I have the honour to acknowledge receipt of your letter of 22 December 1975, which reads as follows:

" I have the honour, on behalf of the Government of the Federal Republic of Germany, and referring to the Verbal notes of the Ministry of Foreign Affairs of 25 July 1974, 15 April 1975-510-511.13 SCZ-and 16 July 1975-510.511.13/2 SCZ - That the notes of the Embassy of Switzerland of 26 February 1975-NO 25/75 -473.0-, 3 June 1975-NO 74/75-473.0 (1)-, 24July 1975-NO 113/75-473.0 (1) - and 14 August 1975-NO 130/75-473.0 (1) - to propose that the agreement between the Government of The Federal Republic of Germany and the Swiss Federal Council of 21 May 1970 2 Concerning the movement of persons in local border traffic be amended as follows:

The agreement is supplemented by an art. 3 A The content is as follows:

The use of the ch will no longer be used. III of the final protocol of the German-Swiss Convention of 5 February 1958 5 On border and transit traffic. However, it is agreed that the transit pass for excursions under the new art. 3 A Is valid only for the transit routes mentioned in this Convention.

This Agreement shall also apply to the Land of Berlin, unless the Government of the Federal Republic of Germany makes a declaration contrary to the Swiss Federal Council within three months of its entry into force.

If the Swiss Federal Council approves the above proposals, this note and the note by which Your Excellency will submit this approval will constitute an arrangement between our two Governments, which will enter into force one month after That the Government of the Federal Republic of Germany has notified the Swiss Federal Council that the conditions of domestic law necessary for this entry into force are fulfilled. '
