State budget appropriations for fiscal year 2006

President

Based on the Constitution

As approved by the People's Assembly at its meeting held on the date of 6-11-1426 A.H., 12-12-2005,

The following are issued:

Article 1// The appropriations for the state budget for the fiscal year 2006 are set at 495 billion L.C. only four hundred and ninety-five billion Syrian pounds, not spread over sections, branches and doors, according to the schedule of the expenditure statement approved for this law.

Article /2/ The revenues of the state budget for the 2006 fiscal year are estimated at 495 billion L.C. only four hundred and ninety-five billion Syrian pounds, not according to the revenue schedule approved for this law.

Article 3 / -Budgets of public institutions of a economic nature and public construction companies shall be issued by a decision of the Minister of Finance following the enactment of this law.

Article 4/- Provisions for the State contribution to the stabilization of prices and allocations to the capital of the economic public sector by decision of the Minister of Finance are acted upon by the Minister of Finance under the Liquidation and Exchange Orders (Liquidation Orders) by the Minister of Finance.

Article 5 / -The expenses of mail, lightning, telephone, electric power and water consumption shall be deemed to be mandatory and shall not be charged and acted within a period not exceeding five days from the date of submission of their exchange documents.

b. The Minister of Finance may move the debtor's accounts to the targets set out in paragraph (a) to the equivalent of the obligations arising from them.

(c) The provisions of paragraphs (a/and/b) of this article shall apply to ministries, public administrations, public bodies, local administration units, institutions, public companies, public sector enterprises, public construction companies, municipalities and the cuckafield.

Article 6 / A. Stops the use of salaries and salaries of transferees from one governorate to another until the appropriations have been redistributed by decision of the Minister of Finance on the proposal of the Minister of Local Administration and the Environment.

b. It shall not be possible to transfer from the appropriations of the education directorates in the budgets of the local councils to other departments of the county council or to other public bodies.

Article 7 / -The advances granted by treasury funds during 2005 and prior to the general bodies of administrative nature based on legal texts in force under the liquidation and disbursement orders calculated on the basis of the sections and branches of the 2006 public budget after the approval of the Minister of Finance.

By decision of the President of the Supreme Council of Planning upon the proposal of a minister

Article 8 / All public bodies whose investment projects finance the public debt fund should set a time plan distributed over the months of the year and send them to the public debt fund within a month from the date of the issuance of this law, in particular the estimates of investment spending according to the model adopted by the Ministry of Commerce. Article 9 / -All public institutions of a economic nature and public construction companies must supply surpluses from the estimates set out in the public budget. In accordance with the implementation of the production plan for each of them, and without the retention of funds to finance their investment projects, unless there are emergency circumstances, they are due to be appreciated by the Minister of Finance.

The supply of those referred to in the preceding paragraph shall be determined in a time plan distributed over the months of the year by the above-mentioned bodies and sent to the Ministry of Finance within one month of the date of the enactment of this law.

Article 10 / -To the competent minister or in his ruling, and by a decision, to exchange incentive rewards within the allocated provision for work incentives for his ministry or other funds to balance his ministry with an amount not exceeding 500 thousand Syrian pounds and to disburcrate incentive rewards within the allocated provision within the amount of an amount. There are no more than 50,000 Syrian pounds for working incentives for employees in every public sector or a public sector company under whose supervision it exceeds the budget of one million Syrian pounds of budget allocations for that or other employees of the state.

The Observatory for this purpose is to balance the Secretariat of the Department of State and to spend a similar amount to those working in the city councils, countries and municipalities affiliated to the governorate council or other employees of other public bodies whose budget exceeds one million Syrian pounds from the budget of the concerned party.

(c) The remuneration referred to in the preceding two paragraphs of the Observatory's provisions in the emoluments clause of the budget of the Ministry, the public, the company or the institution.

(d) The incentive bonus shall be disbursed within a portion of twelve parts of the amount specified in paragraphs (a) and/(b) plus the balance of undisbursed appropriations during the preceding months of the year.

The amounts disbursed under the provisions of this article shall be excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 11 The provision for incentive funds allocated in the 2006 State budget for members of the educational body studying in Syrian universities, as well as teaching at their home universities, including full-time ones, from the budget of both Damascus-Aleppo universities and the No more than 3 million Syrian pounds per university.

Amounts incurred under the provisions of this article are excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 12 / Acting with the approval of the Prime Minister, incentive rewards according to the following:

a-With decisions issued by the Minister of Finance and the head of the State Planning Authority in relation to the workers in preparing the state budget at the limits of an amount not exceeding 500,000 Syrian pounds for each quarter.

With decisions issued by the Minister of Finance to the employees who contributed to the automation and printing of the state budget by an amount not exceeding one hundred thousand Syrian pounds and from the appropriations allocated to this end in the budget of the Ministry of Finance.

