The Embassy of Switzerland presents its compliments to the Ministry of Foreign Affairs of the Republic of Uzbekistan and has the honour to acknowledge receipt of its note of 31 October 1996, which reads as follows:

" The Ministry of Foreign Affairs of the Republic of Uzbekistan presents its compliments to the Embassy of Switzerland in Tashkent and has the honour to propose to conclude an Agreement between the Government of the Republic of Uzbekistan and the Council Swiss Federal Travel Freedom, which reads as follows:
< 1.
Nationals of a Contracting Party, with a residence permit or a valid entry visa, shall be permitted to move freely, without special authorization, throughout the territory of the other Contracting Party, subject to Restrictions and prohibitions on access to national security works and sites.
2.
This Agreement shall not affect the obligations of Contracting Parties to third States.
3.
Each Contracting Party reserves the right to regulate the stay of the citizens of the other Contracting Party according to its own legislation.
4.
This Agreement does not limit the right of a Contracting Party to introduce a compulsory visa regime for entry into its territory.
5.
This Agreement shall be concluded for an indefinite period of time and may be denounced by each Contracting Party on a three-month written notice.
If the Swiss Federal Council is ready to accept the above provisions, this note and the reply note from the Embassy constitute an Agreement between the Government of the Republic of Uzbekistan and the Swiss Federal Council on Freedom of Shall enter into force 30 days after the last notification by which each Contracting Party communicates to the other the completion of its internal procedures required for that purpose."

The Embassy confirms, in this note, that the Swiss Federal Council approves the terms of the Department's note, dated today. Accordingly, the note by the Ministry constitutes with the present note an Agreement between the Government of the Republic of Uzbekistan and the Swiss Federal Council on Freedom of Travel, which will enter into force 30 days after the last notification by Each Contracting Party shall communicate to the other the completion of its internal procedures required for that purpose.

The Embassy takes this opportunity to renew to the Department the assurance of its high regard.
