On the Constitution

As approved by the People's Assembly at its ongoing session, 19 /2/1436 A.H. 11/12 2014 .

The following is issued :

Article 1

applied to the Assad Academy for updated military engineering Legislative Decree No. 19 /19/79 / The provisions of this Act.

Article 2

The following terms shall mean what is specified next to each of them wherever they are contained in this Law:

General Command: General Command of the Army and Armed Forces.

Commander-General: Commander General of the Army and Armed Forces.

Ministry of Defence

Minister: Minister of Defence

Chiefs of Staff: General Staff of the Army and Armed Forces.

Chief of Staff: Chief of General Staff of the Army and Armed Forces.

Academy: The Lion Academy of Military Engineering.

Supreme Council: Supreme Council of the Academy.

Academic Council: Council of the Lion Academy of Military Engineering.

Academy Director: Director of the Lion Academy of Military Engineering.

The officer of the war engineer: He is every officer with a military engineer's testimony based on them in the armed forces.

The university officer: He is every officer with a university degree appointed on her basis in the armed forces in accordance with the provisions of the Military Service Act.

Independent Branch: section that follows the academic leadership directly.

The branch is within a faculty: the branch that follows the faculty leadership.

Article 3

The Academy is a military educational scientific institution that is directly linked to the chief of staff based in Aleppo city, and may be entirely subordinate to Aleppo and the rest of the governorates.

Article 4

a. Preparation of military engineer officers for the various terms of reference of the armed forces with the high scientific and military competence that qualifies them to serve in the armed forces and their subordinate bodies.

b. Prepare a class of technical officers with information, skills and theoretical experience and the process that qualifies them to serve in the armed forces and their subordinate bodies.

c. Training of military engineer officers and university officers, through follow-up to graduate studies and studies of qualification and specialization.

Dr. To conduct studies and applied research and technical research in accordance with academic research plans at the Academy.

Article 5

The minimum grandfather to study at the Academy is five years of academic leave in engineering, and at least two courses of diploma he met with me.

Article 6

a. The Academy consists of colleges, technical institutes and autonomous branches.

b. Specifies the organizational structure of the Academy in the statute.

c. Colleges spoke and cancelled by decree.

Dr. The technical institutes spoke with the approval of the public leadership and the decision of the Higher Education Council met with me at the Ministry of Higher Education.

e. Branches and sections are spoken by a proposal from the Academy Council and by a decision of the General Command.

Article 7

The Supreme Council supervises the Academy and consists of:

a. Minister President.

b. The Chief of Staff is a member and Vice-President.

c. The head of training is a member

Dr. Director of Department of Officers is a member.

e. President of Aleppo University is a member

And. Director General of the Centre for Scientific Studies and Research Member.

g. The Academy Director is a member and rapporteur.

The President of the Supreme Council shall be entitled to invite such persons as he or she deems necessary to attend his meetings and shall have an advisory opinion and shall not have the right to vote.

Article 8

a. At the invitation of its President, the Supreme Council shall meet at least once a year and whenever necessary, and the meeting shall be legal if it is attended by a majority of the members, including the President or the Vice-President of the Council.

b. The decisions of the Supreme Council are the majority of the votes of those present and the President is likely to be equal.

Article 9

The statute of the Academy is issued by decree on the proposal of the Supreme Council.

Article 10

The Board shall have the following functions:

a. To develop the academic and military educational policy of the Academy within the framework of the State policy and the needs of the army and the armed forces, and to endorse its operational plans.

b. Development of the Policy for Scientific Research at the Academy.

c. Study of the Academy's proposals on amending and taking what is necessary for the statute of the Academy.

Dr. To study and take what is necessary for academic council proposals regarding the creation or cancellation of faculties, institutes, branches or sections of the Academy.

e. Take what is necessary in respect of other matters relating to it under the provisions of this Act and in accordance with the statute of the Academy.

Article 11

The Department of the Academy:

a. Academic Council

b. Academy.

Article 12

Specifies the strength, functions and powers of the Academy Council in the statute of the Academy.

Article 13

a. The Director of the Academy shall be appointed by decision of the Commander-in-Chief if he or she is military, by decree if he is a civilian, and whose functions and powers are determined by the statute.

b. The Director of the Academy assists four deputies, each of whom shall be appointed by decision of the commander-in-chief if he is a military, by decree if he is a civilian, and whose duties and powers are defined by the statute and are:

1. Deputy Academy Director.

2. Deputy Director of the Academy for Management and Technical Affairs.

3. Deputy Academy Director for Scientific Affairs.

4. Deputy Director of the Academy for Training.

c. The directors of the faculties, their deputies, the heads of branches and the scientific and engineering sections are appointed by the faculty members by decision of the commander-in-chief if they are military, and by decision of the minister if they are civilians.

Article 14

The director and deputies of the Academy are required to hold a PhD in engineering, engineering technology or a doctorate in military science (a supreme war).

Article 15

The Academy Manager is a member of the Council of Higher Education.

Article 16

The deputy director of the Academy for Scientific Affairs is a member of the Higher Board of Education that met me.

Rule 17

a. Education in the Academy shall include the following categories:

1. Educational body and include:

-Members of the faculty.

-Members of the technical body.

-Bapidators.

2. Military Training Authority

3. Visiting professors, lecturers and contractors.

b. These groups are assisted by a number of associate technicians, assistant coaches, laboratory officers and skilled workers.

