¹ Federal degrees for university medical professions are issued by the Federal Office of Public Health (FOPH).

² Federal degrees are signed by the head of the Federal Department of the Interior (DFI) and the chairman of the examination committee.

³ The diplomas are drawn in the form of a document and a card (laminated card).

⁴ In the event of loss of the diploma or modification of the civil status, a new diploma is not issued. A duplicate or facsimile may be requested from the secretariat of the Medical Professions Commission (MEBEKO), section "university education". The duplicate or facsimile shall be signed by the Director of the FOPH.

A specialist in a field within the meaning of Schedule 1;

² Federal post-graduate titles are signed on behalf of the Confederation by the Director of the FOPH.

Federal post-graduate degrees and diplomas are issued on the date they are obtained according to civil law reports.

¹ Foreign diplomas and post-graduate degrees recognised, issued by EU or EFTA Member States, are determined by:

A.

Annex III to the Agreement of 21 June 1999 on the free movement of persons ¹ ;

B.

Appendix III to Annex K to the Convention of 4 January 1960 establishing the European Free Trade Association ² . ³

¹ MEBEKO enters into a database the important information on federal diplomas, recognised foreign diplomas, recognised post-grades and certificates of equivalence.

² The secretariat of the "university training" section of MEBEKO records personal data relating to federal diplomas, recognised foreign diplomas or certificates of equivalence in accordance with Art. 36, para. 3, LPMéd:

A. ²

Name, first name (s), previous name (s);

B.

Date of birth and sex;

C.

Language of correspondence;

D.

Place (s) of origin and nationality (s)

E.

AVS number;

F.

Identification number for persons in the medical professions (GLN ³ );

G.

Address, telephone number and e-mail address;

H.

Federal degree, date and place of graduation;

I.

Foreign diploma recognized in accordance with s. 15, para. 1, LPMéd, date of graduation, place and country where the diploma was awarded, date of recognition of the diploma by the Medical Professions Committee;

J.

Certificate of equivalency for degrees in accordance with s. 36, para. 3, LPMéd, date of establishment, place and country where the diploma was issued, the date on which the Medical Professions Committee issued the certificate of equivalence.

³ The secretariat of the "postgraduate training" section of MEBEKO records personal data relating to federal post-graduate titles and recognized foreign post-grades as well as certificates of equivalency referred to in s. 36, para. 3, LPMéd:

A.

Foreign postgraduate title recognized in accordance with s. 21, para. 1, LPMéd, date of establishment of the title, place and country where the title was issued, date of the recognition of the title by the Medical Professions Committee;

B.

Certificate of equivalency for post-graduate titles under s. 36, para. 3, LPMéd, date of establishment, place and country where the post-grade title was issued, the date on which the Medical Professions Committee issued the certificate of equivalence.

⁴ The data referred to in paras. 1 and 2 are made available to the DFI, free of charge and as they go, for the purposes of the administration of the Register of University Medical Professions according to Art. 51 to 54 LPMéd.

⁵ The necessary data referred to in para. 2 are made available to the competent organisation for the allocation of GLN by the secretariat of the "university training" section of the MEBEKO. ⁴

At the request of the holder of a federal diploma or of a federal post-degree title, the MEBEKO confirms, where appropriate in the form of a certificate, that the document is in conformity with the European directives.

¹ The DFI controls whether the international quality standards on which the accreditation of recognised chiropracticers are based are in conformity with the quality requirements of the LPMed. To this end, it compares the international standards to the standards that the Swiss Agency for Accreditation, as referred to in Art. 22 of the Act of 30 September 2011 on the encouragement and coordination of high schools ¹ , developed according to the LPMed. ²

² Control shall take place at least every seven years.

An internationally recognized accreditation institution within the meaning of s. 48, para. 1, LPMed an accreditation agency that meets the following criteria:

A.

It must be approved by the competent authority of the State of the seat;

B.

Requires specialized expertise to review applications for certification according to federal law requirements;

C.

Must have the language skills necessary to assess the applications;

D.

It must have knowledge of the federal medical professions and the Swiss high school system;

E.

It must meet the standards for the recognition of the quality of the accreditation agencies generally recognised and in force at national and international level, if they do not contradict the provisions of the LPMed.

The duration of the training for each post-graduation title is set out in Annexes 1 to 3 A .

¹ The accreditation body referred to in Art. 48, para. 2, LPMéd is the Swiss Agency for Accreditation referred to in Art. 22 of the Act of 30 September 2011 on the encouragement and coordination of high schools ¹ . ²

² The application for certification must be filed no later than two years before the end of the period of validity of the accreditation.

