power generation potential of using renewable energy sources.
Chapter II


Organizational units to conserve energy
Article 6

Organizational units divided into two parts:

B Sub-organizational units: an updated units in the installations and sites identified by the central organizational units in cooperation with the Center whether public or private, and depending on the consumption of energy and overall consumption typical quality of these facilities, locations and operate these units in accordance with the directives of the central organizational units and the center in accordance with the tasks assigned They and are described later in this law.

Energy conservation in the industrial sector
Article
8

Energy conservation in the industrial sector
procedures
1. The organizational units to keep updated energy in the ministries of industry, electricity, oil and directorates in the provinces and industrial institutions affiliated productivity and industrial sectors all wherever they may be centralized organizational units oversees sub organizational units in general industrial facilities or private and under the supervision of the ministries concerned.

2. Be central units link between the sub-organizational units in industrial plants and the center.

3. Sub-tasks of organizational units to conserve energy in industrial facilities:

A- create databases Basthlakat all energy carriers and production quantities of equipment and everything related to energy-consuming in the public or private their existing unit.

B prepare monthly and annual reports for the various aspects of energy consumption according to pregnant graphical models approved by the center and provide it with the information to be contained in these reports that affect the privacy of private facilities and the center is used only to achieve the provisions of this law.

(C) identify opportunities for energy conservation and raise the efficiency of use by setting energy audit studies in collaboration with the central organizational units and the center and to propose appropriate and feasible solutions economically.

D implementation of all the work assigned to them by the central organizational units and the center in order to implement the provisions of this law.

4. It provides sub-organizational units of hardware necessary for the preparation of reports and studies energy energy audit at the expense of facilities that owns these units and equipment.

5. Considering energy reports and energy audit studies for industrial plants by the central organizational units and the center and the selection of projects proposed for implementation, according to the results of feasibility studies.

6. Industrial establishments committed to the implementation of projects proposed and approved by the central organizational units and the center while the center verification and certification that a meeting instead of sets depending on the value and size and type of project and within the limits of the percentage ranging from 5 to 15 percent of the value of savings quotient.

7. The center in cooperation with the concerned parties to study and prepare regulations, standards and codes and instructions for improving energy efficiency and conservation in the public and private industry.

8. Industrial installations and institutions committed to the content of the regulations and codes above mentioned.


9. Issued by a decision of the Council of Ministers regulations and codes for improving energy efficiency and conservation in the industrial sector at the suggestion of the Board of Directors and become binding after six months from the date of publication in the Official Gazette.

Part VI

Energy conservation in the domestic, commercial and service sectors
Article 9


Energy conservation in the domestic, commercial and service sectors
procedures
1. All public donors for building permits and the Association of Engineers and the engineering companies and public and private offices, designed and constructed buildings comply with the content of the regulations and codes and instructions for the buildings, which notes the following matters:

(A) the use of renewable energy applications in all private and public buildings.

(C) the use of energy-saving lighting systems, and the adoption of natural lighting concepts.

D optimal design of the buildings in order to improve thermal performance and energy efficiency in them.

E use remnants of cities and towns in the field of energy.

2. All public donors for building permits and the Order of Engineers, companies and public engineering and offices and special designed and constructed buildings is committed to the inclusion of the use of solar water heating within the design plans, taking into account all the basic needs to be added to the building to facilitate the use of these systems systems.

3. Encourage all public and private enterprises, including farms and residential complexes for the use of electric power generation facilities from renewable energies collective and individual Epeshklleha and connectivity with distribution networks through a bi-directional counters.

4. The organizational units to keep updated energy in ministries and public institutions and Engineers Association and its branches in the provinces and other public donors for building permits centralized organizational units entrusted with the following tasks:

Shall be responsible for supervision, audit and monitor the implementation of what is stated in items 1.2 and provide the center with the necessary information and documents that prove good execution.

5. The center in cooperation with the concerned parties to study and prepare regulations and codes and guidelines for energy conservation.