Rule 18

a. The members of the educational body of the Academy apply to the members of the educational body in Syrian governmental universities and are appointed by decision of the commander-in-chief if they are military and by decision of the minister if they are civilians, based on the proposal of the academic council based on the document. to the appointment rules contained in the Law on the Organization of Universities, its implementing regulations, amendments and the decisions of the Higher Education Council.

b. The members of the academic body at the Academy shall be awarded the additional full-time compensation provided for in article 6 (b) of article 6 (b) of Law No. 7/7/year 4/2006 and its amendments from the resources of the Academy in the event of its availability, and shall determine the proportions of such compensation by decision of the following decision. General leadership.

c. The civil servants of the Academy shall be appointed by decision of the Minister in accordance with the provisions of the Basic Law of the Workers of the State and its amendments, and require the appointment of associate technicians, associate trainers and laboratory officers to be graduates of the technical institutes or their equivalent in the required competence.

Rule 19

Members of the teaching staff of the Academy maintain their scientific degrees and functional titles when they are transferred or assigned to other owners in the State, institutions, bodies or after their service in accordance with the provisions of the laws and regulations in force.

Rule 20

When necessary, Syrian Arabs may be hired to teach or supervise applied aspects of the Academy with fixed-term contracts, in which their remuneration, compensation and other rights and duties are determined. A decision is being made by the Academy Director after the approval of the Academy Board.

Rule 21

When necessary and by decision of the General Command, non-Syrian Arabs and foreigners may be hired to teach or supervise the applied aspects of the Academy for fixed-term contracts, in which their remuneration, compensation and other rights and duties are determined.

Rule 22

The compensation of the members of the Military Training Corps at the Academy shall be determined by decision of the Commander General on the basis of the proposal

Rule 23

The statute of the Academy, which does not conflict with the provisions of this Law, shall establish the following matters:

a. Colleges and their competences.

b. The technical institutes and their terms of reference.

c. Sections and sections and terms of reference.

g. Conditions of acceptance, volunteering, rank, salary, compensation and remuneration for students Officers and pupils describe officers at the academy.

h The basis and rules for preparing curricula and study plans according to the standards adopted by the Ministry of Higher Education.

i The duration and stages of the school year, holidays, holidays, exams, failure opportunities and conditions of success and graduation for student officers.

j. The duration of the school year, its stages, holidays, holidays and exams, and the opportunities for fees and conditions of success and graduation for the pupils' class of officers.

??? The rules and conditions of granting academic degrees and certificates to students officers are graduates and pupils, in line with the conditions applied in Syrian governmental universities and institutes.

For. The rules for separating officers and pupils from the academy for disciplinary reasons, others and their obligations.

M. The foundations, rules and conditions of acceptance in the studies of qualification, specialization and postgraduate studies, and the granting of degrees and certificates to student officers.

N. All other matters concerning students, officers and students describe officers and academic staff in terms of teaching, training, service, financial and administrative aspects.

Rule 24

The Academy accepts Syrian Arab citizens and those in their judgement and Arab or foreign students from the public secondary school certificate campaign (the scientific branch) or equivalent students of military engineers, depending on the decision of the general command, and in accordance with the conditions set out in the statute. Rule 25

a. Officers give successful students in final exams to graduate studies academic degree (master's degree, PhD, ...) by the commander in general, based on the success orders issued by the General Command, as they are granted the degree (master's, doctorate, ..) by the minister of higher education, based on the decision of Aleppo University Council.

b. Students who are successful in the graduation exams shall be awarded the academic degree by the commander-in-chief, based on the success orders issued by the general leadership and are granted the degree of leave in engineering with competence compatible with their competence at the Academy from Aleppo University.

c. Students are given the class of successful officers in the graduation exams, the certificate of the Institute met with me at the Academy with the competence they have succeeded in by the training authority, on the basis of the success orders issued by the general leadership, and they are granted a diploma in competence that is compatible with that competence. They succeeded in it from Aleppo University.

Rule 26

a. In accordance with the provisions of the Military Service Act, academic graduates are appointed as military engineers at the rank of Lieutenant General in the armed forces.

b. The graduate is committed to three times the duration of the study he spent in the academy. If he resigns and is accepted, he will be followed by salaries and expenses incurred during the study and demands for the remainder of his commitment.

c. Graduates of the Institute are appointed to the ranks of technical officers at the rank of Assistant to the Armed Forces in accordance with the provisions of the Military Service Act.

Rule 27

a. The study plans for the degree of leave in engineering and the systems of qualification studies, specialization and postgraduate studies are adopted by the Council of Higher Education.

b. The study plans of the academic institutes are adopted by the Higher Council for Education.

Rule 28

The provisions set out in the Ministry of Defence contracts are applied to the Academy's procurement.

Rule 29

Civil servants at the Academy apply the provisions of the Basic Law for Workers of the State (No. 50 /2004 /2004) and its amendments.

Rule 30

In all unless it is provided for in this law, it shall apply:

a. The Military Service Act of Legislative Decree No. 18 / For the year 2003 and its amendments.

b. University Organization Act No. 6 (2006 /2006) and its implementing regulations and amendments.

c. Basic Law for Workers of State No. 50 / For the year 2004 /m and its amendments.

Rule 31

The statute of the Academy shall continue to be in force until the statute of the Academy has been promulgated in accordance with the provisions of this Law.

Rule 32

It ends. Legislative Decree No. 19 /19/79 / and its amendments.

Rule 33

This law is published in the Official Journal.
