Preparation and negotiation of specific measures, carried out independently or with partners and intermediaries;

D.

Relationships with partners or intermediaries;

E.

Implementation and evaluation of specific measures.

² Where an Office has the right to rule, the competent Federal Office shall not be bound by the opinion of that other Office. ¹

³ When the competent Federal Office deals with another, it cannot make a decision without the agreement of the other.

¹ In particular, bilateral measures are:

Measures of the Confederation, carried out directly or under the control;

Measures implemented in favour of partner countries by the Confederation, with the cooperation of other states;
