Having regard to art. 12, para. 3, 13 and 60 of the Federal Act of 23 June 2006 on University Medical Professions (LPMed) 1 ,

This Order governs:
1 The federal review makes it possible to verify that the objectives set out in the MBR are being met.
2 The federal review takes place after the completion of one of the courses of study accredited in accordance with the LPMéd (art. 23 LPMed) or one of the recognized foreign studies (art. 33 LPMed).
3 The federal review is consistent with the state of science and international requirements and principles.
1 The general and specific training objectives for each profession set out in the LPMEds and the Swiss catalogues of training objectives for accredited courses in the academic medical professions constitute the basis for The content of the federal review is based on 1 .
2 The "University Training" section of the Medical Professions Commission (MEBEKO), on the basis of a proposal from the review panel, sets out the content of the federal review for each academic medical profession.

1 The Federal Department of the Interior (DFI), after consulting the "University training" section of the MEBEKO, defines the principles and modalities of the various forms of examination.
2 The "university education" section of MEBEKO determines, on the proposal of the review panels, the forms of examination for each academic medical profession.
1 The federal review may consist of one or more tests. The tests may contain partial tests.
2 The words "successful" or "unsuccessful" are used to evaluate each test.
3 The federal review is deemed successful when each test is marked "successful".
4 In the event of a test, the benefits provided in the partial tests can be compensated between them. The MEBEKO, section "university education" defines the terms of compensation.
5 The MEBEKO, "University Training" section defines, for each test and on the proposal of the review panel, the conditions that candidates must meet in order for the tests to be deemed to have been successful. To do so, it takes into account the objectives and content of the training. The conditions will be kept constant through an appropriate procedure.
1 If the "university training" section of MEBEKO does not recognize a foreign degree and asks its holder to pass the federal review, it determines:
2 In so doing, it takes into account the professional background and experience of the holder, in particular in the Swiss health system.
1 After consulting the "University training" section of MEBEKO and the training institutions, the Federal Council establishes, for each academic medical profession, a review panel in which each training institution is Represented.
2 On a proposal from the DFI, it appoints a chairman and four to eight members for each review panel.
3 In collaboration with the training institutions of the academic medical professions, review panels ensure the preparation and organization of the federal review. In doing so, they represent the interests of Confederation.
4 Review panels perform the following tasks:

2 The chairperson of the review panel shall designate his or her alternate.

2 They decide on the validity of the grounds for prevention or interruption.
3 If the number of qualified examiners is insufficient, site managers may appoint other ad hoc specialists to perform the function of examiner. They communicate the names of these persons to the secretariat of the "university training" section of the MEBEKO.
1 The "University Training" section of MEBEKO maintains a list of authorized examiners and establishes the tasks assigned to them.
2 The review panels shall submit names of persons who may work as an examiner.

4 Examiners can perform their duties until the end of the year in which they reach the age of 70, as a result of which they are removed from the list.
1 The federal review is conducted once a year. The dates must be fixed according to the university exams and the end of the semester.
2 The "University Training" section of the MEBEKO sets the dates for the federal review, on the proposal of the review panels.
1 Applicants for the federal review must register with the Secretariat of the "University Education" section of the MEBEKO at the latest by the official closing date for enrolment.
2 Before the beginning of each academic year, the MEBEKO, section "university education" publishes the official closing date of the entries in the table of deadlines.
1 The high university schools communicate, in due course, to the section "University training" of the MEBEKO the names of the persons who have completed the corresponding accredited course of study.
2 Candidates who, pursuant to s. 12, para. 2, LPMéd wish to introduce themselves to the federal chiropractic examination, must prove to MEBEKO, section "university education", no later than one month before the start of the tests:
3 The "University Training" section of the MEBEKO decides whether or not a candidate is eligible for the federal review.
4 In the case of registration after the official closing date of the entries, the candidate is not admitted to the federal examination, unless he or she cannot claim correct reasons, such as illness or accident. 1

