Mr President,

I have the honour to acknowledge receipt of your letter of today, as follows:

" Referring to the Protocol concerning the implementation of the new tariff concessions and the repeal of the Agreement of 14 July 1950 to the Treaty of Trade between Switzerland and Italy of 27 January 1923 1 I would like to confirm to you that during the negotiations that took place in Geneva for the provisional accession of Switzerland to the General Agreement on Tariffs and Trade 2 , our two Delegations, wishing to supplement and clarify the customs regime applicable in trade relations between the two countries, have agreed to the following additional provisions:

A. Importing into Italy

1. Position n O Ex 3 Italian customs tariff: Swiss bovine animals

It is understood that the duty-free entry laid down in the note relating to heading ex 3 of the Italian customs tariff applies to livestock and annuities of the Swiss races called Schwyz, Simmental and Fribourg which satisfies the The following requirements:

Ascendance and Genealogy:
(a)
Bulls: Genealogy proven by a certificate of origin;
(b)
Female:
I.
Annuity stamp: A certificate attesting to the purity of the breed issued by the Tories of the <Herdbook> of the Swiss races;
II.
Livestock Livestock: Certificate of descent.
2.
Productivity for bulls' mothers: Observance of the standards applied in Switzerland by the Livestock Federations.
3.
Health: Tuination certificate.
The Italian Ministry of Agriculture and Forestry reserves the right to carry out a technical check with the competent Swiss authority, with the competent Swiss authority, with regard to the livestock of an annuity entitled to the exemption of rights. Agreement.

II. Position n O 183 ex 2. Italian customs tariff: apple juice and pears

This declaration will be issued by the bodies designated by the Government of Switzerland and approved by the Government of Italy.

B. Importing into Switzerland

I. Positions n Bone 0404 ex 10 and 0404 ex 22 of the Swiss Customs Tariff 4 Provisions concerning certain Italian cheeses

1. In order to be admitted to the consolidated duties Italian cheeses imported into Switzerland will have to have a weight which remains within the limits indicated in the characteristics as representing normal weights. However, the Swiss authorities will admit a tolerance of 5 %, in accordance with the practice already in force. For the cheeses specified below, the acceptable weight limits will be as follows, with a tolerance of 10 %:
(a)
Cacioca vallo: minimum 200 g maximum 3 kg
(b)
Provolone: minimum 200 g maximum 6 kg
(c)
Italico: minimum 500 g maximum 3 kg
For these latter cheeses, there will be no autonomous limitation on the format.
2. To be admitted to the consolidated fees, "Italico" cheeses shall bear one of the names and come from one of the manufacturers mentioned in the list annexed to this Protocol. Amendments may be made to this list of agreements between the two Governments. Any proposals for amendment will be submitted by the Italian authorities to the competent Swiss authorities once a year. The Italian authorities will attach to each new proposal a sample of the cheese in question in its original package with the label, as well as a detailed description of the characteristics.

II. Position n O 0603.10/22 of the Swiss customs tariff: cut flowers

Position n O 0701.52 Swiss customs tariff: peppers, etc.

Position n O 1601.10 and 20 of the Swiss customs tariff: salami, etc.

As long as the import quota in Switzerland of these products remains in effect, it is understood that the current rate will be maintained without change. The new rates in the list 5 Annexed to the Declaration of Provisional Accession of Switzerland to the General Agreement on Tariffs and Trade, therefore, will enter into force, for each one (the products mentioned above, only at the time when the import into Switzerland of the product in Will be released.

III. Position n O 2002.10/12 of the Swiss customs tariff: canned tomatoes

It is understood that, in accordance with the Annex to the Swiss Declaration of Provisional Accession to the General Agreement on Tariffs and Trade, the following are to be considered consolidated, not only the rates of: Fr. 15. - for containers of more than 5 kg (pos. 2002.10) and Fr. 25. - for containers of 5 kg or less (pos. 2002.12), but also the Fr. 10 margin. - between large and small containers.

IV. Position n O 2205 Swiss Customs Tariff: Fresh Grape Wine

1. It is understood that without regard to the right of monopoly over alcohol and customs duties (statistical right, etc.), customs duties, as well as additional duties and compensatory taxes, will not exceed total duties Consolidated.
2. Slightly petitive Italian wines such as Freisa, Recioto, Lambrusco, Brachetto, Gragnano, in bottles, are allowed under heading No. O 2205.30 (in bottles), provided that their carbon dioxide content exceeds 4 grams per litre."

Mr President,

I have the honour to acknowledge receipt of your letter of today, as follows:

" Referring to the Protocol on the Implementation of the New Tariff Concessions and the Repeal of the Agreement of 14 July 1950 to the Treaty of Trade between Switzerland and Italy of 27 January 1923 6 I would like to confirm the following:
In the negotiations that took place in Geneva for the provisional accession of Switzerland to the General Agreement on Tariffs and Trade 7 , the Italian Delegation requested that the current rates of fr. 600. - per 100 kg gross, also maintained in the government project of a new Swiss customs tariff 8 To n Bone 5104.70 and 5104.80: Woven fabrics of artificial textile fibres, <teints> and <yarn teints>, are reduced to fr. 500. - at a minimum, in respect of linings for linings identifiable as such falling under those numbers and defined in the list of concessions granted by Switzerland to Italy. The Swiss Delegation was not in a position to reduce at this time the rates in question below fr. 540.-; however, the Swiss Government undertakes not to apply a higher rate to fr. 500. - no later than from 1 Er January 1960."
