Based on the Constitution

and as approved by the People's Assembly at its meeting held in the date of 141-1432 A.H., to the year 20-12-2010, my birth.

The following are issued:

Article (1)

The state budget allocations for the fiscal year 2011 are set at 835 billion Syrian pounds, only 800 and thirty-five billion Syrian pounds, not spread over sections, branches and doors, according to what is contained in the schedule of expenditure statements accompanying this law.

Article 2

The revenues of the state budget for the fiscal year 2011 are estimated at 835 billion Syrian pounds, only 800 and thirty-five billion Syrian pounds, not according to the revenue schedule of this law.

Article 3

The total current and estimated investment and investment allocations for administrative and economic public bodies in the state budget are only 7, 2564 billion Syrian pounds, only 2,000 thousand pounds, four hundred and sixty-four billion Syrian pounds, no other than 2011, distributed as follows.

a. The current appropriations for administrative public bodies and the specific investment allocations for administrative and economic public bodies in the amount of 835 billion Syrian pounds only 800 and thirty-five billion Syrian pounds, no other than that.

(b) The estimated ongoing uses of economic public bodies associated with the general budget of the State in accordance with the principles attached to the tables attached to 7.1729 billion Syrian pounds only thousand, twenty hundred and twenty-nine billion, and a total of Syrian pounds, not to be changed.

Article 4

The balance sheets of public bodies of an economic nature and establishment shall be issued by a decision of the Minister of Finance after the promulgation of this law, in which the share of the public debt fund and the institution or company shall be determined from the estimated budget surplus.

Article 5

Provision of appropriations for the State contribution to price stabilization and the allocation of capital to public bodies of an economic nature and establishment by decision of the Minister of Finance under the liquidation and disbursement orders of the Minister of Finance.

Article 6

a. Expenditure for mail, lightning, telephone and consumption of electrical power and water shall be deemed to be mandatory and shall not be charged and acted within a period not exceeding five days from the date of submission of its exchange documents.

b. The Minister of Finance may move civil service accounts to the targets specified in paragraph (a) That's the equivalent of obligations.

c. The provisions of paragraphs (a-b) of this article shall apply to ministries, public administrations, public bodies, local administration units, municipalities and public services, and public bodies of an economic nature and establishment.

Article 7

a. Stops the use of salaries and salaries of transferees from one governorate to another until the appropriations have been redistributed by decision of the Minister of Finance on the proposal of the Minister of Local Administration.

b. Transfer shall not be made from the appropriations for the education directorates in the budgets of the local councils to other departments of the county council or to other public bodies.

Article 8

a. The advances granted by treasury funds during 2010 and prior to administrative authorities shall be reimbursed based on legal texts in force under the liquidation and disbursement orders calculated on the basis of the sections and branches of the public budget for 2011 following the approval of the Minister of Finance.

b. A decision may be made by the President of the High Planning Board on the proposal of the Minister of Finance to increase the investment project funds for 2011 to pay the advances of the ready-to-use treasury funds on the basis of legal texts in effect during 2010 and before it will be reimbursed by the rest of the other Sections and branches of the public budget for 2011.

Article 9

a. The public bodies of an economic nature will finance their investment projects in the third part of the State budget and in loans.

b. The Public Debt Fund grants loans to public bodies of an economic nature to finance its investment projects in the third part of the state budget according to its financial means.

c. Public authorities of an economic nature are allowed to borrow from public banks to finance their investment projects, which are allocated in section III of the State budget.

d. The funds specified in accordance with the provisions of this article may be used only for their very specific allocation.

Article 10

All public bodies whose investment projects finance the public debt fund should set a time plan distributed over the months of the year and send them to the public debt fund within a month from the date of the issuance of this law, in particular the estimates of investment spending according to the model adopted by the Ministry of Commerce. Finance.

Article 11

a. All public bodies of an economic nature and the establishment must supply the share of the public debt fund from the budget surplus specified according to the estimates in the State budget.

b. Supply referred to in the preceding paragraph shall be determined according to a time plan distributed over the months of the year by the above-mentioned bodies and sent to the Ministry of Finance within one month of the date of promulgation of this law.

