1 A Joint Committee to review the assessment of the functions referred to in Art. 25, para. 2, of the order of 15 March 2001 for staff in the field of FIF 1 (Review Committee on the Assessment of Functions) is hereby established.
2 The Commission issues classification recommendations in the event of a challenge to the evaluation of the duties.
3 It may be associated with the review of the classification of function groups or the assessment of classification models and may make recommendations in this regard.

1 The committee is equal. It comprises the President, four members and four alternate members representing employers, as well as four members and four alternate members representing employees.
2 On the proposal of the two FIUs and the four research institutions, the Vice-President and Delegate of the Council of EPF designates the four members and the four alternate members who will represent the employers. He instructed a member of his staff to preside over the committee.
3 The staff associations shall designate the four members and the four alternate members who shall represent the employees.
4 For the rest, the committee is organising itself.
1 The Commission may have before it the review of a classification decided by the EPF Board or by the EPF or the research institution concerned:
2 The application must contain a duly justified proposal.
3 Any member or alternate member of the committee may propose a review of the classification of function groups or the assessment of classification models within the FIF Council, in a FIF, in a research institution or in the field EPF.
1 The staff service of the EPF Council provides the secretariat of the committee.
2 The secretariat shall prepare the necessary documentation for the preparation of decisions.
1 The committee is convened by its chairman.
2 It shall take its decisions on the basis of the written documentation available to it. It may instruct a delegation to carry out checks at the applicant's place of work.
3 The members of the committee recuse themselves when their impartiality is likely to be compromised by personal involvement.
1 The Commission shall deliberate when the President, at least two representatives of the employer and at least two employee representatives are present.
2 The committee takes its decisions by a simple majority. The President shall not vote with the members, but shall decide in case of equality of votes.
1 The panel shall forward its recommendations to the FIF Board, the FIF or the research institution, as well as to the person who has requested the review or proceeding referred to in s. 3, para. 1.
2 When the commission is seized under the conditions set out in s. 3, para. 1, let. A, the EPF, the EPF or the research institution concerned shall, within 30 days, make a new classification decision and communicate its contents to the person concerned and to the committee. The new classification decision is based on the recommendation of the committee; any departure from this recommendation must be justified.
This order shall enter into force on 1 Er May 2002.
