The 2010 38 law defining State budget appropriations for fiscal year 2011 President of the Republic based on the Constitution and approved by the Assembly in its meeting dated 14-1-1432 Hijri to Gregorian 20-12-2010



Issued: article (1) determine the General State budget appropriations for fiscal year 2011 to a total of $835 billion Syrian pounds only eight thirty-five billion Syrian pounds does not spread over the departments and branches and sections as indicated in the statement of expenditure table attached to this law.

Article (2) is estimated revenue of the State budget for fiscal year 2011 to a total of $835 billion Syrian pounds only eight thirty-five billion Syrian pounds only revenue schedule attached to this law.

Article (3) the total current appropriations and estimated investment of General Administrative and economic actors in the State budget of 2564 billion Syrian pounds only two thousand five hundred and sixty-four billion seven hundred million Syrian pounds to 2011 as follows.



A-current appropriations defined for public management and specific investment allocations for general administrative and economic actors for $835 billion Syrian pounds only eight thirty-five billion Syrian pounds.



B-ongoing uses appropriation estimates for public economic actors State budget principle Soofi according to schedules to the amount of 7-1729 billion Syrian pounds only thousand seven hundred twenty-nine billion seven hundred million SP to change.

Article (4) issued public budgets of an economic nature and construction by order of the Minister of finance after the issuance of this law and specifying the share of public debt and fund the institution or company of the estimated budget surplus.

Article (5) Act appropriations for State participation in price fixing and allocation of capital for public economic nature and construction by a decision of the Minister of finance under the filter and exchange orders signed by him.

Article 13 conduct promotional Rewards credits allocated in the State budget for 2011 to faculty members who study in Syrian universities in addition to teaching at the original universities including the clock of balancing both universities Damascus Aleppo Baath November Euphrates and not exceeding 3 million SP for each University.



Amounts excluded by virtue of the provisions of this article of the compensation limits and rewards provided for in the laws and regulations in force.

And-resolutions of the Minister of agriculture and agrarian reform of agricultural scientific research workers and studies in an amount not exceeding three hundred thousand pounds.



G-resolutions of the Minister of higher education in the field of scientific research and studies in an amount not exceeding three hundred thousand pounds.



H-resolutions of the irrigation Minister for scientific research and studies in an amount not exceeding three hundred thousand pounds.



Amounts excluded by virtue of the provisions of this article of the compensation limits and rewards provided for in the laws and regulations in force.



I-resolutions of the Minister of industry in research and scientific studies and industry in an amount not to exceed three hundred thousand pounds.

Article (15) acted upon approval by the Prime Minister of higher education decisions incentive awards in an amount not to exceed five hundred thousand SP credits from the budget earmarked in the rewards section 18, Ministry of higher education for 2011 for educational bodies including the clock and workers in universities and colleges, graduate students and others who work to achieve acceptance of new students in universities and colleges and registered by computer 2010-2011 school year and exclude disbursements under the provisions of this article of the Compensation limits and rewards provided for in the laws and regulations in force.

B-running transfers investment operations appropriations between items and paragraphs by a decision of the Minister of Finance upon proposal of the competent Minister.



C-run transfers appropriations for investment transactions between branches and departments by decision of the Prime Minister upon proposal by the Minister of finance.




D-place plugins and estimated budgets transfers General construction and economic entities in accordance with the provisions of the decrees no 489 for 2007 and # 2686 to 1977.

Article (20) no transfer of appropriations contained in a field outside resources and add them to the provisions in the field of domestic resources.

Article 21 allows public debt fund public entity grants a loan without interest rate not to exceed 30 percent of the approved annual cost for small units implementation project youth housing.

Article (22) allows the public debt Fund grants PTC road transportation loans through 2011 without benefit to finance investment projects allocated state budget funding is final.

Article (23) deferred payment attribution established Treasury cash accrual coverage old meeting arising from price fixing and old previous benefits and cumulative state budget accrued and unpaid benefits until 2011 and distributes ten equal annual installments first installment begins in 1-10-2026.

Article (24) Notwithstanding the provisions of the Legislative Decree number 60, 2007



A Central Bank of Syria shall grant the Treasury public debt Fund loans and advance payment of logistical deficit and deficit of the State budget for 2011.



B-insert the loans and advances granted under this Act to the elements of paragraph (5) of article (34) of the code of currency and credit Council 23 17-3-2002 date.

Article (25) conduct current appropriations for departments and treasury services, tax and real estate services query ramshackle State of the Ministry of finance in the provinces based on the provisions of Legislative Decree No 64 2010 filter commands of balancing the General Commission for taxes and fees for 2011.

Article (26) the Minister of finance to implement the provisions of this law.