Article 12

a. To the competent minister or in his ruling, and by decision, to exchange incentive rewards within the allocated provision for work incentives for his ministry or other funds to balance his ministry with a sum of no more than 500 thousand Syrian pounds and to exchange incentive rewards within the allocated provision of no amount. Fifty thousand Syrian pounds exceeds the job incentives for employees of each public sector or a public sector company under whose supervision it exceeds the budget of one million Syrian pounds from the budget appropriations for that or other employees in the state.

b. To the President of the Executive Office of the Governorate Council and, by decision, to disburses incentive rewards within the allocated provision for work incentives for the directors of the county council or other employees in other public bodies within an amount not exceeding 50,000 Syrian pounds of appropriations. The Observatory for this purpose is to balance the Secretariat of the Department of State and to spend a similar amount to those working in the city councils, countries and municipalities affiliated to the governorate council or other employees of other public bodies whose budget exceeds one million Syrian pounds from the budget of the concerned party.

c. The remuneration of the remuneration referred to in the preceding two paragraphs of the appropriations shall be made in the emoluments clause of the budget of the Ministry, the public, the institution, the company or the enterprise.

(d) Promotive rewards shall be disbursed within a portion of twelve parts of the amount specified in paragraphs (a-b) Add the balance of undisbursed appropriations during the previous months of the year.

e. Amounts disbursed under the provisions of this article shall be excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 13

The action of the reward funds for the 2011 state public budget for members of the educational body studying in Syrian universities, in addition to teaching in their original universities, including the full-time ones, from the budget of Damascus universities, Aleppo, the Euphrates Baath, and what is not. It exceeds 3 million Syrian pounds for each university.

Amounts incurred under the provisions of this article are excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 14

Acting with the approval of the Prime Minister's approval, incentive rewards according to Mili ...

a. With decisions issued by the Minister of Finance and Head of the State Planning Authority each for the workers in preparing the State budget at the limit of a sum not exceeding 500 thousand Syrian pounds per destination.

b-With decisions issued by the Minister of Finance to the employees who contributed to the automation and printing of the state budget by an amount not exceeding 300 thousand Syrian pounds, and from the appropriations allocated to this end in the budget of the Ministry of Finance.

c-With decisions issued by the minister of local administration for the workers in the study and preparation of the budgets of the local councils, within an amount not exceeding one hundred and twenty-five thousand Syrian pounds.

d-With decisions issued by the head of the State Planning Authority for those working in the economic and social studies that are included in the five-year plan, or which are added at the request of the Supreme Council for Planning with an amount not exceeding 300 thousand Syrian pounds.

e. Decisions to be issued by the Minister of Finance for staff in the studies of tax and public finance legislation with a limit of no more than 300 thousand Syrian pounds.

and-with decisions issued by the Minister of Agriculture and Agrarian Reform for agricultural scientific research workers and studies with an amount not exceeding 300 thousand Syrian pounds.

g. With decisions to be issued by the Minister of Higher Education for Scientific Research and Studies personnel with an amount not exceeding 300 thousand Syrian pounds.

h-With decisions to be issued by the Minister of Irrigation to scientific research and studies personnel with an amount not exceeding 300 thousand Syrian pounds.

Amounts incurred under the provisions of this article are excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

(i) Decisions to be issued by the Minister of Industry in the field of industrial research and scientific studies by an amount not exceeding 300 thousand Syrian pounds.

Article 15

At the approval of the Prime Minister's approval of decisions issued by the Minister of Higher Education, incentive rewards, within an amount not exceeding 500 thousand Syrian pounds, from the provisions of section 18, the Observatory, in the Ministry of Higher Education's 2011 budget for the members of the educational bodies, including Part-time workers, university workers, institutes, postgraduate students and others who work to complete the admission and registration of interns at universities and institutes for the 2010-2011 academic year and exclude disbursements under the provisions of this article of the maximum limits of compensation and rewards provided for in laws and regulations in force.

Article 16

Action taken or transferred to various sections and branches of the budget, the transformative expenditure in section 113, Section 11301, to be chaired by the Council of Ministers, with decisions issued by the Prime Minister.