⁴ As soon as the application for accreditation has been made, the accreditation body shall carry out the external evaluation.

⁵ The accreditation decisions, the reports of the experts and those of the accreditation body shall be made public online by the accreditation body.

⁶ The DFI enacts quality standards that embody the criterion of accreditation within the meaning of Art. 25, para. 1, let. B LPMed in an order.

¹ Federal degrees are used in their official statement as the name of the profession of doctor, dentist, pharmacist, chiropractor or veterinarian. The recognised foreign diplomas are, in turn, designated according to the description contained in Directive 2005 /36/EC ¹ They may also be used in the statement and national language of the country that issued them, with the reference to the country of origin. ²

² Federal post-graduate titles and recognized foreign postgrades are used in the names in the following annexes:

A.

For the medical profession: Schedule 1;

B.

For the profession of dentist: Schedule 2;

C.

For the profession of chiropractor: Schedule 3;

D.

For the pharmacy profession: Schedule 3 A . ³

^2bis They can also be used in combination with a common synonym, provided that the synonym is not confusing. Recognized foreign postgraduate titles may also be used in the statement and in the national language of the country that issued them, with the reference to the country of origin. ⁴

³ Foreign post-graduate degrees and diplomas which have not been recognised under Directive 2005 /36/EC may not be used to refer to the profession. ⁵

⁴ Persons subject to s. 36, para. 3, LPMéd may use their postgraduate diploma and title in the statement and in the national language of the country that issued them, if they mention the country of origin and join a translation into one of the national languages of Switzerland.

⁵ The cantons shall take the necessary measures.

¹ The service providers referred to in s. 35, para. 1, LPMéd must produce the following documents:

A.

A recognized degree within the meaning of s. 15 LDC, and

B.

A certificate issued by the competent authority of the country of establishment proving that they are legally carrying out the activities in question in the country.

² Physicians and chiropractors wishing to practice in accordance with para. 1 must also produce a recognized post-grade title within the meaning of s. 21 LDC.

¹ In accordance with Art. 36, para. 3, LPMéd, the holders of a post-graduation diploma or title issued by a State with which Switzerland has not concluded a mutual recognition agreement may exercise their profession independently in the following two cases:

A.

Persons who teach in an accredited post-graduate education or training stream and who are self-employed in the hospital where they teach;

B.

In the case of persons who practise their profession in a practice in a region where there is evidence that the supply of medical care is insufficient and which is in a national language.

² To prove professional and institutional equivalence, the persons referred to in s. 36, para. 3, LPMéd submit to the Cantonal Supervisory Authority a certificate of equivalency of the MEBEKO for the post-graduation diploma or title.

³ Authorization is limited to an activity defined in a specific hospital or practice.

¹ The emoluments are set out in Annex 5.

² Where emoluments are provided, their amount shall be calculated on the basis of the time spent. The hourly rate ranges from 90 francs to 200 francs according to the function of the person in charge of the file.

³ In justified cases, the competent authority may require an advance on appropriate charges.

⁴ The provisions of the General Order of 8 September 2004 on emoluments ¹ Shall apply, unless otherwise provided for in this order.

The Ordinance of 17 October 2001 on postgraduate training and the recognition of postgraduate degrees and diplomas in the medical professions ¹ Is repealed.

⁹ The first successful intercantonal examination in chiropracticality is equivalent, for admission to post-graduate training within the meaning of Art. 19, al, 1, LPMéd, with a corresponding federal degree.

¹ Persons who have started postgraduate training in general medicine or in internal medicine before the entry into force of the amendment of 17 November 2010 of this Ordinance may complete their training until 31 December 2015 as follows: Post-graduation training courses under the old law or integrate the new stream into general internal medicine. These individuals are awarded the new federal post-graduate title in general internal medicine.

² Persons who have obtained a federal post-graduate degree in General Medicine or in Internal Medicine prior to the entry into force of the November 17, 2010 amendment of this Order may either continue to use it or obtain the new Federal post-graduate title in general internal medicine upon request and without conditions.

³ Federal post-graduate titles in pharmacopoeial or hospital pharmacy may be awarded only after accreditation of the corresponding post-graduate training course.

⁴ Persons who have obtained, prior to the establishment of the federal post-grade pharmacy of pharmacy or hospital pharmacy, a corresponding post-grade title of private law, may use the name of a pharmacist specializing in pharmacies, or Hospital.

This order shall enter into force on 1 ^Er September 2007.