A decision was made by the minister of local administration and environment for the workers in the study and preparation of the local councils' budgets up to one hundred and twenty thousand Syrian pounds.

-With decisions issued by the head of the State Planning Authority for those who work in auditing the economic and social studies of the five-year plan, or which will be added at the request of the Supreme Council for Planning with an amount not exceeding 300,000 Syrian pounds.

(e) Decisions to be issued by the Minister of Finance for staff in the studies of tax and public finance legislation in the amount of no more than 300,000 Syrian pounds.

With decisions issued by the Minister of Agriculture and Agrarian Reform for agricultural scientific research workers and studies with an amount of no more than 600,000 Syrian pounds.

Decisions to be issued by the Minister of Higher Education for scientific research and studies staff with an amount not exceeding 300,000 Syrian pounds.

Decisions to be issued by the Minister of Irrigation to scientific research staff and studies with a limit of 300 thousand Syrian pounds.

Amounts incurred under the provisions of this article are excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 13 / Acting upon the approval of the Prime Minister with decisions issued by the Minister of Higher Education, incentive rewards, within an amount not exceeding 500 thousand Syrian pounds, from the credits of section 18, the Observatory, in the budget of the Ministry of Higher Education for 2006, without complying with the maximum limits of the compensation. The rewards provided for in Law No. 50 /06-12-2004, include the Basic Law for State Workers of Members of Educational Bodies, including full-time employees, university workers, institutes, postgraduate students and others who work to achieve students' acceptance. The interns at universities and institutes are enrolled by the computer for the academic year 2005-2006.

Article 14 / -An act or transfer to various sections and branches of the budget shall be carried out in section 113/Section 11301/Presidency of the Council of Ministers with decisions issued by the Prime Minister.

Article 15 The budgets of the local administrative units, the public services and the popular work will be issued in accordance with the legal provisions in force, and the total appropriations allocated to the various sections of the section 12202/local councils shall be distributed by decision of the Minister of Finance on the proposal of the Minister of Local Administration and the Environment.

Article 16 / -Provision of allocations as a subsidy for export support in item 4.1/contributions to economic activity, section IV, Manufacturing expenditures Section (19202) (public debt), based on the approval of the Prime Minister and under the liquidations and disbursement orders issued by the Minister of Finance.

The provisions allocated in item 48/Other obligations for current operations under section IV mentioned in paragraph 1 of this article shall be transferred to various sections, branches, doors and budget lines by decisions of the Minister of Finance based on the approval of the President of the Council of Ministers and commitments for appointment Detachment engineers and mandatory appointments, obligations to appoint doctors, pharmacists and subsidies for the implementation of some projects in the governorates, equipment, supplies, materials and emergency expenses.

The cash subsidy for the displaced persons in Quneitra Governorate from the appropriations for them in paragraph B of this article is based on the approval of the Prime Minister under the liquidations and disbursement orders issued by the Minister of Finance.

The allocations allocated in section /011/Reserve appropriations for investment projects in the State public budget for 2006 shall be added to the provisions of section III (investment projects, local resources) for various sections and branches of the public budget with resolutions issued by the President of the Council. The Minister of the Higher Planning Council, on the proposal of the Minister of Finance and the head of the State Planning Authority.

Article 17 A transfer of appropriations for the ongoing operations between sections and items of the section or section is carried out by a decision of the Minister of Finance upon the proposal of the competent minister.

The transfers between the allocations of the doors and budgets of local bodies are carried out by decision of the Minister of Finance on the proposal of the Minister of Local Administration and the Environment.

The allocations for investment operations between items and paragraphs shall be carried out by decision of the Minister of Finance on the basis of the Minister's proposal.

The allocations for investment operations between branches and sections shall be carried out by the decision of the Prime Minister, the head of the Supreme Council, on the proposal of the Minister of Finance and the head of the State Planning Authority.

Article 18 / -Transfers from the provisions in the field of external resources shall not be transferred and added to the provisions in the local resources field.

Article 19 / -The Public Debt Fund is allowed to grant the public institution for housing a interest-free loan at a rate not exceeding 30 per cent of the annual cost approved by the State Planning Authority for the project of implementing small housing units (youth housing and judges' housing).

Article 20/- The repayment of the treasury charge in the cash cover shall be deferred for the cumulative old age arising from the fixing of prices, its benefits and the cumulative old age of the State budget and its accrued interest to the end of 2006, and an average of ten equal annual installments commencing with the payment of the instalment. The first one is 1-10-2021.

Article 1 / -The Minister of Finance shall issue instructions to implement the provisions of this Act.

Article 2 / -This Act is published and functioning as of 1-1-2006.