6. Issued by a decision of the Council of Ministers regulations and codes for energy conservation in the residential, commercial and service buildings, public and private at the suggestion of the Board of Directors and become binding after six months from the date of publication in the Official Gazette.

Title VII

Conserve energy in the transport sector
Article 10

1. The central organizational units to keep updated energy in the Ministry of Transport and its directorates in the provinces are responsible for the study of improving energy efficiency and conservation measures in the transport sector in coordination with the center.

2. Tasks of organizational units to keep updated energy in the Ministry of Transport and its directorates:

3. Adoption of policies, strategies and techniques to conserve energy in the transport sector on to note the following:

Shall develop and mass transit modes inside and outside the cities in order to ensure optimal use of energy carriers.

(B) improve the efficiency of energy use in the mechanisms and the adoption of energy label them.

C emphasis on the need to improve the efficiency of the bus drives through adherence to audit the technical performance and gaseous emissions and stimulate the use of transport modes that rely on advanced technologies that contribute to improving the efficiency of energy use and conservation.

Part VIII

Energy conservation in the agricultural sector
Article 11


Energy conservation in the agricultural sector
procedures
1. The organizational units to keep updated energy in the ministries of agriculture, irrigation and directorates of the two provincial agricultural institutions affiliated to the Ministry of Agriculture and the Agricultural Engineers Association and its branches in the provinces centralized units oversees sub organizational units in the public and private agricultural enterprises.

2. Be central units link between the sub-organizational units in agricultural facilities and the center.

3. Sub-tasks of organizational units to conserve energy in the agricultural enterprises:

D implementation of all the work assigned to them by the central organizational units and the center in order to implement the provisions of this law.

4. Notes the energy reports and energy audit studies the following points:

A. agricultural mechanization.

(B) water pumping techniques for irrigation purposes.

C livestock facilities.

D agricultural and animal waste in the field of energy use.

E use of renewable energy technologies in various areas of agricultural cutter.

5. Considering energy reports and energy audit studies and feasibility studies for agricultural facilities by the central organizational units and the center are selected projects proposed for implementation, according to the results of these studies.

6. Agricultural enterprises committed to the implementation of projects proposed and approved by the central organizational units and the center.

Title IX

Government facilities
Article 12


Following government facilities include:

Shall adopt symbolic wages and incentive to meet the inspection and testing of the energy performance of the tools and equipment, fixtures and energy-consuming testing and evaluating the performance of renewable energies determined by the Board of Directors Forum organized in coordination with the concerned authorities and issued by a decision from him.

Determining symbolic wages by the center to meet the energy audit preparation of all buildings and facilities studies upon request and are approved by the Board of Directors.

(C) granting bonuses for research, business and effective inventions in the field of energy conservation in the light of the proposal for the center and the approval of the Presidency of the Council of Ministers.

D allocation of bonuses to employees in government agencies and all who are committed to the implementation of energy conservation measures in accordance with the applicable laws and regulations and the disposal of the party that followed her workers and derived from the savings balance has as a result of the application of this law.
Part X


Irregularities
Article 13


Shall identify irregularities in the context of the application of the provisions of this law, as shown below:

1. Lack of commitment to the implementation specified by the organizational units and the center projects.

2. Non-application of the regulations and codes and instructions issued in the context of the application of this law.

3. Not to apply the procedures set out in the fifth, sixth, seventh and eighth doors except for the occupants of the role of residential buildings.

Article 14

Article 15


Center called national coordinator of this law.
Article 16


The entities covered by this law to provide the center with:

A- instruments creating organizational units to conserve energy and functions of personnel charged with the work and the names of persons who will be the task of the energy liaison officers immediately upon entry into force of this law.

Article 17


Issued executive instructions to the provisions of this law, the decision of the Minister of Electricity at the suggestion of the Board of Directors.
Article 18


This law shall be published in the Official Gazette and shall come into force after six months from the date of publication.
