Decision n O 1/2007 of the Committee on Inland Transport Community/Switzerland concerning the system of charges on vehicles applicable in Switzerland from 1 Er January 2008

Entry into force for Switzerland on 1 Er January 2008

The Committee,

Having regard to the Agreement between the European Community and the Swiss Confederation on the carriage of goods and passengers by rail and by road 1 And in particular his art. 51, para. 2,

Whereas:

(1) According to s. 40, Switzerland has seen since 1 Er January 2001 a charge for the use of its public roads (a charge on the traffic of heavy goods vehicles). Royalties are to be determined and differentiated according to three categories of emission standards (EURO classes).

(2) For this purpose, the Agreement stipulates in s. 40, para. 2 and 4, the weighted average of the charges, the maximum royalty for the most polluting vehicle category and the maximum difference in charges from one category to another.

(3) According to s. 40, para. 6, the weights are determined by the number of vehicles per EURO standard category circulating in Switzerland. The Joint Committee shall examine the relevant censuses and determine the amounts of the three categories of charges on the basis of these weightings. Of the total kilometres travelled during the months of January 2007, February 2007 and March 2007 by vehicles of more than 3.5 tonnes on Swiss territory, 3.83 % were carried out by vehicles of the category of standard EURO 0; 2.69 % by vehicles Vehicles of the EURO 1 category; 18.79 % by vehicles of the EURO 2 standard category; 58.68 % by vehicles of the EURO 3 standard category; 6.30 % by vehicles of the EURO 4 standard category; and 9.71 % by the category of EURO 5 standard.

(4) The Joint Committee examined the censuses made available by Switzerland.

(5) It is important for the Joint Committee to decide on the weighting, the level of charges for the three categories of charges and the distribution of the categories of EURO standards between the three categories of charges.

Decides:

Art. 1

The weights shall be set at 3.83 % for vehicles of the EURO 0 standard category; 2.69 % for vehicles of the EURO 1 standard category; 18.79 % for vehicles of the EURO 2 standard category; 58.68 % for vehicles of the category EURO 3 standard; 6.30 % for vehicles of the EURO 4 standard category; and 9.71 % for the EURO 5 standard category.

Art. 2

The benefit charge for a vehicle whose total effective weight in charge does not exceed 40 tonnes and which runs a distance of 300 km, shall be:

369 Swiss francs for the royalty category 1

320 Swiss francs for the royalty category 2

272 Swiss francs for the royalty category 3.
Art. 3

The category of charge 1 shall apply to vehicles of the EURO 2 emission class and to all vehicles admitted to traffic before the entry into force of the EURO 2 standard. EURO 3 emission. The category of charge 3 applies to vehicles of the EURO 4, EURO 5 and EURO 6 emission classes.

Art. 4 Statement by Switzerland on the category of royalty 2

This Decision shall enter into force on 1 Er January 2008.

Statement by Switzerland on the category of royalty 2

Switzerland declares that it will charge for the duration of the year 2008 for a vehicle of the category of royalty 2, of which the total effective weight in charge does not exceed 40 tonnes and which runs a journey of 300 km, the amount due in 2008 for the category Royalty 3.