The secretariat of the "University training" section of the MEBEKO establishes, for site managers, the list of candidates allowed to present themselves.
1 A registered candidate may withdraw his or her registration before the tests start. He must inform him in writing of the MEBEKO, section "university education".
2 Anyone who withdraws their registration must pay the registration fee.
3 Any person who withdraws his registration after receipt of the admission decision must also pay the examination fee, unless he or she cannot claim fair grounds, such as illness or accident.
4 The MEBEKO, section "university education", decides on the validity of the grounds.
1 If a candidate renounces the examination without having withdrawn his or her pre-registration or does not continue the federal review, he or she is deemed to have failed, unless he or she cannot claim fair grounds, such as illness or accident.
2 The candidate must notify the site manager without delay that he or she is withdrawing from the examination or interrupting the test. They must submit or spontaneously send the credentials, such as a medical certificate.
3 The site manager decides whether the reasons given are valid and informs the secretariat of the "university training" section of the MEBEKO.
4 If the reasons given are valid, the applicant may register for the following session. If the test consists of several partial tests which the candidate has not all been able to pass because of an interruption of the examination for valid reasons, the candidate must pass the test in its entirety, including all the tests Corresponding partial sessions, at the next session.
5 The registration fee is payable in all cases. If a candidate waives the examination, he or she must pay the examination fee, unless he or she cannot claim fair grounds. In the event of an interruption, the examination fee is payable.
1 The federal review is not public.
2 Persons who wish to attend the federal review must obtain authorization from the chairperson of the review panel.
3 The members of the "University Training" section of MEBEKO and the Review Board have ex officio access to the examinations.
1 A candidate who has failed a federal review may register for the next session.
2 Only tests that have been evaluated as "not successful" must be repeated.
3 In the event of failure, the federal review may be repeated twice.
The candidate who has failed the federal review three times is no longer eligible for a new federal review of the same academic medical profession.
1 The chairperson of the review panel shall notify the candidate of the outcome of the federal review by decision.
2 The names of successful candidates for the federal review are published on the Internet and in another appropriate manner.
1 The "University Training" section of the MEBEKO ensures that all documents relating to the federal review are kept for two years after the results are communicated.
2 In the event of an appeal, the documents will be kept until the decision on appeal is entered into force.
The successful candidate for the federal review receives a federal degree accompanied by a card (laminated card).
1 The "University Training" section of the MEBEKO may invalidate a successful federal review if it appears after the fact that the candidate, through false or incomplete statements, has improperly obtained the right to attend. She can state that the federal review was not successful if the candidate influenced the outcome through illicit means.
2 Site officials may exclude from the federal review a candidate who behaved inappropriately during a test or attempted to influence his or her outcome through the use of illicit means; they inform the Chairman of the committee And the "university training" section of the MEBEKO.
3 Depending on the severity of the fault, the "university education" section of the MEBEKO declares the federal review as "unsuccessful".
1 The "university training" section of MEBEKO administers a database. It contains the applications received, the admission decisions and the following information about the candidates:

1 The "University Training" section of the MEBEKO provides the Federal Office of Public Health (FOPH) with all the data concerning successful candidates for the federal art examination. 24, para. 1, let. A to g, for the register of medical professions.
2 It shall communicate to the secretariat of the representative of the Federal Council for the Coordinated Health Service the name, first name, address and date of birth of the successful candidates of the federal examination of human medicine, dentistry, chiropracticism or Pharmacy.

3 If the candidate is to pass or repeat only portions of the federal review, the taxes are prorated.

1 The site managers receive an annual fee of 8000 francs and an allowance in proportion to the number of candidates that the "university training" section of the MEBEKO will have communicated to them for the year concerned.

The rates applicable to the allowances for examiners are as follows: 1

1 Anyone who takes part in an examination as a specifically trained patient (standardized patient) receives 50 francs per hour for the preparation of federal examinations and participation in those examinations.
2 The reimbursement of costs related to the preparation of federal examinations and participation in such examinations shall be governed by the provisions applicable to the personnel of the Confederation.

1 The allowance rate for auxiliaries preparing premises or equipment for the federal review is set at 25 francs per hour.

1 If premises outside the university training institution are to be rented to organize the federal review, site managers agree to the rent payable after agreement with the Secretariat of the "University Training" section of the MEBEKO And with the OFSP.
2 After agreement with the FOPH, the printed matter is ordered from the Federal Chancellery and paid by the OFSP.
3 The costs of printing and translating the questions for all the tests of the federal review are borne by the Confederation. 1
4 The Confederation is responsible for the cost of providing assistance to applicants if this material originates from Confederation.

If the content of the examinations which the candidates have to pass in accordance with the law in force and that of the examinations to be passed according to the new right overlaps, the "university training" section of the MEBEKO, on a proposal from the committee Review, may decide:
