Based on the Constitution

As approved by the People's Assembly,

The following are issued:

Article 1

The expression of the Syrian Arab expatriate means the application of the provisions of this law: every Arab Syrian citizen or, in his rule, residing outside the territory of the Syrian Arab Republic, except Lebanon, is intended to work and is not paid by a public actor in the Syrian Arab country throughout his stay abroad.

Article 2

The Syrian Arabs and those who work outside the territory of the Syrian Arab Republic-except Lebanon-and do not possess a foreign nationality fee for each year of residence, shall be established according to the following:

Classes
Annual fee (USD) or equivalent in convertible currencies

Second Class:
Governmental or private actors:
1. carries a lower secondary or no scientific qualification of 75 dollars
2. High school diploma $100
3. University degree holder $125

Third category:
Factor of Arab and international organizations, bodies, institutions and companies
1. Holds a secondary certificate of $150
2. Holds a $250 college degree
3. Holds a Certificate of Competence of $350

Category IV:
1. A professional owner, a doctor, an engineer, a lawyer or a consultant who works for him. 500 bucks.
2 -A trader, an industrialist, a contractor or an investor. - A partner or a business for $700.

b. The holder is covered by more than one category from which the higher category is to be fulfilled.

c. The nationality of an Arab State in the application of this article shall not be considered a foreign nationality.

The Syrian Arab Republic and its resident rule may, in order to work outside the territory of the Syrian Arab Republic and hold foreign citizenship, be covered by the provisions of this law if they submit a signed written request for the purpose of which they wish to do so.

Article 3

Persons mentioned in Article II of this Law may alter a portion of their annual income resulting from their work abroad as a minimum annual basis according to:

Switch (USD) or equivalent in foreign convertible currencies

Category I
1. Unqualified worker $500
2. Literally $750.

Category II:
Governmental or private actors:
1. A holder of an intermediate or no scientific qualification of $750
2. High school diploma
3. Holds with a university degree 1250
4. Holds a Certificate of Competence for 1,500 Dollars

Category III:
Factor of Arab or international organizations, bodies, institutions and companies:
1. Holds of $1,500 secondary certificate
2. Holds a $2500 college degree
3. Holds of Certificate of Competence of $3500

Category IV:
1. A professional owner, a doctor, an engineer, a lawyer or a consultant (working for him) 5,000 dollars
2. A trader, an industrialist, a contractor or an investor, whether he or she is a partner or working for $7000

Article 4

At the same time, workers in the State or one of the public officials working abroad shall have the effect of any method that is, at the same time, paid by the State or public authorities, or part of the remuneration, or is not paid, or part of it, to return and alter a minimum of 25 % of the remuneration. Their wages and compensation paid in foreign currencies for the duration of their work abroad.

Article 5

Persons who have paid their fees pursuant to article II of this Law shall be entitled to enter with them the material or baggage for personal use not intended for commercial purposes once a year and within the amount of the fee paid by them under article II These are exempt from customs duties, fees and other taxes.

Article 6

The persons who paid the fees under the provisions of Article II and to alter the amounts according to Article III and who do not less than five years outside the Syrian Arab Republic are entitled to effective use of the following benefits:

1-Introduce new home furnishings including new household electrical appliances when they expire.
2. Introduction of machinery, equipment and equipment for the occupation of the expatriate profession upon completion of residence.
3-Introduction of machinery, mechanisms, equipment, agricultural and industrial equipment, and raw materials for the agricultural and industrial production processes required for the private and joint sectors.
4-The introduction of a bus, a microbus, a truck, a refrigerator or a pick-up in order to invest, provided that it has not been more than three years old.
5-Introduction of a tourist car for entry (during a visit to the catheter).
6. Introduce a tourist car for final entry if it has already been established abroad for a period of not less than ten years, provided that it has not been more than three years (when the residence expires).

The customs duties of the articles referred to in items 4 and 6 shall be paid in foreign exchange.

(c) The value of what a beneficiary may be entitled to enter under paragraph (a) of this article shall not exceed the amount of the amounts that he has altered.

Article 7

Residents outside the territory of the Syrian Arab Republic (other than Lebanon) shall be entitled to the date of entry into force of this law outside the Syrian Arab country prior to that date to complete the period required to take advantage of the benefits provided for in article VI of this Law and within The conditions set forth therein provided that the payment of fees and the exchange of amounts resulting from that period shall be made in accordance with the provisions of this Act.

Article 8

Persons covered by this Act shall be entitled to benefit from the benefits contained in article VI only once.

Article 9

Persons subject to the provisions of this Act are entitled to benefit from residential projects organized by public authorities, the joint sector and residential cooperation in the Syrian Arab Republic.

Article 10

An expatriate pension of the State shall not be regarded as the remuneration referred to in both articles I and IV of this Law.

Article 11

A-Syrian expatriate workers are entitled to participate in the public institution for social insurance and benefit from the insurance of disability, old age and death established by Act No. 92 of 1959 and its amendments.

The expatriate Syrian workers who applied to participate in the Social Insurance Corporation shall bear the sum of their dues according to the remuneration they are shown in their applications plus the legal quota of the employer and perform these contributions to the detriment of the public institution. For social insurance.

The insured shall be reimbursed by the contributions referred to in paragraph (b) of this article by foreign convertible pieces in the country of alienation.

In the application of the provisions of this article, consideration shall be given to the calculation of wages that are subject to a contribution that is not increased or met by no more than 10 % annually.

Article 12

The Council of Ministers shall issue instructions to implement the provisions of this Act, including the determination of the exchange rate.

Article 13

This Act is published in the Official Journal and is considered effective from the date of its promulgation.