Article 17

The budgets of the local administrative units, the public services and the popular work will be issued according to the legal provisions in force, and the total appropriations allocated to the various sections of the section 12202 "local councils" shall be distributed by decision of the Minister of Finance on the proposal of the Minister of Local Administration.

Article 18

a. Provision of allocations as a subsidy for export support in item 41, contributions to economic activity under section IV, Manufacturing expenditures Section 19202 "Public debt" based on approval by the Prime Minister and by means of settling and disbursement orders issued by the Minister of Finance.

b. Movement of allocated provisions in item (48) Other commitments to the ongoing operations of section IV mentioned in paragraph (a) of this article to various sections, branches, sections and budget lines by decisions issued by the Minister of Finance based on the approval of the Prime Minister, which are obligations for the appointment of close engineers and mandatory appointments "Obligations to appoint doctors, pharmacists and subsidies for the implementation of certain projects in the governorates, equipment, supplies, materials and emergency expenses."

c. Cash subsidies for displaced persons in Quneitra Governorate are disbursed from appropriations in paragraph (b) of this article based on the approval of the Prime Minister under the liquidation and disbursement orders issued by the Minister of Finance.

d. Movement of allocated provisions in section (011) To reserve investment projects in the State budget for 2011, and add to the allocations of the third door investment projects, local resources for various sections and branches of the public budget, with decisions issued by the Prime Minister on the proposal of the Minister of Finance.

e. Excludes from paragraph d of this article the transfer of appropriations for the Agricultural Production Support Fund in section (011) Backing allocations for investment projects in the State budget for 2011, to the investment allocations of the Ministry of Agriculture and Agrarian Reform, the Agricultural Production Support Fund, by decision of the Minister of Finance and the action of the appropriations allocated to the Agricultural Production Support Fund under orders. A liquidation and an exchange issued by the Minister of Agriculture and Agrarian Reform.

Article 19

a. The allocations for the ongoing operations between the sections and items of the section or section are carried out by a decision of the Minister of Finance upon the proposal of the competent minister.

The transfers between the appropriations for the doors of the local bodies are made by a decision of the Minister of Finance on the proposal of the Minister of Local Administration.

b. The allocations of allocations for investment operations between items and paragraphs shall be carried out by decision of the Minister of Finance upon the proposal of the competent minister.

c. The allocations for investment operations between branches and sections shall be carried out by decision of the Prime Minister on the proposal of the Minister of Finance.

d. Additions and transfers shall be made in the discretionary budgets of the public economic and construction authorities in accordance with the provisions of Decree No. 489 of 2007 and No. 2686 of 1977.

Article 20

Transfers from the external resources field may not be transferred and added to provisions in the local resources field.

Article 21

The public debt fund is allowed to grant the public institution for housing a interest-free loan at a rate not exceeding 30 percent of the approved annual cost of the project to implement small housing units.

Article 22

The Public Debt Fund is allowed to grant the public institution for road transport loans in 2011 without the benefit of financing its investment projects allocated in the state budget and is considered as final financing.

Article 23

The payment of treasury support placed in the cash cover shall be deferred for the cumulative old one arising from the stabilization of prices, its previous cumulative interest and the cumulative old balance of the State budget and its accrued interest and outstanding benefits until 2011, and for 10 equal annual installments to begin with the payment of the instalment The first one is 1-10-2026.

Article 24

Exception from provisions Legislative Decree No. 60 of 2007

a. The Central Bank of Syria grants the Ministry of Finance the Public Debt Fund in loans and in advance to pay the supply deficit and the state budget deficit for the year 2011.

b. Loans and advances granted under this Act shall be added to the elements in paragraph (5) Article 34 of the Monetary and Credit Council Act No. 23 Date of 17-3-2002.

Article 25

The current appropriations for the departments and departments of the Treasury, the tax query and the estate services of the State Department of the Ministry of Finance in the governorates based on the provisions Legislative Decree No. 64 of 2010 In order to liquidate and disburcise the budget of the General Authority for Taxation and Fees for the year 2011.

Article 26

The Minister of Finance shall issue instructions to implement the provisions of this Act.

Article 27

This law is published and works with effect from 1-1-2011.
